This paper provides an overview of development strategies and historic growth patterns among major cities in industrialized countries. The papers objective is to identify patterns which may be repeated in the further growth and development of emerging urban centers, such as the Inchon metropolitan complex in Northeast Asia. Selected empirical results and conclusions drawn from recent published work in. regional/urban economics and development economics are synthesized. Topics addressed include: (i) contemporary development issues, strategies, and uncertainties; (ii) long-term growth patterns of cities in industrialized economies; (iii) impacts of agglomeration economies on growth and emergence of networks among major urban centers; …

The Economic And Social Impacts Of Nimbys, Terance J. Rephann

This paper examines some of the issues and controversies that arise when facilities with perceived noxious environmental, social, and economic effects (NIMBYs) locate in communites. Five specific categories of NIMBYs are examined, including: (1) interstate highways, (2) large dams, (3) medium and maximum security prisons, (4) commercial nuclear power plants, and (5) gambling casinos. The paper uses quasi-experimental control group methods to assess the economic impacts of these facilities on U.S. counties during the period 1972-94. The paper shows that few actual negative effects can be attributed to NIMBYs. However, only interstate highways result in broad based effects that measurably …

In recent years, small-business lending has been discussed widely among the commercial banking community, a reflection of both the growing relative importance of small businesses to the U.S. economy and the fact that large companies have developed the ability to access capital markets directly for debt and equity financing. Although their market share in small-business lending has been eroded in recent years by competition from depository and non-depository financial institutions, commercial banks remain the most frequently used source of financing for small businesses. Independent Singapore, which has a tradition of free trade, has implemented large doses of Henry George's prescriptions. It has successfully captured land rents for redistribution through its land acquisition, public housing and other programs. These policies have been instrumental in the successful economic development of the island city state. Industrial estates on state-owned land were leased to foreign multinationals for export-oriented manufacturing which created the bulk of jobs in the sector. Commercial developments are built by the program. Affordable 99-year leasehold housing, built by the state, provided added economic incentives for employment, and helped keep inflation and wages down. Private …

From colonial administration to independence in 1960 and 35 years of self-rule, revenue allocation in the Federal Republic of Nigeria has had a chequered history. It has been subject of intensive lobbying by politicians in the attempt to have their wishes engrained in the Constitution. This paper is prepared in three parts. Part I is a theoretical overview of fiscal federalism while Part II reviews the Nigerian experience with Fiscal Federalism. Part III analyses proposals for an effective fiscal Federalism that would enhance economic development.
