Under-Representation Of Hispanics In Gifted Education : A Look Across State Lines, Elena Andreadis, Michael A. Quinn

This paper is the first to test a national panel data set of Hispanic enrollments in gifted education. Using data from 2002-2010, it is found that lower education budgets have a disproportionately negative impact on Hispanics and differences across states in learning disability programs may lower Hispanic gifted enrollments. Larger Hispanic student populations do not seem to be a significant factor across states, but have a negative effect within states over time. Graduating a high percentage of Hispanic students increases gifted program enrollments. Identification of students as learning disabled needs to be reexamined in the context of race/ethnicity as well. …

More than 60% of the world’s refugees now live in urban areas, according to the UNHCR. The social and economic impacts of refugee movements are therefore increasingly being felt in the towns and cities of host nations. The notion of “refugee economies” has been adopted to highlight the strong involvement of refugees in the many overlapping processes of production, consumption, exchange and entrepreneurship. As urban refugees increasingly become the norm in the urbanizing Global South, more research on the specifically urban economic impacts of protracted refugee situations is therefore urgently needed. Informal cross-border trading in Zimbabwe has become more than a survivalist strategy and should be seen as an important pillar of the country's economy. This report, part of SAMP’s Growing Informal Cities series, seeks to provide a current picture of informal cross-border trading in Zimbabwe and provides detailed insights into the activities of traders from the capital, Harare, who travel regularly to Johannesburg, South Africa, as part of their business. No. 79: Rendering South Africa Undesirable: A Critique Of Refugee And Informal Sector Policy, Jonathan Crush, Caroline Skinner, Manal Stulgaitis

To understand the policy environment within which refugees establish and operate their enterprises in South Africa’s informal sector, this report brings together two streams of policy analysis. The first concerns the changing refugee policies and the erosion of the progressive approach that characterized the immediate post-apartheid period. The second concerns the informal sector policy, which oscillates between tolerance and attempted destruction at national and municipal levels. While there have been longstanding tensions between foreign and South African informal sector operators, an overtly anti-foreign migrant sentiment has increasingly been expressed in official policy and practice. State of the Commonwealth Reports
The Commonwealth’s lackluster economic performance in 2016 highlights a lost decade of slow economic growth. The dependence on federal spending presents challenges to stimulating growth when discretionary federal spending is constrained by sequestration. We investigate the reasons for the slow pace of economic activity and ask whether new efforts to spur innovation and entrepreneurship are a step in the right direction.

Life in Hampton Roads Survey Report
This report examines regional perceptions of economic conditions and tourism from the 2017 Life In Hampton Roads survey (LIHR 2017) conducted by the Old Dominion University Social Science Research Center. Data from prior years is also provided when available to show comparisons in responses over time. Responses were weighted by city population, race, age, gender, and phone usage (cell versus land-line) to be representative of the Hampton Roads region.

The availability of affordable housing in the United States continues to be an issue for Americans who are on the brink of homelessness, rely on housing subsidies, or struggle to pay their mortgages or rents. These issues, as well as the gentrification threat that community development poses to low-income residents can have deleterious effects on democratic participation and community development efforts. One proposed solution to these problems is the implementation of more community land trust programs nationally. Available evidence points to substantial growth in U.S. firms’ outsourcing of various functions to domestic as well as foreign suppliers, a phenomenon sometimes called the vertical disintegration of the firm. Although receiving less attention than its offshore counterpart, domestic outsourcing is changing how work in the U.S. is organized across firms and industries. Good data allowing documentation of such supply networks is critical to the accuracy of many analyses, including employment impact analyses of a wide range of federal, state, and local economic policies; occupational workforce projections; and sector and industry productivity statistics. Over the last century, China has soared in economic growth and now stands as the world’s second-largest economy. However, rapid economic growth has given rise to environmental degradation. New visions and innovative technological systems, such as domestic solar photovoltaic systems, have been introduced to mitigate pollution from power generation. Despite the positive individual and environmental benefits associated with adopting this innovative system, adoption rates of solar PV system remain comparatively low in China. Towards An Intellectual History Of Evolutionary Economics: Competition And Struggle Versus Cooperation And Mutual Aid, John B. Hall, Svetlana Kirdina-Chandler

Our inquiry considers the origins of Evolutionary Economics by reintroducing a debate that took place in Russia in the 19th and early 20th century. Responses to Charles Darwin’s The origin of Species are considered, especially critiques stressing Darwin’s emphasis upon competition and struggle in natural selection, that can be traced directly to Thomas Robert Malthus. Considering challenging contributions made by several Russian scholars, we place special emphasis upon Peter Kropotkin’s focus on cooperation and “mutual aid” in natural selection and evolution. We then speculate upon the commonality found in the evolutionary views advanced by Kropotkin and his American contemporary, Thorstein …
