While the short term measures to reduce recurrent expenditure are necessary conditions for fiscal sustainability, the long term imperative is to increase revenue. Thus, efforts should be made by the fiscal authorities in Nigeria to pursue the policy of balancing of expenditure with revenue improvements. The issues of the underperformance of the capital budget should be reversed before savings from cuts in recurrent expenditure can be diverted to the financing of capital expenditure. Poverty and economic hardship create tremendous stress for families, and subsequently are risk factors for child psychopathology. The Fatherhood, Relationship, and Marriage Education (FRAME) program is a 14-hour psychoeducation intervention developed specifically to strengthen the ability of low-income mothers and fathers to reduce conflict, cope with stress, and co-parent effectively, hopefully helping to create more stable and secure environments for children. The FRAME study is a randomized controlled trial evaluating the efficacy of a couples-based intervention in a sample of 301 ethnically diverse low-income cohabiting mothers and fathers who are parenting at least one child together. The purpose of this paper is to examine the role of welfare incentives in the decision to move for poor, single mothers. Using micro-level data from the Panel Study of Income Dynamics (PSID) and other sources, I develop an econometric model that estimates the influence of state welfare benefits on the interstate migration decisions of poor, single mothers, whether that be moving from states with low benefits or to states with high benefits. This study builds upon previous literature concerning interstate migration by considering new methodological approaches and theoretical models. The goal of this paper is to show that orthodox and heterodox theories of personal income distribution developed in the mid-twentieth century are effectively identical, despite their claims to the contrary. While segmented labor market theory contends that neoclassical theories of personal income distribution, such as human capital theory, ignore the impact of social institutions on the labor market, human capital theory actually implicitly incorporates them. Social institutions are, therefore, just as important in the orthodox approach to personal income distribution. Why must we explore the social practice of human rights?

In the 65 years since the U.N.’s Universal Declaration on Human Rights, the human rights community has become a standard-bearer of normative behavior, influencing development and humanitarian organizations, multinational corporations and philanthropists. Though the movement is viewed as honorable and admirable, the certainty of its mission can inhibit introspection; a natural tendency is to prioritize rather than challenge prevailing assumptions.

In 1959, the Minnesota Department of Highways (MHD), renamed the Minnesota Department of Transportation (MnDOT) in 1976, commenced the construction of Interstate 35W proceeding North from Richfield through South Minneapolis to Lake Street (the Richfield-Minneapolis segment) which razed more than 50 square blocks of homes and businesses. The segment of this vast project built between Stevens Avenue South and Second Avenue South, completed in 1967, was part of the National System of Interstate and Defense Highways enacted by Congress in 1956.
