Non-Food Expenditures And Consumption Inequality In India, Amit Basole, Deepankar Basu
Non-Food Expenditures And Consumption Inequality In India, Amit Basole, Deepankar Basu
Deepankar Basu
This paper contributes to the ongoing debate about economic inequality in India during the post-reform period. We analyze consumption inequality through the hitherto neglected lens of nonfood expenditure. Using household level consumption expenditure data from the quinquennial “thick” rounds of the NSS, we show that inequality within food and non-food groups has declined, even as overall expenditure inequality has increased over time. We suggest that the rise in overall expenditure inequality is due to the increased weight in the household budget of non-food spending, which tends to be more unequal than food spending. We also show that inequality is very …
The Social Practice Of Human Rights, Joel Pruce
The Social Practice Of Human Rights, Joel Pruce
Joel Pruce
The Social Practice of Human Rights bridges the conventional scholar-practitioner divide by focusing on the space in between. In capturing this cutting edge research program, the volume proposes a perspective that motivates critical self-reflection of the strategies that drive communities dedicated to the advocacy and implementation of human rights. The social practice of human rights takes place not in front of a judge, but in the streets and alleys, in the backrooms and out-of-the-way places where change occurs. Contributors to this volume investigate the contexts and efforts of activists and professionals devoted to promoting human rights norms. This research takes …

Why must we explore the social practice of human rights? In the 65 years since the U.N.’s Universal Declaration on Human Rights, the human rights community has become a standard-bearer of normative behavior, influencing development and humanitarian organizations, multinational corporations and philanthropists. Though the movement is viewed as honorable and admirable, the certainty of its mission can inhibit introspection; a natural tendency is to prioritize rather than challenge prevailing assumptions. Are the good intentions of human rights advocates enough? No. Research and dialogue can help propel the human rights community forward by facilitating introspection to improve both advocacy and action: …

Public Actors In Private Markets: Toward A Developmental Finance State, Robert Hockett, Saule Omarova
Public Actors In Private Markets: Toward A Developmental Finance State, Robert Hockett, Saule Omarova
Saule T. Omarova
The recent financial crisis brought into sharp relief fundamental questions about the social function and purpose of the financial system, including its relation to the “real” economy. This Article argues that, to answer these questions, we must recapture a distinctively American view of the proper relations among state, financial market, and development. This programmatic vision – captured in what we call a “developmental finance state” – is based on three key propositions: (1) that economic and social development is not an “end-state” but a continuing national policy priority; (2) that the modalities of finance are the most potent means of …
What Data On Older Households Tell Us About Wealth Inequality And Entrepreneurship Growth, Christian Weller, Jeffrey Wenger, Benyamin Lichtenstein, Carolyn Arcand
What Data On Older Households Tell Us About Wealth Inequality And Entrepreneurship Growth, Christian Weller, Jeffrey Wenger, Benyamin Lichtenstein, Carolyn Arcand
Christian Weller
The data analysis for this report, while focusing on older households, tells an interesting story about the potential link between entrepreneurship and wealth inequality that is relevant for economic policy more broadly. Rising wealth among a subset of higher-income households gave those households the opportunity to pursue entrepreneurial activities that otherwise would not have existed. Older households pursued these activities to generate streams of income that were unrelated to risky business income and because they could use their wealth as collateral. Policymakers interested in promoting increased entrepreneurship among older households—where economic pressures have been very noticeable—could consequently pursue two separate …
Assessing The Cost Of Discrimination, Madhavi Venkatesan
Assessing The Cost Of Discrimination, Madhavi Venkatesan
Madhavi Venkatesan
In economics, discrimination is modeled as a cost that individuals are willing to bear to limit contact or interaction with specific types or groups of individuals. As a result, discrimination is evaluated as though it were a rational behavior rather than a sub-optimal action that prevents the attainment of a more optimal social justice-based sustainable outcome. In my Spring 2015 Economics of Race (ECON 427) course we explored the contribution of economics with respect to the persistence of discrimination and specific to the manner in which the discipline has evaluated the cost and benefit of discrimination. The presentation includes both …
Globalization And Inequality An International Comparison Between Sweden And The Us, Sergio A. Berumen
Globalization And Inequality An International Comparison Between Sweden And The Us, Sergio A. Berumen
Sergio A. Berumen
In this paper we first review the concepts of Globalization and Inequality, paying special attention to the conclusions reached previously by other economists. Later on, we carry on with an international comparison between Sweden and the United States for the period 1913-2012. We depict the evolution in inequality levels for both countries, based in two main indicators: the Gini Index and the top 1% income share. Our findings point out that inequality has strongly risen in the United States whilst Sweden’s level of inequality is not far from the one presented immediately after the World War II. These results may …

This report presents the output of two-year collaboration between SESRIC and the Centre for Islamic Economics of International Islamic University of Malaysia (IIUM) on a research project that covered three OIC countries namely, Malaysia, Indonesia and Bangladesh. The research project aimed at developing an integrated Waqf-based Islamic microfinance model to optimize the use of combined resources of Waqf and Islamic microfinance institutions in OIC countries with a view to enhancing the effectiveness of IMF and Waqf institutions in addressing the socio-economic needs of the society, particularly through effective poverty alleviation programs. The report consists of four main sections. The first …
Earnings Inequality In Germany, Katharine G. Abraham, Susan N. Houseman
Earnings Inequality In Germany, Katharine G. Abraham, Susan N. Houseman
Susan N. Houseman
Recent studies have documented the growth of earnings inequality in the United States during the 1980s. In contrast to these studies' findings, our analysis of micro data for the former West Germany yields virtually no evidence of growth in earnings inequality over the same period. Between 1978 and 1988, a reduction in the dispersion of earnings among workers in the bottom half of the earnings distribution led to a narrowing of the overall dispersion of earnings in Germany. Earnings differentials across education and age groups remained roughly stable, and there was no general widening of earnings differentials within either education …

Thinking About Local Living Wage Requirements, Timothy J. Bartik
Thinking About Local Living Wage Requirements, Timothy J. Bartik
Timothy J. Bartik
This paper reviews what we currently know about the benefits and costs of different varieties of a "living wage": a local government requirement, now adopted by over 50 local governments, for wages above the federal minimum imposed on employers with some financial link to the local government. The review includes economic theory, empirical research on local labor markets, and empirical research on the living wage. The paper concludes that moderate living wage requirements applied to the local government's own employees, and contractors' and grantees' employees who are funded by the local government, may do more good than harm. Excessive living …

Stagnant Structure Of Workforce Among Scheduled Tribes (Sts) In Andhra Pradesh, Venkatanarayana Motkuri
Venkatanarayana Motkuri Mr.
In the perspective of inclusive growth, generating and providing productive employment opportunities especially for the disadvantaged groups would enable and empower people belonging to these groups to contribute to the growth and benefit from it. In this context the paper presents a macro view of changes in the structure of the workforce of Scheduled Tribes in Andhra Pradesh its impact in the inclusive growth perspective. The analysis indicates that although there has been progress on many development indicators in the ST community in the state, they still lagged behind the ‘other’ social groups. Slow progress in expected change in structure …

Residential Segregation, Housing Submarkets, And Spatial Analysis: St. Louis And Cincinnati As A Case Study, Sungsoon Hwang
Sungsoon Hwang
This paper considers how spatial analysis of housing submarkets can advance research into residential segregation. While an emphasis on housing submarkets has been proposed as a new construct for modeling housing prices, its use in analyzing residential segregation has been limited. Recent advances in spatial analysis and Geographic Information Systems (GIS) present new opportunities for researchers to exploit the potential of housing submarkets as constructs that offer a more precise way to examine residential segregation. The paper synthesizes literature related to residential segregation and housing submarkets, and demonstrates how to delineate housing submarkets using publicly available data. It examines the …

This paper constructs a simple theoretical model to study the implications of globalization for inequality and redistribution. It shows that when globalization increases inequality, a policymaker interested in maximizing the sum of welfare of all agents increases redistribution. Empirically, the paper examines the effects of globalization on inequality and redistribution in a panel data set of 140 countries for the period from 1970 to 2012. We find that both inequality and redistribution have been increasing with globalization. The results are robust to the inclusion of many different controls and the exclusion of outliers.

The Long-Run Decline In Labor Share: Technology Versus Institutions, Mary O'Mahony, Michela Vecchi, Francesco Venturini
Francesco Venturini
We investigate the causes of the declining trend in labor shares using a large industry level data set and controlling for heterogeneity, non-stationarity and cross-sectional dependence. Our results show that in, the long run, technological changes and ICT capital are major sources of the decline. Conversely, knowledge capital increases labor shares, as well as more stringent regulations on intellectual property rights. Other market regulations do not play a significant role. Our results also show that hysteresis characterizes the dynamics of labor shares in all countries. This further supports the assumption that institutional differences do not cause labor share movements and …

Invisible No More: Domestic Workers Organizing In Massachusetts And Beyond, Natalicia Tracy, Tim Sieber, Susan Moir Scd

Domestic workers across the country are making it clear that, even in a difficult political environment, it is possible to make gains for low-wage workers. For the first time in many, many decades, domestic workers are finding ways to win. They are creat ing policy change that will improve the lives of hundreds of thousands of workers in tangible and substantial ways. The 2014 Massachusetts Domestic Workers’ Bill of Rights is the most expansive codification of rights for this long-overlooked part of the labor force ever to be enacted. In one sense, there is nothing new about domestic workers organizing …

Agriculture sector being an important and fundamental sector of the economy is the way of life for more than half of the Pakistan’s population. Its major sector is livestock sector. Livestock sector is the source of income and a safety against the crop failures or drought. Most of the rural population earns their living from this sector. Aspired from the argument that livestock has great importance in the life of the poor households, the present study is an attempt to analyze the impact of livestock sector development on poverty in Pakistan. The cross sectional data of 34 districts of Punjab …

Inequality And Poverty In Uruguay By Race: The Impact Of Fiscal Policies, Maximo Rossi, Marisa Bucheli, Florencia Amabile
Inequality And Poverty In Uruguay By Race: The Impact Of Fiscal Policies, Maximo Rossi, Marisa Bucheli, Florencia Amabile
Maximo Rossi
In Uruguay the tax structure and social spending reduce inequality and poverty for the whole society (Bucheli et al. 2013). In this study we analyze the effect of fiscal policy by race considering whites, afros and indigenous. The main question of our paper is whether the reduction of inequality and poverty benefit a racial group over the others or affect racial ethnic groups equally.
The three racial groups are equally likely to be taken off extreme poverty by the direct transfer system. However, the hazard of leaving moderate poverty is lower for indigenous than for the other two groups. So …

The Critical Difference Between Republicans/Conservatives And Democrats/Liberals, Philip E. Graves
PHILIP E GRAVES
There are, of course, a great many specific differences between the political positions of the two dominant political parties in America. After an introductory section characterizing those, section two suggests that the demarcation of critical importance between the parties relates to how they view the income distribution. Those self-identifying as Republican/Conservative tend to view the income distribution as an artifact of a host of individual work/leisure decisions with little policy relevance; those characterizing themselves as Democrat/Liberal tend to view the income distribution as a pure public good—in this view, private sector outcomes are expected to provide a non-optimally small amount …

La Economía Política De La Desigualdad De Ingreso En Chile, 1850-2009, Javier E. Rodríguez Weber
Javier E. Rodríguez Weber
This dissertation studies the relationship between income inequality and the development process, considered as the sum of economic, social and political changes produced over time. It does so using the case of Chile between 1850 and 2009. Its goals are to describe the tendencies in income distribution over time, and also to explain, signalling their causes and some of their consequences. In the empirical area, the main contributions of the dissertation are the estimates of historical series of salaries, wages, and different measures of income distribution –Gini index, Theil, labour share and the income of the top 1%. To make …

Unequal Progress: The Annual Report On The Economic Status Of The Profession 2002-03, Ronald Ehrenberg
Ronald G. Ehrenberg
[Excerpt] Most colleges and universities adopted budgets for the 2002-03 academic year in the spring and early summer of 2002. At that time, a pessimist might have cited several factors – negative rates of return from institutional endowments, a rising unemployment rate, an economic recession, and large increases in college and university enrollments, for example - to predict that faculty members would not see their earnings increase substantially in real terms in the coming year. The good news is that, overall and on average, the pessimists' worst fears proved incorrect. The bad news is that the overall aver-ages don't tell …
