Although the experiences of Nicaraguan immigrants to Costa Rica have been well-studied, the investigation of this topic through the lens of the construction of public policies is missing. Through the testimonies of Nicaraguans that emigrated or still live and work in Costa Rica, I learned that immigrants, especially those that are undocumented, are vulnerable to the violation of their rights, for example, through the lack of access to public services or mistreatment by their bosses. Valuing Improvements To Coastal Waters Using Choice Experiments: An Application To Revisions Of The Eu Bathing Waters Directive, Stephen Hynes, Dugald Tinch, Nick Hanley

Planned changes to the European Union’s Bathing Waters Directive (2006/7 EC) will force member states to produce improvements in a number of parameters of coastal water quality. This study uses the choice experiment method to estimate the economic benefits attached to such improvements, based on a sample of recreationalists on beaches in Ireland. The analysis indicates that improvements in all of the bathing water related attributes studied result in positive willingness to pay, and also show evidence of scope effects. Using random parameters and latent class modelling techniques, potential heterogeneity in preferences is then investigated and shown to be present …

This study analyses the global energy projections and regional dynamics in the Persian Gulf. It is shown that the future projections in the world energy markets signify the importance of cooperation between developed and developing countries. It is also suggested that connected to the global economic crises and the regional demand change in the energy market, there is a growing need for international support to the Persian Gulf security.

The global financial crisis has cast a strong light on some hitherto obscure corners of the financial world, provoking an outpouring of calls for concerted international action. “Hard law” having disappointed, can “soft law”, in the form of international financial standards, substitute for traditional national legislation. This article examines some of the difficulties associated with the “international standards as soft law” discourse.

Securing Access To Lower-Cost Talent Globally: The Dynamics Of Active Embedding And Field Structuration, Stephan Manning, Joerg Sydow, Arnold Windeler

This article examines how multinational corporations (MNCs) shape institutional conditions in emerging economies to secure access to high-skilled, yet lower-cost science and engineering talent. Based on two in-depth case studies of engineering offshoring projects of German automotive suppliers in Romania and China we analyze how MNCs engage in ‘active embedding’ by aligning local institutional conditions with global offshoring strategies and operational needs. MNCs thereby contribute to the structuration of field relations and practices of sourcing knowledge-intensive work from globally dispersed locations.Our findings stress the importance of institutional processes across geographic boundaries that regulate and get shaped by MNC activities.

Over the last two decades welfare policies have undergone major reforms in Anglo-Western nations such as the U.S., U.K. and Australia. Central to these reforms have been the revision of welfare recipient entitlements and responsibilities and the emergence of a responsibility and obligations agenda. Material Support: Counternarcotics Vs. Counterinsurgency In Afghanistan, Jonathan D. Kulick, Jonathan P. Caulkins, Mark A. R. Kleiman

Microeconomic analysis of counternarcotics strategies in Afghanistan suggests that current policies lend material support to the enemy. Vigorous enforcement can increase the flow of funds to insurgents and other parties that profit from trafficking. Rural-development programs, promoted as elements of a counternarcotics strategy, are open to some of the same objections. The benefits of drug-fighting in Afghanistan for consumer countries in Europe and North America are likely to be modest. Anti-corruption efforts in Afghanistan and demand-reduction programs both in Afghanistan and in consumer countries, insofar as they are feasible, could serve both counternarcotics and counterinsurgency objectives.

There has been much literature about the economic effects of terrorism in democratic countries, but this literature often considers democracy to be a binary variable. This paper sought to explore how the effects might differ depending on the strength of a democracy. In the end, I found that the numbers of attacks and the effects of those attacks do not follow a linear path. The results for autocracies and anocracies require further analysis, but democracies have revealed interesting results. It seems that democracies as a whole have more terrorist attacks, but, within this group, the more democratic a country is …

With organizations and individuals increasingly interested in accounting for their carbon emissions, greater attention is being placed on how to account for the benefits of various carbon mitigation actions available to consumers and businesses. Generally, organizations can address their own carbon emissions through energy efficiency, fuel switching, on-site renewable energy systems, renewable energy purchased from utilities or in the form of renewable energy certificates (RECs), and carbon offsets. This paper presents a theory on the endogenous choice of a country's education policy and the two-way causal relationship between trade and education systems. The setting of a country's education system determines its talent distribution and comparative advantage in trade; the possibility of trade by raising the returns to the sector of comparative advantage in turn induces countries to further diferentiate their education systems and reinforces the initial pattern of comparative advantage. Chapter 3 sketches the OECD's role in economic governance, in particular the pursuit of its obligation to promote policies which maximize economic growth. While the OECD's work in the economic field evolves, its mechanisms of economic governance have barely altered. Richard Woodward argues that the OECD exerts ‘subtle discipline’ over the trajectory of economic governance through the use of its soft law mechanisms such as surveillance and peer review. These mechanisms can lead to convergence in national policies and, occasionally, outbreaks of international policy coordination. Concurrent Sexual Partnerships Do Not Explain The Hiv Epidemics In Africa: A Systematic Review Of The Evidence, Larry Sawers, Eileen Stillwaggon

The notion that concurrent sexual partnerships are especially common in sub-Saharan Africa and explain the region’s high HIV prevalence is accepted by many as conventional wisdom. In this paper, we evaluate the quantitative and qualitative evidence offered by the principal proponents of the concurrency hypothesis and analyze the mathematical model they use to establish the plausibility of the hypothesis.

We find that research seeking to establish a statistical correlation between concurrency and HIV prevalence either finds no correlation or has important limitations. Furthermore, in order to simulate rapid spread of HIV, mathematical models require unrealistic assumptions about frequency of sexual …

In sharp contrast with the image of an "oil-rich" country, Nigeria is paradoxically a heavily indebted poor country. While the country's oil production reached 2.5 million barrels per day in 2004, its total external debt stock at the end of 2004 was estimated at $35.9 billion. The debt crisis has been aggravated by the burden of debt servicing, which has absorbed the nation's budgetary and foreign exchange resources with deleterious impact on the critical sectors of the economy.
