What Works in Economic Development reviews evaluation literature relevant to economic development strategies. While economic development programs are difficult to evaluate, the literature reveals important information about the level of success achieved by various programs. It also demonstrates how positive results can be realized. A “what works” matrix follows the review of the evaluation studies. The matrix highlights the significant findings and key lessons that can be learned from this work.

Strategic Development Of Airport And Rail Infrastructure: The Case Of Singapore, Sock-Yong Phang

Research Collection School Of Economics

This article recounts how a number of strategic infrastructure investment decisions in airport and rail development taken by the Singapore government were at variance with recommendations emerging from Cost-Benefit Analysis, but were considered necessary to support external competitiveness. This link between infrastructure provision and economic development may require decision makers to assess the trade-off between prudent macro-economic planning and efficient micro-economic management for major projects. In the case of airport hubs, the most difficult assessment might be the game consideration of how much, and how far ahead, excess capacity is needed to ensure the dominance of the hub.

Contemporary economic theories, modernization and dependency, have overlooked the fact that the development process depends on the interaction of social factors. Specifically, the theories have ignored the role of leadership in analyzing economic development. This dissertation seeks to incorporate the importance of leadership into the analysis of development. It argues that sub-Saharan African countries have not developed economically because leaders in the region have been less than successful in establishing a culture conducive to industrialization. African leaders have failed to establish the high moral and scientific cultures necessary to promote economic progress. In place of those cultural attributes, the leaders …

This briefing paper provides an analysis of high-tech activity in the Cleveland Primary Metropolitan Statistical Area (PMSA) from 1992 to 2000. It begins by defining the term high-tech industry, using criteria developed by the Bureau of Labor Statistics (BLS). High-tech industries are then analyzed from the viewpoint of employment levels, average earnings, and number of establishments. The City of Cleveland’s share of high-tech activity is discussed along with a comparison of the Cleveland PMSA versus the U.S. The paper concludes with a summary analysis of Cleveland’s position n in the world of high-tech.

State Enterprise Zone Programs: Have They Worked?, Alan H. Peters, Peter S. Fisher

Peters and Fisher evaluate 75 EZs located in 13 states to gain an understanding of the overall effectiveness of state enterprise zones. Faced with a paucity of data on EZs that could be used in standard economic analysis, the authors employ a hypothetical firm model in which they apply various EZ and non-EZ incentives to financial statements created for a set of "typical" firms. Observing the impacts of both types of incentives on firms' financial statements allow Peters and Fisher to predict the firms' resulting behavior. The lack of employment opportunities for people with disabilities is a major problem according to vocational rehabilitation (VR) service providers, American Indian Section 121 employment programs, and people with disabilities (Arnold, Seekins, & Nelson, 1997). This is particularly true in rural areas where local businesses struggle to create enough quality jobs for community members, including people with disabilities. The opportunities for self-empowerment and economic justice found in the worker cooperative structure may be especially relevant for people with disabilities, who as a population tend to experience extraordinarily high rates of unemployment. People with disabilities already successfully engage in a wide range of employment and self-employment situations (Seekins & Arnold, 1996; Shelley, 1999). The Regional Public-Private Civic Infrastructure Of Hampton Roads And Its Impact On The Implementation Of Economic Development Initiatives, James Andrew Probsdorfer

Theses and Dissertations in Urban Services - Urban Management

This study analyzes the effectiveness of a network of five regional organizations to promote economic development in Hampton Roads, Virginia. Using a case study methodology, data collected from organizational documents, media reports, and personal interviews was categorized and triangulated to determine how many regional economic proposals were implemented from 1990 to 2000. This analysis created a regional timeline from which was produced a regional inventory of economic proposals. This study concluded that the regional economic development organizations in Hampton Roads have a fragmented network and their output has been influenced by regional factors.
