How Federal Pollution Discharge Permits Affect U.S. Water Quality: A Study On Concentrated Animal Feeding Operations, Cloe C. Mueller

This paper uses difference-in-difference regression models to examine how state-level pollution discharge permits on concentrated animal feeding operations affect U.S. water quality. I ultimately deem the permitting to be ineffective at improving water quality, calling attention to the need to re-evaluate the ``socially optimal level of pollution."

Many organizations are concerned, and struggle, with personnel management. Training personnel is expensive, so there is a high emphasis on understanding why and anticipating when individuals leave an organization. The military is no exception. Moreover, the military is strictly hierarchical and must grow all its leaders, making retention all the more vital. Intuition holds that there is a relationship between the economic environment and personnel attrition rates in the military (e.g. when the economy is bad, attrition is low). This paper seeks to analyze spatiotemporal variations in NYPD policing patterns in an attempt to identify the causal mechanism(s) driving the observed racial/ethnic disparities; specifically, it addresses questions of how changing neighborhood demographics influence the decision-making of NYPD officers/precincts as it relates to their controversial Stop-and-Frisk policy.
