My thesis consists of three chapters studying the impact of health insurance design and public health policy on consumers’ health and health care utilization, welfare, and costs.

Chapter 2 studies an overlooked dynamic incentive that encourages health care utilization, which I term \textit{dynamic moral hazard}. Typical health plans feature high deductibles and caps on consumers' out-of-pocket spending, which generate nonlinear pricing. These nonlinearities, coupled with the uncertainty intrinsic to future health care demand, encourage consumers to increase spending since current utilization lowers future expected prices. The video game industry has been examined since the 1970’s, yet individual country analysis from an economic geography perspective has been lacking. It is the contribution of this dissertation to utilize the agglomeration economy and location theory literature in its application to the Canadian video game industry.

To understand this industry, a mixed-method approach is used. Kernel density maps, standard deviational ellipses, and mapping processes were used to illustrate the dispersion and clustering patterns of studios in Canada. My thesis consists of three chapters relating to the economics of digital piracy. Digital piracy is a debated topic catching tremendous academic and public attention. My studies contribute to the understanding of the impact of digital piracy on legitimate sales revenue with a focus on the motion picture industry.

In my first chapter, I examine the effects of screener piracy on the movie box office. Screeners are movie copies sent to critics and industry professionals for evaluation purposes. My thesis consists of three chapters that contribute to the study of input misallocation and TFP growth in China.

In Chapter 2, I compare the misallocation of intermediate goods to those of capital and labor, which have been extensively studied in the literature. To measure misallocation, I compute the dispersion of marginal products of intermediate goods across firms, and the potential output gains by eliminating this dispersion in China Industrial Enterprise Survey (CIES) data. File-sharing and on-line piracy have caught great public attention. There is a public debate on whether or not we should close torrenting sites like Piratedbay.com. Copyright holders argue yes and claim substantial loss due to filesharing while Pirates claim that file-sharing is welfare-improving and the effects on sale are negligible. Right now no consensus has been reached on how file-sharing affects industry revenue in economics literature.

In the first chapter, I show that the economy’s production structure plays an important role in determining innovation. In particular, using patent data I document a set of empirical facts that are initially puzzling, but can be explained by recognizing that innovation decisions are related between sectors. A model is developed to explain the empirical findings, but it also has an important finding for the current debate on U.S. patent policy. I use the model to demonstrate that a perceived long-run decline could be explained by increased innovative opportunities in certain industries and the responses of inventors in other sectors …

This thesis consists of three chapters on the impact of different government policies on entrepreneurial financing. In the first chapter, by quantitatively evaluating the impact of different personal bankruptcy regimes on entrepreneurship in a life-cycle model with occupational choices, I conclude that personal bankruptcy law affect entrepreneurship mainly through the insurance effect rather than the borrowing cost effect. In addition, I find that variations in bankruptcy regimes have very different impacts on households with different abilities, and changes in the length of post-bankruptcy punishments have the largest impact on entrepreneurship compared to variations in other dimensions of the bankruptcy regime. …
