Benefits And Costs For Chattanooga Residents Of Incorporating Training Into Economic Development Strategies, Timothy J. Bartik, Iryna V. Lendel, Sevrin Williams

This report evaluates the benefit-cost tradeoffs of adding a workforce training component to Chattanooga's economic development incentive packages, using the Bartik Benefit-Cost Model of Business Incentives. Focusing on hypothetical projects across seven industries, the analysis compares the present value of training costs against resulting gains in residents' per capita income over a 20-year horizon. Findings show that training, layered onto existing PILOT-based tax incentives, delivers benefits more than 25 times its costs—driven by training's greater cost-effectiveness in inducing business location decisions and its stronger tendency to direct new jobs toward local residents. Workforce Dynamics In Michigan's Upper Peninsula: Trends, Shocks, And Projections Through 2030, Iryna V. Lendel

Michigan’s Upper Peninsula is navigating a complex economic transition shaped by demographic change, workforce aging, and sectoral concentration. While the region has experienced long-term population decline, its labor force has remained stable due to rising participation among older workers. At the same time, the U.P.’s economy remains highly concentrated in extraction, construction, and production industries. These industries offer strong wages but are sensitive to economic cycles.

This report examines the economic and workforce dynamics of Michigan’s Upper Peninsula (U.P.) through 2030, highlighting the region’s ongoing transition during population decline, workforce aging, and structural labor shortages. Despite these pressures, the U.P.’s labor force remains relatively stable due to increased participation among older workers, partially offsetting declines in prime-age cohorts. The region’s economy is highly specialized, with strong concentrations in extraction, construction, and production industries—sectors that offer high wages but are vulnerable to cyclical economic downturns.

This paper was commissioned by the Organisation for Economic and Co-operative Development (OECD) to describe the use of Individual Training Accounts (ITAs) under the Workforce Innovation and Opportunity Act and under its predecessor the Workforce Investment Act (WIA). Particular interest is in the use of ITAs by WIOA participants from nonstandard work arrangements. The study provides detailed information about the use of ITAs by participants of the two adult programs under WIOA, Disadvantaged Adult Programs and Dislocated Worker Programs, and in two states, Michigan and Washington. Veterans In Workforce Development: Participation And Labor Market Outcomes, Colleen Chrisinger

This paper compares the employment status and earnings of veterans and nonveterans following their receipt of public workforce development services in Washington State during the years 2002–2012. It also describes workforce program participation patterns for veterans and nonveterans to determine if veterans have equal or prioritized access to key programs, where prioritization is required by law. Based on tabulations and propensity score weighted regressions using administrative data, the results indicate slightly lower levels of participation by veterans than nonveterans in two major workforce programs (Wagner-Peyser and the Workforce Investment Act Adult program), and high participation in veteran-specific programs (Disabled Veterans …

An estimated 6.7 million individuals in the United States are between the ages of 16 and 24 and are not employed, not in school, and have not earned a postsecondary credential. This paper examines the extent to which sectoral initiatives, which operate on the demand side of the labor market, can play a role in facilitating pathways into productive careers for these individuals, who we refer to in the paper as opportunity youth (OY). This study estimates the net impacts and private and social benefits and costs of 11 workforce development programs administered in Washington State. Six of the programs serve job-ready adults: Workforce Investment Act (WIA) Title I-B Adult programs, WIA Title I-B Dislocated Worker programs, Community and Technical College Job Preparatory Training, Community and Technical College Worker Retraining, Private Career Schools, and Apprenticeships. The recent recession and its aftermath have once again demonstrated the importance of the unemployment insurance system as a vital part of the nation’s safety net. But some facets of the program are in need of repair, including the high rate at which recipients run out of regular benefits, even in a strong labor market. Since the mid-1970s, the exhaustion rate has increased by three to four percentage points per decade, after adjusting for cyclical variation and temporary benefit extensions. The Secular Rise In Unemployment Insurance Exhaustions And What Can Be Done About It, Ralph E. Smith

Over the past several decades, the rate at which regular unemployment insurance recipients run out of benefits before they have found jobs, even in a strong labor market, has been gradually rising. For example, in 1973, 27.4 percent of UI recipients exhausted their benefits; in 2007 (with a similar unemployment rate) 35.6 percent exhausted. This paper documents the increase in the exhaustion rate, along with the parallel rise in long-term unemployment; examines the consequences; and reviews what has been learned about the efficacy of various approaches for reversing, or at least halting, the trend.
