Articulating thoughtful learning outcome statements for courses and majors improves teaching and learning and satisfies accreditation requirements. After reading this paper, economists will be able to construct learning outcome statements that guide and enhance teaching and learning in their courses and programs. We present a framework for developing learning outcomes based on a set of five fundamental competencies in economics. We then provide another public good, offering a complete set of learning outcomes for an introductory microeconomics course, which instructors can include in their syllabi. For additional guidance, we construct examples of lesson-specific learning outcomes as well.

Governing social-ecological systems, such as the urban water commons, is a multi-scale and multi-sector (polycentric) human-environment process. This dissertation interrogates this process by situating itself within the Ecology of Games Framework by Norton Long (and updated by Mark Lubell) and the literature on polycentric governance by the Bloomington School of Political Economy. The dissertation’s three essays 1) offer both theoretical and methodological means to enact polycentric public economies within the ecology of games framework, and 2) explicate the conditions under which interoganizational collaboration is fostered within a polycentric ecology of policy games in governing the Middle Rio Grande urban watershed. …

This case study focuses on the question of whether Delta Hands for Hope, a distinctive, possibly unique faith-based organization, is able to facilitate racial reconciliation and sustainable community development in the Delta community of Shaw. If so, is it a potential model for sustainable development for other communities of the Delta and beyond? This dissertation consists of three essays that investigate consumers’ response to technologies that mitigate food safety risks: cattle vaccines against E. coli and direct-fed microbials.

The first essay examines the influence of information framing and issue involvement on perceptions of the two food safety technologies. This essay also examines the role of issue involvement on food safety perceptions. A hypothetical survey which includes six information treatments was developed, and targeted a representative, random sample of U.S consumers. This paper examines the profitability of Turkish commercial banks during the period 2005 – 2014. We use bank – specific determinants to predict the following years’ profitability measured by return on assets (ROA). Among the performance measures, the amount of net interest income as a proportion of total operating income is positive related to profitability. It remains important for banks to loan money out at a rate higher than their cost of capital. Non-interest income as a proportion of total assets is strongly positively related to profitability. Consumer loans as a proportion of total loans is negatively related to profitability. …

It has been argued that elections should affect inflation, but evidence thus far has not incontrovertibly shown such an effect. We argue that monetary institutions offset inflationary pressures originated by the electoral cycle. Delegation of monetary policy to independent central banks curbs politically induced inflationary pressures. The anti-inflationary effects of central bank independence depend on the governments’ incentives to boost the economy, a root of inflationary pressures. Those incentives are stronger in election years, especially when there is uncertainty about the electoral results. Scholars and practitioners debate whether to expand the scope of the right to be forgotten—the right to have certain links removed from search results—to encompass global search results. The debate centers on the assumption that the expansion will increase the incidence of link removal, which reinforces privacy while hampering free speech. We develop a game-theoretic model to show that the expansion of the right to be forgotten can reduce the incidence of link removal. Despite the fact that today, women constitute the majority of higher education graduates, (U.S. Department of Education 2016) they still earn considerably less than their male counterparts.This study examines some of the different factors that affect salary differentials by race and gender for the college-educated population. Using data from the The National Survey of College Graduates (NSCG), I estimate a series of OLS regressions with controls for geographic location, social demographics, human capital development and occupation to see how they work together to explain these differences in pay.

The current method for calculating excess hospital readmission penalties does not incorporate measures of socioeconomic status, thereby leaving nonprofit teaching and safety net hospitals vulnerable to financial reimbursement penalties due to exogenously determined heterogeneous patient populations. The literature has shown that socioeconomically disadvantaged groups are readmitted to nonprofit teaching hospital's in higher proportions than more advantaged groups. Increased readmission to nonprofit teaching hospitals has been linked with cost shifting from those unable to pay to those with the ability to pay for medical care. In response to increasing public awareness and negative long-term health effects of concussions, the National Football League implemented the “Crown-of-the-Helmet Rule” (CHR). The CHR imposes penalties on players who initiate contact using the top of the helmet. This paper examines the intended effect of this policy and its potential for unintended consequences. We find evidence supporting the intended effect of the policy- a reduction in weekly concussion reports among defensive players by as much as 32% (34% for all head and neck injuries), but also evidence of an increase in weekly lower extremity injury reports for offensive players by as …

Many U.S. states have regulations that prevent natural gas utility companies from turning off service to non-paying consumers. The goal of these policies, termed “no shut-off” (NSO) regulations, is to provide a guaranteed minimum level of residential comfort by reducing the marginal cost of consumption to zero for a period of time. This paper employs a difference-in-difference approach applied to residential U.S. Energy Information Administration data to evaluate whether NSO policies generate higher levels of gas usage. Our preferred specifications suggest that activation of a NSO policy increases natural gas consumption by between 4.7–4.8%, resulting in a total increase of …

This report provides a review of the current socioeconomic trends in northeast Montana in comparison to the state as a whole, followed by an economic analysis of the potential impacts of an expanded recreation amenity. The amenity is characterized by a large, intact grassland prairie ecosystem replete with a large bison herd. Results suggest significant latent demand for nonresident visitation to the region. To begin to capture this demand and ensure continued vitality of other economic sectors will require collaborative efforts between conservation proponents, tourism professionals, and the community at large.

In recent years the growing uncertainty about oil prices and availability has made long-range transportation planning even more challenging. Rather than relying on trend extrapolation, this study uses market mechanisms to shed light on key long-range transportation planning assumptions. This paper investigates how dealers’ trading relations shape their trading behavior in the corporate bond market. Dealers charge lower spreads to dealers with whom they have the strongest ties and more so during periods of market turmoil. Systemically important dealers exploit their connections at the expense of peripheral dealers as well as clients, charging higher markups than to other core dealers. Also, intermediation chains lengthened by 20% following the collapse of a flagship dealer in 2008 and even more for institutions strongly connected to this dealer. Finally, dealers drastically reduced their inventory during the crisis.

The primary purpose of this study is to assess the degree to which ACT scores and high school records predict success in college. I used large public university admission and graduation panel data in order to address the following questions: (1) Are high school records (class rank, high school grade point average (GPA), and Advanced Placement (AP) test credits) better predictors of college success than ACT scores, and which is the best predictor among high school records and ACT scores? (2) Is there any heterogeneity in these effects across race, sex and residency (state or non-state students)?

Cattle price discovery is a process of determining the price in the market through the interactions of cattle buyers (packers) and sellers (ranchers). Locating the price discovery center or market, and estimating price interactions among the regional fed cattle markets and also among feeder cattle markets can help define a relevant fed cattle procurement market. Day labor work has spread across the entire Unite States as part of the secondary labor market, or as Cherrie Moraga describes it- survival work. Day laborers in Las Vegas, Nevada have become a significant part of this trend in the Southwest, where the highest rate of day laborers work, and for which little community and scholarly work has been produced. Recent advances have led to the discovery of specific genetic variants that predict educational attainment. We study how these variants, summarized as a genetic score variable, are associated with human capital accumulation and labor market outcomes in the Health and Retirement Study (HRS). We demonstrate that the same genetic score that predicts education is also associated with higher wages, but only among individuals with a college education. Moreover, the genetic gradient in wages has grown in more recent birth cohorts, consistent with interactions between technological change and labor market ability. Dynamic Responses To Labor Demand Shocks: Evidence From The Financial Industry In Delaware, Russell Weinstein

This paper analyzes an important shock to local labor demand in the financial services sector: firm relocation to Delaware following a Supreme Court ruling and state legislation in the 1980s. Using synthetic controls and bordering states, I find significant effects on employment growth, the unemployment rate, and participation in the first decade. Employment spillovers to the nontradable sector and migration appear larger than estimates from shocks to the tradable sector. Effects persist for 10 to 20 years after Delaware loses its original policy-induced advantage. Conventional factor models assume that factor loadings are fixed over a long horizon of time, which appears overly restrictive and unrealistic in applications. In this paper, we introduce a time-varying factor model where factor loadings are allowed to change smoothly over time. We propose a local version of the principal component method to estimate the latent factors and time-varying factor loadings simultaneously. We establish the limiting distributions of the estimated factors and factor loadings in the standard large N and large T framework. A test statistic is proposed to assess themodel specification after the model is estimated by Bayesian MCMC methods. Thenew test is motivated from the power enhancement technique of Fan, Liao and Yao(2015). It combines a component (J1) that tests anull point hypothesis in an expanded model and a power enhancement component (J0) obtained from the null model. It is shown that J0 converges to zero when the null model is correctly specified anddiverges when the null model is misspecified. The exact distribution is asymmetric, tri-modal, dependenton the initial condition. These three properties are also found in the önite sampledistribution of the least squares (LS) estimator of structural break point inautoregressive (AR) models. In this paper we propose a novel consistent model specification test based on the martingale difference divergence (MDD) of the error term given the covariates. The MDD equals zero if and only if error term is conditionally mean independent of the covariates. Our MDD test does not require any nonparametric estimation under the alternative and it is applicable even if we have many covariates in the regression model. A general procedure is developed for bias-correcting the maximum likelihood estimators (MLEs) of the parameters of Weibull regression model with either complete or right-censored data. Following the bias correction, variance corrections and hence improved t-ratios for model parameters are presented. Potentially improved t-ratios for other reliability-related quantities are also discussed. Simulation results show that the proposed method is effective in correcting the bias of the MLEs, and the resulted t-ratios generally improve over the regular t-ratios.
