The National Ocean Economics Program (NOEP), in cooperation with the California Coastal Conservancy and the Ocean Protection Council (OPC), completed this study to provide an inventory of state expenditures for the coast and ocean for fiscal years 2005-06 (FY 2006) and 2006-07 (FY 2007). The purpose of the study is to understand where current public investments are being made and whether further investments need to occur to be consistent with the OPC Strategic Plan as well as those of various state programs.

Regional competitive advantages can be created by deploying processes, product innovations, and/or improving the performance of companies. The concept of increasing returns to scale due to technology advances and the modern growth theory suggest that knowledge spillovers are passed through networks of people. Obviously, any development or changes in society cause positive and negative impacts on the community, environment, and business. For this reason, the economic growth experienced in Scarborough is an attractive topic in terms of highlighting its positive & negative impacts on local businesses, community and the environment. The concept of “clusters” has been a key idea in economic development in Maine and other states for more than a decade. In 2002, the Maine Science & Technology Foundation (MSTF) released a study of the cluster characteristics of the seven technology sectors that were designated as the focus of attention for Maine’s research and development support programs.

For the last several months, my colleagues and I at the Ohio Department of Development have been focused on the formation of a statewide economic development strategy that will establish our priorities and guide our future decisions. Ultimately this strategy will serve as an economic development plan for Ohio that will be led primarily by the Ohio Department of Development, along with the Governor's office and other state agencies and departments. With full implementation, our strategic plan will not only guide Ohio's long-term investments, but will also help guide our daily decisions.

Binary economics simultaneously offers a paradigm for understanding economic efficiency, growth, and justice that is foundationally distinct from classical, neoclassical, Keynesian, and socialist economics. First proposed by Louis Kelso, binary economics also offers a prescription for establishing a more inclusive, competitive and democratic private property system, one that universalizes the right to acquire capital with the earnings of capital. We investigate the view that de facto labor market conditions are important in evaluating the effects of labor institutions in developing countries where enactment does not necessarily imply enforcement. Using India as a case study we empirically investigate the effects of labor markets on the organized manufacturing sector from 1970 to 1997. Recognizing that the state can intervene in the outcome of labor disputes we construct a measure to proxy the degree of the state legislature's prejudice towards pro-worker causes. This paper conducts a comprehensive analysis to understand how stock market ratios affect net income inequality. The study of how finance impacts income distribution is relevant as the income distribution of a nation influences savings decisions, resource allocation, innovation incentives and public policy and hence impacts the process of economic development. Using a cross-sectional data set of 68 countries and panel data set of 61 countries from 1975 to 2005, I apply cross-sectional OLS and panel regressions to look at how stock market size, liquidity, and activity impact income inequality. States have begun to use training subsidies as a policy tool for employment retention and business competitiveness. This paper summarizes a survey of states concerning their investments in incumbent worker training. Altogether, states are investing about $550 to $800 million, which is perhaps one percent or less of total private sector training costs. The paper further discusses a study conducted for one state in which we found significant fiscal returns implying that underinvestment of public funds for incumbent worker training may be occurring. This report describes trends in the high-tech sector in Northeast Ohio, focusing on the 2004-2006 time period. It is the first update to a baseline report released in February 2007 that analyzed trends between 2000 and 2005. This study follows the baseline report in that it examines the high-tech sector in Northeast Ohio from three perspectives — high-tech industries, high-tech occupations, and research and development activity. It assesses the strengths and weaknesses of high-tech industries in terms of employment, average wage, gross regional product (output), and productivity.
