Atkinson, Mark Muro, and Jacob Whiton from the Brookings Institution’s Metropolitan Policy Program. Arrow (1963) hypothesized that demand-side moral hazard induced by health insurance leads to supply-side expansions in healthcare markets. Capturing these effects empirically has been challenging, as non-marginal insurance expansions are rare and detailed data on healthcare labor and capital is sparse. We combine administrative labor market data with the geographic variation in the rollout of a universal insurance program—the introduction of long-term care (LTC) insurance in Germany in 1995—to document a substantial expansion of the inpatient LTC labor market in response to insurance expansion. . The present study aims to know the resident’s perception regarding the economics and socio-cultural impacts of coastal tourism on the world class tourist destination of Calangute beach, Goa. The purpose of selecting this topic is so far there has been no study focusing on the planning and management of coastal tourism in Goa from the holistic perception of residents, since they are the most vulnerable section facing the negative impacts of rampant expansion of tourism in Goa. The data describe characteristics, operations, utilities, and fuels used in the production of 115 manufacturing and agro-industrial firms in Philippine special economic zones. The data include information on the firm's production, sales, and schedules; electricity sources, requirements, and uses; the importance of various conventional fuels, and the firms’ fuel expenditure in their major production processes. The data also include their employee's aptitude, knowledge, considerations, and opinions on alternative fuels and primary energies, and experiences in using them. Impact Of Economic Factors And Policy Interventions On The Covid-19 Pandemic, Yupeng Li, Kul Kapri

This paper studies how policy interventions and economic factors affect COVID-19 infections and deaths, using generalized linear regression (GLM) models. We seek to explain the containment differences by countries’ inherent economic factors, especially the labor market structure, utilizing data from multiple sources. The results show that countries heavily relying on the service sector and international trade suffer more from the spreading, possibly due to the fact that COVID-19 is a communicable disease and spreads quickly through physical contact. Further, we find that these countries could benefit more from stringent policies compared to others.

The LEI-N rose by 0.61% during October 2021. The increase in the leading indicator, which is designed to predict economic activity six months in the future, signals moderate economic growth in Nebraska during the spring of 2022. There was an increase in building permits for single-family homes in October and positive business expectations. There also was a decline in initial claims for unemployment insurance. However, several indicator components worsened during October. Airline passenger counts and manufacturing hours worked both declined slightly. The paper develops the first structural model of organizational buying to study innovation diffusion in a B2B market. Our model is particularly applicable for routinized exchange relationships, whereby centralized buyers periodically evaluate and choose contracts, then downstream users or- der items on contracted terms. The model captures different utility tradeoffs for users and buyers while accounting for how buyer and user choices interact to impact user adoption/usage and buyer contracting. This paper examines the effects of market-driven rice farming on the use of water in Mbarali District from about the mid-1980s to 2010s. It specifically traces the development of both peasant and state rice farming and their subsequent effects on water use in the district. The study is essentially qualitative, although in some cases it uses quantitative data to validate its arguments. Thus, it adopts political economy and historical ecology theories to understand changes brought by market-driven rice farming; and the ways peasants struggled to accommodate those changes in their agricultural practices. Motivated by the popular sports saying, “Offense sells tickets, defense wins championships,” we use Forbes revenue data to quantify whether offense really does sell more ‘tickets’ than defense in the National Basketball Association (NBA). Employing team offensive and defensive win shares as measures of offensive and defensive proficiency, we find offensively oriented teams generate the same amount of revenue as do defensively oriented teams, other things equal. Our results suggest that both profit-maximizing and win-maximizing teams should value offensively and defensively players equivalently (per unit). Thus, in an efficient free agent market, we would expect equilibrium player salaries for offensive …

The New River Gorge Area has struggled for much of the last decade as secular declines in employment for several of the region’s traditional industries have proven difficult to overcome. More recently, the COVID-19 recession has caused significant turmoil for portions of the four-county area’s economy, most notably the tourism industry, but conditions have improved measurably over the past 18 months or so. In this report, we present a discussion of the New River Gorge Area’s recent economic performance and a forecast of the region’s economy over the next five years.

We propose an approach to modeling and estimating discrete choice demand that allows for a large number of zero sale observations, rich unobserved heterogeneity, and endogenous prices. We do so by modeling small market sizes through Poisson arrivals. Each of these arriving consumers then solves a standard discrete choice problem. We present a Bayesian IV estimation approach that addresses sampling error in product shares and scales well to rich data environments. The data requirements are traditional market-level data and measures of consumer search intensity. Larger Indian firms selling inputs to other firms tend to have more customers, tend to be used more intensively by their customers, and tend to have larger customers. Motivated by these regularities, I propose a novel empirical model of trade featuring endogenous formation of input-output linkages between spatially distant firms. The empirical model consists of (a) a theoretical framework that accommodates first order features of firm-to-firm network data, (b) a maximum likelihood framework for structural estimation that is uninhibited by the scale of data, and (c) a procedure for counterfactual analysis that speaks to the effects of micro- and macro- …

Background
Illicit trade of tobacco negatively affects countries’ tobacco control efforts. It leads to lower tobacco prices and makes tobacco products more accessible to vulnerable populations. In this study, we constructed an illicit tobacco trade index, which measures the structural and institutional capabilities of 160 countries in addressing illicit tobacco trade. We collected the most recent and best available data on general governance, tobacco control policies, and trade and customs practices.
Results
Singapore, New Zealand, Finland and Sweden lead countries with the most favorable illicit tobacco trade score. We observed a positive relationship between illicit tobacco trade scores and Gross …

Agriculture has always been an industry with cyclical income trends. Prior to 2003, the average farm income reported in our annual data would typically go up and down each year -- having a good year and then a bad year and then a good year again. Since then, the trend has been more about longer periods of good, followed by multiple years of down income, etc. These longer stretches also see more extremes and this makes tax planning even more important and more difficult. Organizational Structure And Pricing: Evidence From A Large U.S. Airline, Ali Hortaçsu, Olivia R. Natan, Hayden Parsley, Timothy Schwieg, Kevin R. Williams

We study how organizational boundaries affect pricing decisions using comprehensive data from a large U.S. airline. We document that the firm’s advanced pricing algorithm, utilizing inputs from different organizational teams, is subject to multiple biases. To quantify the impacts of these biases, we estimate a structural demand model using sales and search data. We recover the demand curves the firm believes it faces using forecasting data. In counterfactuals, we show that correcting biases introduced by organizational teams individually have little impact on market outcomes, but coordinating organizational outcomes leads to higher prices/revenues and increased deadweight loss in the markets studied.

During the Global Financial Crisis of 2007-09, Matthew Kabaker was senior adviser to Treasury Secretary Timothy F. Geithner and Treasury deputy assistant secretary, capital markets. He helped design the Treasury’s policy response to the financial crisis; design and implement the Dodd-Frank financial reforms; and address housing finance reform, including reforms at Fannie Mae and Freddie Mac. Mr. Kabaker also served on the Treasury’s Financial Stability Policy Council and Housing Policy Council. This Lessons Learned summary is based on an interview with Mr. Kabaker.

Due to continued stress during the Global Financial Crisis, the US Treasury released a series of additional measures in February 2009 that included a mandatory stress test for major U.S. bank holding companies (BHCs), backed by government capital. The stress test, known as the Supervisory Capital Assessment Program (SCAP), tested the capital adequacy of the 19 U.S. BHCs that had more than $100 billion in assets. During the fall of 2008, the US government was faced with a financial crisis of unprecedented scope. Having already exercised the authority to put Fannie Mae and Freddie Mac into conservatorship in September, the stage was set for the US government to intervene more broadly in strained financial markets. This intervention would ultimately come in the form of the Emergency Economic Stabilization Act of 2008 (EESA), which was passed on October 3, 2008.
