Do Private Household Transfers To The Elderly Respond To Public Pension Benefits? Evidence From Rural China, Plamen Nikolov, Alan Adelman

Aging populations in developing countries have spurred the introduction of public pension programs to preserve the standard of living for the elderly. The often-overlooked mechanism of intergenerational transfers, however, can dampen these intended policy effects, as adult children who make income contributions to their parents could adjust their behavior in response to changes in their parents’ income. Exploiting a unique policy intervention in China, we examine using a difference-in-difference-in-differences (DDD) approach how a new pension program impacts inter vivos transfers. In 2019, the State of New Jersey sought an evaluation of its Urban Enterprise Zone (UEZ) Program to determine the program’s economic impact and make recommendations for the program’s future. The John S. Watson Institute of Public Policy of Thomas Edison State University joined with PEL Analytics and Anderson Economic Group to produce the following study. The main recommendation of this analysis is to retain the UEZ Program while instituting various changes to make it stronger. Inequality has been rising across the world in recent decades. Latin America has been an exception to what otherwise seems to be the prevalent trend in the U.S., Europe and Asia. In the U.S. the rise in inequality since the 1970s has coincided with the rise in Mexican immigration. In Mexico, inequality has been declining since the mid-1990s, a period during which emigration to the U.S. first increased to historic highs and then declined steeply.

Our review of the literature suggests that low-skilled immigration to the U.S., much of it from Mexico, has only played a minor role in rising …

Latinoamérica ha sido una excepción a lo que, por lo demás, parece ser la tendencia prevalente en los Estados Unidos, Europa y Asia. En los Estados Unidos, la acentuación de la desigualdad desde los años 1970 ha coincidido con el aumento de la migración mexicana. This thesis evaluates the equity performance of a recent state environmental justice policy, California’s Senate Bill 535 (S.B. 535). “Environmental justice” refers to the disproportionate environmental harm imposed on low-income and minority communities. S.B. 535 uses competitive grants to provide funding to these communities. The research is centered around two questions: (1) to what extent has S.B. 535 experienced successful implementation in its first year of operation, and (2) how can policy actors improve implementation while balancing performance and equity goals? Economic inequality recently has entered the political discourse in a highly visible way. This political impact is not a surprise. As the U.S. economy has begun to recover from the Great Recession since mid-2009, economic growth has effectively been appropriated by those already well off, leaving the median household less well off. In 1959, the Minnesota Department of Highways (MHD), renamed the Minnesota Department of Transportation (MnDOT) in 1976, commenced the construction of Interstate 35W proceeding North from Richfield through South Minneapolis to Lake Street (the Richfield-Minneapolis segment) which razed more than 50 square blocks of homes and businesses. The segment of this vast project built between Stevens Avenue South and Second Avenue South, completed in 1967, was part of the National System of Interstate and Defense Highways enacted by Congress in 1956. Policies that help low-income mothers find and keep employment as a means of obtaining self-sufficiency have been a focal point of the welfare reform debate in the past decade. In the midst of this dialogue, the Earned Income Tax Credit (EITC) has gained popularity as one of the core work support programs for America's low- and moderately low-income families with children. This study compares the estimated effects of EITC when its value deteriorated in the late 1990s with that of a simulated EITC for which the real value kept pace with the actual cost of living on welfare caseload reductions. …

This article reports on first-year employment experiences of a randomly selected sample of 213 Illinois TANF leavers. Aggregate employment levels were 70 percent at exit, and leavers typically generated earnings from a single full-time job. However, employment often was unstable, so that only about one-fourth of leavers had the same job both at exit and when interviewed 10-11 months later. Employment instability resulted from the marginal or temporary nature of many jobs, as well as employment barriers such as health problems and lack of day care. Average wage levels easily exceeded the minimum wage and grew during the first year …
