An Analysis Of Poverty Convergence: Evidence From Pennsylvania Counties, Angel Alcantara, Stephanie M. Brewer, James J. Jozefowicz

The Journal of Economics and Politics

This paper extends applications of unconditional and conditional β-convergence and σ-convergence analysis to poverty rates in a panel data sample of Pennsylvania counties during the period 1990-2019. Spatial structural breaks between rural and urban counties in Pennsylvania plus the possibility that Philadelphia County is an outlier are acknowledged to avoid spurious inferences. The findings support the existence of unconditional β-convergence in the pooled, urban, and rural samples with non-metropolitan areas exhibiting the greatest convergence. However, the largest conditional β-convergence is observed for urban counties, and this outcome is robust to the exclusion of Philadelphia County. Graphical evidence evinces a greater …

This study presents a theoretical and empirical regression model to measure the efficacy of vaccinations in reducing COVID death rates across states over the 3/10/21 to 12/28/22 period. During that period, it was estimated that the availability of vaccinations resulted in a reduction of 427,000 COVID deaths in the nation. To arrive at that estimate, other covariants were held constant. In particular, it was found that chronic disease should be included as an explanatory variable to arrive at unbiased measures of the efficacy of vaccinations in reducing deaths. Spatial Disaggregation Of Poverty And Disability: Application To Tanzania, Tomoki Fujii

Estimating poverty measures for disabled people in developing countries is often difficult, partly because relevant data are not readily available. We extend the small-area estimation developed by Elbers, Lanjouw and Lanjouw (2002, 2003) to estimate poverty by the disability status of the household head, when the disability status is unavailable in the survey. We propose two alternative approaches to this extension: Aggregation and Instrumental Variables Approaches. We apply these approaches to data from Tanzania and show that both approaches work. Our estimation results show that disability is indeed positively associated with poverty in every region of mainland Tanzania.

Intrastate conflict generally undermines human development but its effect on global poverty across different income thresholds remains poorly understood. This paper analyzes how many people will live in poverty due to intrastate civil conflict in 2030, 2050, and 2070 using the International Futures model and shared socioeconomic pathways, forecasting 12 scenarios for 179 countries. A baseline conflict scenario leads to an additional 148.2 million (range: 50.7 to 186.0 million) people living in extreme poverty (Sustainable Development Goal.

Does the relationship between social capital, entrepreneurship, and black/white economic outcomes change when social capital interacts with segregation? This dissertation examines the relationship between development aid and human development in recipient countries. The primary function of this research is to determine which types of aid are most effective in improving human development. To accomplish this goal, I use a fixed effects regression analysis to examine the following aid types in individual chapters of the dissertation: Total Aid, Donor-specific aid, Sectoral Aid, Conditional Aid, and aid flowing from Multilateral, Bilateral, and Private sources. Despite studies finding a link between political dynasty prevalence and poverty; empirical evidence in the Philippines shows that the relationship between dynastic concentration and underdevelopment is not the same across regions. We argue that an independent economic elite and high levels of economic activity; typically found in Luzon; affect the poverty and development impact of political dynasties. Microcredit has grown dramatically over the last few decades and its supporters have made extravagant promises about its potential impact on reducing poverty. However, much recent research has shown that microcredit has no significant impact on reducing poverty. In this exploratory study we interview 205 clients of for-profit microcredit to better understand the causes of why microcredit has not lived up to its promise. I examine changes in Medicaid coverage and insurance status surrounding a work requirement policy implemented within the Arkansas Medicaid demonstration waiver. The policy applied to able-bodied, childless adults, aged 30 to 49, not enrolled as students, and was effective from 2018 to 2019. Eligibility was conditional on policy compliance. Taking a sample from the IPUMS American Community Survey database, I use triple-differences modeling to compare Arkansans subject to the policy with unaffected Arkansans and individuals from a set of control states. To ameliorate this problem, one policy to incentivize saving is a Prize-Linked Savings Account (PLSA). Unlike a traditional savings account that pays out a consistent rate of return, a PLSA pools the interest on all deposits and distributes the returns in randomly drawn prizes (similar to a lottery). We ask whether linking savings accounts to contests can promote saving. We do this by offering contest-linked accounts to individuals in rural Uganda where poverty is a serious problem. Our design builds off of results in experimental economics documenting excessive competitiveness in contests, with the goal of harnessing this behavior for the good. We find that, properly designed, we encourage savings beyond both pre-treatment levels and the control group. We explore reasonable heterogeneous treatment effects and document long lasting impacts on wealth.

This collective case study research evaluated how the concentrated urban poverty revitalization model administered by Purpose Built Communities (PBC) works to mitigate or eliminate intergenerational poverty and create thriving neighborhoods. There are 5 elements to the PBC revitalization model: (a) mixed-income housing, (b) a cradle-to-college educational accountability system, (c) focus on community health, (d) a tightly defined geographic neighborhood, and (e) the assignment of a Community Quarterback (CQ). For subsistence communities, the question is whether aspirations can be applied to motivate behavior that is, on the one hand consistent with people’s aspirations, but which might otherwise be difficult to elicit. Could poorer households be encouraged to save, to spend more on their children’s education, or to act against unhealthy social norms? A couple of examples suggest this is not only possible, but highly successful in contexts where other appeals fail.
