The Wheeling Area Strategic Plan included a process for public involvement. Originally, it was to have involved holding open forums and in-person stakeholder meetings. The sessions had been scheduled for early Spring, but they were delayed and eventually cancelled because of the COVID-19 pandemic. Instead, we conducted a web-based survey to gather ideas and opinions from people from across the region.

The United States prides itself as a nation that offers equity and opportunity to its citizens. However, in recent decades, regions of relative wealth and poverty have come to define the American landscape. Coastal communities have fared well with consistently declining rates of unemployment and increasing rates of college graduation. In contrast, Central Appalachia, which comprises parts of Kentucky, Tennessee, Virginia, and West Virginia, continues to falter with diverging employment and income levels relative to other areas of the country.

Threshold Effects Of Terms Of Trade On Latin American Growth, Andre C. Vianna, Andre V. Mollick

This paper investigates nonlinear relationships between terms of trade volatility (totvol) and economic growth in 14 Latin American economies from 1997 to 2014. In the 2000s, Latin American countries experienced accelerated economic growth often attributed to commodity price booms. We split the sample into two regimes based on totvol thresholds determined by bootstrap techniques. Fixed-effects, instrumental variable and dynamic panel regressions address endogeneity in trade-growth, subject to traditional economic channels such as domestic investment, population growth, exchange rate, government size, and institutions. We find statistically significant thresholds and stronger trade-growth links during the 2000s commodity boom and in larger economies.

Is the geographical location of a country deterministic to its level of economic development? Although economic geographers have been searching the answers to this question for decades, incongruities between different opinions still exist. This paper takes both theoretical and empirical approaches to provide a systematic answer to this question. Firstly, this paper uses industry-level gravity model of international trade to demonstrate that not all countries are negatively affected by geographical remoteness. Secondly, it employs a panel data of 83 countries from 2000 to 2017 and substantiates that while geographical remoteness decreases income levels and trade balances in OECD countries, it …

What sorts of economic development activities do megachurches engage in, and what rationale do leaders give for this behavior? This study provides theoretical guidance for answering this research question through an investigation of megachurches’ extra-role behaviors (ERB) in economic development activities. ERB is a “behavior that attempts to benefit the organization and that goes beyond existing role expectations” (Organ, Podsakoff & MacKenzie, 2006, p. 33). This field study includes an online survey completed by 42 megachurch senior or executive pastors in the Dallas-Fort Worth and Houston-Sugar Land-Baytown Metropolitan Statistical Areas and 23 follow-up telephone interviews. Rural counties in Tennessee, including those located in Appalachia, face some of the greatest health challenges in the nation. Unpublished data collated by the East Tennessee State University College of Public Health (ETSU) show that Tennessee’s 52 Appalachian counties vary dramatically from its 43 non-Appalachian counties in virtually all socioeconomic, behavioral, and health outcome metrics. Since 2011, the Tennessee Institute of Public Health (TNIPH) has actively encouraged local communities to address behavior change, enhance educational achievement, and improve economic conditions as essential components for improving health and well-being in rural Tennessee.

In 1908, Congress authorized payments to local governments, including counties and school districts, to compensate for the non-taxable status of the newly established forest reserves within their boundaries. The original program shared revenue generated from commercial activities on public lands, e.g. timber harvesting, not anticipating the major changes in the volume and types of activities on National Forest lands, particularly in the Pacific Northwest, that have played out over the past century. Between April 1994 to July 1994, about 1 million Hutus and Tutsis were murdered in the Rwandan genocide. The genocide not only severely declined the population of Rwandans, but largely impacted its infrastructure, government, and economy. After the genocide, about $15 billion US dollars was sent to provide humanitarian aid. Post-genocide Rwanda has seen a significant growth in its economy; however, speculators may question if the economic growth is attributed to the foreign aid it received after the 1994 genocide. This paper seeks to examine the impact of foreign aid on post-war reconstruction on Rwanda as a case study.

Lack of skills is arguably one of the most important determinants of high levels of unemployment and poverty. In response, policymakers often initiate vocational training programs in efforts to enhance skill formation among the youth. Using a regression-discontinuity design, we examine a large youth training intervention in Nepal. We find, twelve months after the start of the training program, that the intervention generated an increase in non-farm employment of 10 percentage points (ITT estimates) and up to 31 percentage points for program compliers (LATE estimates). We also detect sizable gains in monthly earnings largely driven by women who start self-employment …

It is the argument of this dissertation that states become tax havens as a conscious economic development strategy. These states – more properly referred to as "jurisdictions" because some lack the sovereignty of the traditional Westphalian state – do not have the natural resources or the population to pursue more traditional economic development strategies, but they do have the ability to write or implement laws that create a virtual resource: banking secrecy. The Nazis inherited a weak economy, withered by the Great Depression and periods of hyperinflation, when they took power in 1933. Over the next six years, primarily through a military buildup, the Nazi economy grew like none other in the world. This paper traces the methods the Nazis used to finance this economic rebound. Through an analysis of secret government documents, Nuremburg witness statements, and the latest scholarly research, this paper posits that the methods used to finance the economy were unsustainable. Further, it finds that by September 1939, the economy was in a state of dangerous disarray.

I analyze the correlation between a nation leader’s foreign education experience and their nation’s GDP growth and economic freedom in African, Asian, and South American countries. There is a statistically significant correlation between a leader’s foreign education and the country’s GDP growth rate, especially in Africa. Data also shows that a leader’s foreign education is positively correlated with his country’s economic freedom. Despite the fact that the regressions can only demonstrate correlation as opposed to causation relationships among variables, further analysis of the results concludes that a leader’s education and the country’s development are reciprocal. China seems well-positioned in terms of innovation output; nonetheless, have underperformed with regards to innovation input which presents a very curious case for study. I investigate the determinants of China's cross-regional innovation output and link the variations in innovation output with the level of economic development. Using panel dataset from 31 regions of China, I show that the differences in China's regional innovation output can significantly be explained by variations in R&D manpower and expenditure, share of highly educated students, and public education spending. This paper examines the relationship between economic growth and aid receipts per capita in a post-Soviet world. Utilizing economic growth models and assumptions developed by Burnside and Dollar (2000), I find that general sources of foreign aid are detrimental to a country's economic growth. I find that net ODA per capita acts as a substitute for local government investment in pro-growth policies. As such, foreign aid should only be used in targeted and specific cases.
