This study examines the determinants of budget absorption within Indonesian provincial governments by assessing the impact of digital government maturity and regional fiscal capacity. Digital maturity is operationalized using the Electronic-Based Government System (SPBE) index, while fiscal capacity is proxied by the Natural Logarithm of Local Genuine Revenue (Ln_PAD). Adopting a quantitative approach with a cross-sectional design encompassing 38 provinces in 2024, the data were evaluated through multiple linear regression analysis. The empirical findings demonstrate that neither digital maturity (p-value = 0.966) nor fiscal capacity (p-value = 0.774) exhibits a statistically significant relationship with budget absorption, both partially and simultaneously …

Indonesia’s economic challenges are characterized by stagnant economic growth and regional development disparities. This study analyzes the achievement and convergence of infrastructure development across provinces in Indonesia during 2011–2021 through the construction of an Infrastructure Development Index (IPI). The study employs panel data from 33 provinces, using factor analysis to construct the IPI and the First Difference Generalized Method of Moments (FD-GMM) to examine convergence and its determinants. The results show that many provinces still have IDI scores below the national average. Furthermore, the FD-GMM model shows that σ-convergence and β-convergence occur in Indonesia. This report evaluates the benefits and costs of investment incentives for 50 large clean energy supply chain manufacturing and infrastructure projects. The findings suggest that these incentives generate modest but typically positive economic returns, with a median benefit-cost ratio of 1.47, meaning benefits exceed costs by 47 percent for the typical project. Returns vary significantly across projects—approximately 70 percent of projects produced net positive benefits over a 20-year period, while 30 percent failed to recover incentive costs. Chapter 1 explores the strategic behavior of provincial leaders in China in response to visits by central government leaders. I find that such behavior is correlated with provincial leaders’ personal characteristics and their connections with the visitors. Meanwhile, acting strategically during these visits has a positive and significant effect on overall promotions, but a positive and insignificant effect on promotions to the most important positions in the Politburo.

This study investigates the rising solid waste management (SWM) dilemma in Greater Khartoum City (GKC), a critical environmental and public health issue caused by fast urbanization and inadequate infrastructure, with historical linkages to Sudan's colonial and postcolonial growth. Chapter 1 describes the current problem using quantitative and qualitative data, demonstrating that GKC produces approximately 3,340 tons of waste each day, with 56% organic matter, 8% plastics, and 16% paper. Collection efficiency remains severely poor, at 31.5%. Informal recyclers known as Nakasha or Barkata collect approximately 7% of total waste, supporting roughly 3,900 people, whereas filthy open dumps and unsorted medical …

Minimum Parking Requirements (MPR) are municipal zoning ordinances mandating a set number of off-street parking spaces for new developments. Since the 1950s, MPR has been the near-universal way American municipalities supply parking, though growing criticisms since the late 1990s have targeted the policy for distorting development patterns, imposing high costs, and subsidizing personal vehicle use. Beginning in the early 2010s and increasingly in the early 2020s, cities and counties across the United States have moved to reform or eliminate MPR. This study evaluates the effectiveness of the Rural Utah Data Symposium, an event designed to address data-driven decision-making among rural leaders. The symposium features expert-led presentations on the rural economy, healthcare, housing, mobility, broadband, and wellbeing. Data were collected through an online exit survey with a 67% response rate (n = 35). Attendees rated presentation quality, learning outcomes, and overall satisfaction. Findings show high ratings and positive learning outcomes, demonstrating the symposium’s value in empowering informed decision-making. Recommendations include increasing interactivity among attendees, broadening content scope, and expanding statewide representation to further support data utilization in rural Utah.

This paper studies whether poorer regions in Central and Eastern Europe have caught up to richer ones since EU enlargement, and whether any observed catch-up reflects absolute convergence or convergence conditional on regional fundamentals. Using annual NUTS-3 data for eleven Central and Eastern European member states from 2000 to 2023, I estimate rolling ten-year convergence regressions within a steady-state framework in which regional GDP per capita depends on investment, human capital, and within-window exposure to EU membership.

Studi ini menganalisis dampak kebijakan larangan ekspor bijih nikel (2014–2016) dan pembangunan smelter (2009–2021) terhadap PDRB per kapita dan konsumsi rumah tangga per kapita menggunakan data panel seimbang dari 81 kabupaten/kota di Sulawesi periode 2006–2021. Dampak kausal dan efek spillover dianalisis menggunakan metode Difference-in-Difference (DiD) dan Spatial Durbin Model (SDM). Hasil penelitian menunjukkan kebijakan larangan ekspor tidak berdampak pada kedua variabel. Pembangunan smelter justru berdampak negatif terhadap PDRB per kapita, tetapi menghasilkan efek spillover positif pada PDRBperkapita daerah tetangga dan efek spillover negatif terhadap konsumsi rumah tangga per kapita di daerah non-smelter.

This study evaluates the impact of nickel downstreaming on poverty levels in Sulawesi by examining the effectiveness of smelter development and the raw ore export ban policy as resource-based industrialization strategies. The primary contribution of this research lies in its identification strategy, which employs a staggered Difference-in-Differences approach with two-way fixed effects using panel data from 54 regencies/municipalities over the period 2010–2023. The baseline regression results show that the average effect of smelters is not statistically significant in reducing poverty. Over the last decade, the manufacturing sector's contribution to Indonesia's economy has declined. In 2010, it was 29.10% of GDP, but by 2022, it had dropped to 19.14%. Employment in the sector also fell, from 14.91% of the workforce in 2010 to 13.80% in 2022. To reverse this trend, the government introduced a policy to boost the Domestic Component Level (DCL) in manufacturing. By offering fiscal incentives to industries meeting certain DCL targets, the government aims to drive economic growth and job creation. A study using BPS data from 2008-2019 shows that this policy raised DCL by 23.5%.

A prominent recent policy debate is about “abundance policies”: policies to make it easier to build housing or infrastructure, deliver government services more quickly and more efficiently, and expedite the public funding of the most innovative and socially impactful research. In this essay, I argue that abundance advocates often mistakenly ignore or have a negative attitude toward “place-based policies.” These place-based policies would seek to increase employment rates, particularly in good jobs, in two types of distressed places that lack abundant job opportunities: distressed local labor markets and distressed neighborhoods. Each chapter explores a different aspect of the state's transformation: its economy, politics, and finance, each of which helped construct New York as the Empire State.

The first chapter studies the economic impact of canals on economic modernization from three aspects: sectoral transition, urbanization, and banking development. Data were obtained from the March 2022 National Socio-Economic Survey, comprising 33,201 households and integrated with district-level characteristics. The aim of this paper is to estimate the relationship between democracy and regional economic growth in Indonesia. Using a fixed effects model with 374 provincial-level observations, the results indicate a statistically significant and positive relationship between democracy and regional economic growth in Indonesia.

Since its beginning in 2018, the program has provided generous incentives ($10,000 for moving to Tulsa and staying one year), along with accompanying networking services and incentives to encourage entrepreneurship, to over 3,000 Tulsa Remote member households, selected out of tens of thousands of applicants. Places in the United States differ greatly in their residents’ access to jobs, especially good jobs. Although the federal and state governments provide about $80 billion annually to create jobs through multiple programs, these job-creation initiatives are rarely targeted to economically distressed places, where the job-creation benefits for local residents are greatest. Moreover, many of these programs take the form of business tax incentives, which are less effective at job creation than customized services for businesses and workers.
