This is a particularly important time for us to be gathering for this Ministerial meeting. The Uruguay Round of negotiations under the General Agreement on Tariffs and Trade (GATT) is entering a crucial period. It is imperative that the Organization for Economic Cooperation and Development (OECD) make a strong statement of support for freer and fairer trade in all fields, including agriculture. The nations of the world are looking to the OECD to clearly point the way toward an improved world trading system.

I have been asked innumerable times why world agricultural trade reform is so important to U.S. farmers. Some of the people doing the asking are often afraid of what such reform might mean to U.S. agriculture. A question I occasionally ask back is, "What is there to fear?" It has been two years since we met in Punta del Este, two years since leaders from around the world -- representing nations in all stages of economic development -- agreed to launch the Uruguay Round of multilateral trade negotiations. since then, our negotiators have been hard at work. They deserve not only credit, but also continuing encouragement. For what came out of the meeting in Punta del Este in September of 1986 was the most comprehensive and ambitious negotiating agenda ever put before the General Agreement on Tariffs and Trade.

Economic sanctions have been used throughout history to coerce target nations to acquiesce in the objectives of nations that impose them. The record of achievement, using sanctions as a tool of foreign policy, has been poor. Regardless, nations continue to use economic sanctions to attain their goals despite their relative ineffectiveness. And as nations apply sanctions frequently to resolve international conflicts, such frequency tends to impair the credibility of sanctions as an implement of foreign policy. The fact that they are imposed frequently, also reflects that they are used to rectify lesser violations of the international norm. In view of …

I urge our communique contain a vigorous, unequivocal endorsement for launching a new round with a comprehensive agenda, in September. Delegations in Geneva will go over the text of our communique very carefully, and they will judge our determination by both the tone and substance of our statement. We therefore must clearly set forth our desire to begin the new round, without delay.

Not since the 1930s have I been as concerned for the short term future of American agriculture as I am now. Last year's net farm income is estimated at only about $15.5 billion. In the aggregate, and in real term, that is the lowest it has been in decades. Fortunately, on a per capita or per farm basis the numbers are less depressing and, fortunately, they will begin to trend upward again in 1984.
