This paper approaches the question of efficiency in job placement using regional data for Polish regions (policy relevant NUTS 4 level) over the time span of 2000-2008. Using a unique data set we estimate the matching function using stochastic frontier as well as difference-in-difference estimators. We use also managed to combine this unique data set with another unique source of data on the ALMPs
coverage, unemployment structure across time and regions as well as the individual capacity of local labour offices. We use these data to explain the exceptional variation in estimated efficiency scores.

Despite international patenting can be a costly and risky investment, an increasing number of firms patent proprietary technologies in foreign countries. This paper explores trends of global patenting in a new domain of technology characterized by rapid globalization. The research setting consists of the population of U.S.-based Large and Small and Mid-Sized firms (SMEs) filing nanotechnology-related patent applications at the World International Patent Office (WIPO) during 1996-2006.

Gezira irrigated scheme is globally one of the biggest agricultural productive units administratively managed. It has seen deteriorating productivity for the past two decades. Openness, Inequality And Poverty: Endowments Matter, Julien Gourdon, Nicolas Maystre, Jaime De Melo

Using tariffs as a measure of openness, this paper finds consistent evidence that the conditional effects of trade liberalization on inequality are correlated with relative factor endowments. Trade liberalization, measured by changes in tariff revenues, is associated with increases in inequality in countries well-endowed with highly skilled workers and capital or with workers that have very low education levels. Similar, although less robust, results are also obtained when decile data are used instead of the usual Gini coefficients. Taken together, the results are strongly supportive of the factor-proportions theory of trade and suggest that trade liberalization in poor countries where …

The complaints about insufficient private investment are frequent in Poland. Equally often do we hear the criticism of the monetary policy pointing to excessively high interest rates. This paper estimates the speed of upward adjustment of loan rates relative to downward adjustment, accounting for dierent market segments and products. The empirical results show that for the investment credit upward adjustment is fast, but downward adjustment essentially does not occur. Consumer credit products demonstrate positive values for the speed of both adjustments although still upward changes occur faster than downwards ones. These ndings suggest that banks may tend to discriminate entrepreneurs …

Multiple levels of government currently design and implement research and innovation programs both in the US and in Europe. Empirical analysis of interdependencies among programs has not been fully explored, however. Our contribution is a first step in understanding potential complementarities across R&D programs. Using a sample of Spanish manufacturing firms, we study the determinants of firms’ participation in national and in European level research programs and test for differences across programs. Our results suggest that firms’ participation in European and national R&D programs is largely driven by different factors. We interpret these results as suggesting that, ex-post, there is …

W artykule analizie poddana została dynamika stóp bezrobocia na poziomie powiatów w Polsce w latach 1999-2006. Wykorzystano miesięczne dane rejestrowe. Celem badania jest zweryfikowanie, do jakiego stopnia zachodzą procesy konwergencji regionalnych stóp bezrobocia. Zbadana została zarówno konwergencja typu beta, czyli zależność między dynamiką stopy bezrobocia a jej poziomem wyjściowym, jak i konwergencja typu sigma polegająca na analizie dyspersji rozkładu i jej zmian w czasie. Zastosowane zostały również metody pozwalające zbadać dynamikę pełnego rozkładu analizowanej zmiennej – macierze przejścia oraz nieparametryczna metoda estymacji jądrowej. This article argues that Article XXIV and special and differential treatment (SDT) provisions of the WTO present a number of constraints and opportunities to the design and scope of the proposed economic partnership agreements between the European Union (EU) and African, Caribbean and Pacific (ACP) countries. It examines the negotiating positions of both sides to argue that were the EU's position to prevail, ACP and other developing countries would likely suffer an ‘erosion of the development principles’ embedded within the WTO. Within the last four years, a number of high profile reports outlining new strategies for pulling African agriculture out of its current impasse have emerged. These include the Comprehensive African Agriculture Development Programme of NEPAD, and the InterAcademy Council Report commissioned by UN Secretary General Koffi Annan. Whilst these strategies are a welcome improvement on those that have characterised African agriculture in the past, it is argued here that like their predecessors, they fail to focus on business-competitive approaches as an integral part of the reform package needed to stimulate African agricultural productivity and development. Positive internal innovation has long been a central element of African agricultural development, even if modern efforts to stimulate technical, institutional, and policy innovations in African agriculture have tended to look outwards. This paper examines the role of positive deviance in Kenyan agriculture over the last 75 years to cast doubt on the alleged authoritative sources of policy advice and mandates from the outside. Positive deviance and appreciative inquiry are suggested as organizing frameworks for identifying and amplifying the generation and uptake of internal African innovations.

As other European countries, transition economies face the reform of the social security system. As one of the first, Poland has introduced a pension reform in 1999, which changed a standard pay-as-you-go system into a one constructed of three pillars and based on addressed contributions. The five years from the reform allow to take a first look at the reform, both in terms of assessing the legal implementation as well as the realization of main assumptions and aims. Research on land tenure and use control and the socioeconomic sets of regulations in the agricultural rainfed sub sector of Sudan, come to focus for many reasons. Anthropogenic pressure, expanding animal population and migration led to accelerated impacts on both the ecological systems and land yields. Conflicts between governmental regulations and indigenous rules contribute to generate inconsistencies on who have the right to till the land and hence own it. With such transformation logically, more intensive commercial farming took place and land intake exponentially increased. Seaport management is central both to the use of coastal resources and to the needs of a global economy. As a major point of supply-chain activity along the coast and as a source of pollution, ports need to be administered strategically to provide the greatest benefit according to economic and environmental demands. This article is an annotated conversation that provides a practitioner's insight into the management of change along the coastal zone. To address the problem, we probe organization theory for new insight and attempt to apply concepts to practice.
