A fundamental controversy in labor economics is whether unemployment is better viewed as an equilibrium or disequilibrium phenomenon. The authors contend that answers to policy problems related to unemployment will depend on which of the two characterizations of the labor market is accepted. They note the effects of inflation, taxes, and unionization on unemployment and describe those factors' effects on the equilibrium/disequilibrium question by presenting both equilibrium and disequilibrium models of the U.S. labor market.

The idea of a politically-motivated business cycle is basically a conspiracy theory: "office-motivated" politicians, seeking to exploit the well-documented relationship between favorable economic news and votes for the incumbent president and his party, manipulate the timing of business cycles for their own electoral gain. This manipulation, theorists maintain, is effected through the use of any of several policy instruments including discretionary federal spending, government transfer payments, and the average tax rate, as well as pressure on the central bank to pursue a more accommodating monetary policy.

This paper will attempt to empirically illustrate the contribution of short-run supply adjustment to the U.S. J-curve. I plan to study, on the major industry division level (2 digit SIC), 15 manufacturing sectors of the united states. Their supply movements will be calculated in terms of total short-run adjustment. These statistics will then be compared to the trade balance (J-curve) for the U.S. to see if the supply movements of U.S. manufacturers can explain the continued drop in U.S. international trade. Mexico and the United States are at an historic crossroad. Earthquake, oil prices, and domestic inflation have dramatically worsened Mexico's economic situation in the past year, more than offsetting the beneficial effects of lower international interest rates. Trade, financial, and employment relations between the two countries are threatened at the very time when their economic and social interdependence is growing. While temporary relief has been gained from recent agreements with the IMF, World Bank, and other international institutions, condition on commercial bank acceptance, even if all the terms are met much remains to be done.

Public Insurance, Private Insurance, And The Demand For Hospital Care: Implications For Medicare And Private Contracts, Martin Zelder

The findings of this paper can briefly be summarized. Demand, as measured by hospital admissions rate, is inelastic. Demand, as measured by mean length of stay, is elastic. A given amount of public hospital insurance has a small, but significantly larger effect on demand, by either measure, than an equal amount of private hospital insurance. These estimates can then be applied to several topics. One such topic is the effect of the Reagan Administration's plan to alter the Medicare benefit payment system. A second application measures the welfare loss (Martin Feldstein's phrase) of "excess" hospital insurance coverage, and the gains …

The past, present, and future energy picture is described from 1850 through the year 2030. The major energy sources such as oil, natural gas, coal, nuclear, and several new emerging energy options are compared and contrasted. This thesis views the efforts of American oil interests to participate in the exploitation of Middle East oil resources in the 192Os as a point of departure in United States foreign policy. In its opposition to official involvement in the affairs of private business, the United States Government insisted that American oil companies negotiate directly with the British Government­ dominated companies which controlled the Near and Middle East. State right-to-work laws, the subject of considerable controversy in the industrial relations field, typically state that no person will be required to become a union member or, conversely, be required to abstain from union membership as a condition of obtaining or retaining employment. Little hard evidence exists on the effect of right-to-work laws. Meyers (1955) concludes that in Texas the law does not appear to have had a noticeable impact on union strength. Kuhlman (1955) finds that the Virginia law has caused little change in hiring practices, and he cites lack of enforcement as a major cause. Novit (1969), in …

This study uses the principles of human capital theory to develop and test a theory of a supply of a class of educated manpower services with special reference to school teachers.
