Introduction: Ireland had one of the highest pharmaceutical spends per capita in the EU in 2012. The General Medical Services (GMS) scheme is the largest community drug scheme in Ireland with approximately 40% of the population eligible for free drugs and appliances in 2012. The total cost of GMS prescriptions increased by 414% between 1998 and 2012. This paper projects Irish GMS cost from 2016 to 2026 and examines the implications of the estimated impact on GMS expenditure.

Cognitive Reflection And The Diligent Worker: An Experimental Study Of Millennials, Brice Corgnet, Roberto Hernán-González, Ricardo Mateo

Recent studies have shown that despite crucially needing the creative talent of millennials (people born after 1980) organizations have been reluctant to hire young workers because of their supposed lack of diligence. We propose to help resolve this dilemma by studying the determinants of task performance and shirking behaviors of millennials in a laboratory work environment. We find that cognitive ability is a good predictor of task performance in line with previous literature. In contrast with previous research, personality traits do not consistently predict either task performance or shirking behaviors. Perhaps, under the consciousness of today, “neoliberalism” has defined our world during the previous and current centuries more than any other socioeconomic system. But the evolution of this ideology, which initially aimed to enhance, or rather, reinvent capitalism and individual freedom, has, in essence, induced an unrecognized problem. I argue that neoliberalism is the catalyst for much of the hostility in this globalized society where tensions and poverty are casualties of individual and corporate prosperity. Because of this revelation, I argue that neoliberalism inadvertently instills violence that is both unseen and gendered. In order to formulate my argument, I introduce …

Objectives: The Affordable Care Act created new resources and incentives for hospitals, insurers, public health agencies, and others to contribute to disease prevention and health promotion activities, potentially changing the structure of public health delivery systems and expanding the implementation of strategies that improve population health. This study uses data from the 1998-2014 National Longitudinal Survey of Public Health Systems to examine: (1) the extent and nature of change in inter-organizational contributions to public health activities, which we use as indicators of public health system change; and (2) the effects of these changes on preventable mortality and resource use. How did humans sleep before the modern era? Because the tools to measure sleep under natural conditions were developed long after the invention of the electric devices suspected of delaying and reducing sleep, we investigated sleep in three preindustrial societies[1–3]. We find that all three show similar sleep organization, suggesting that they express core human sleep patterns, likely characteristic of pre-modern era Homo sapiens. Sleep periods, the times from onset to offset, averaged 6.9–8.5-h, with sleep durations of 5.7–7.1-h, amounts near the low end of those industrial societies[4–7]. There was a difference of nearly 1-h between summer and winter sleep. …

Estimating The Economic Impact Of The Construction And Operation Of The Plains And Eastern Clean Line Project, Katherine A. Deck, Mervin Jebaraj

Clean Line Energy Partners LLC (Clean Line) is proposing to build the Plains & Eastern Clean Line project, an approximately 700-mile, high voltage direct current transmission line and associated facilities with the capacity to deliver 4,000 megawatts (MW) of wind power from the Oklahoma Panhandle region to utilities and customers in Arkansas, Tennessee, and other markets in the Mid-South and Southeast, areas that lack access to low-cost renewable power. The project will deliver enough energy to power more than one million homes annually in the MidSouth and Southeastern United States.

More Educated And More Equal? A Comparative Analysis Of Female Education And Employment In Japan, China And India, Sucharita Sinha Mukherjee

This paper attempts to explore the connections between expanding female education and the participation of women in paid employment in Japan, China and India, three of Asia's largest economies. Analysis based on existing data and literature shows that despite the large expansion in educational access in these countries in the last half century, women have lacked egalitarian labour market opportunities. A combination of social discouragement and individual choice largely explains the withdrawal, non-participation or intermittent female presence in the labour force, notwithstanding increased educational access. The field of behavioral finance has attempted to explain a litany of biases, heuristics, and
inefficiencies present in financial markets since its creation in the 1980’s. This paper is structured as a comprehensive literature review of behavioral finance, and includes both the seminal works as well as more recent papers. The various subtopics of behavioral finance will also be analyzed, which include loss aversion, corporate finance, and momentum/contrarian investing. Finally, this paper will draw unique conclusions across behavioral finance and hypothesize about what topics within behavioral finance are likely to yield the most interesting research in the near future.

This article analyses the relationships among the unit of account and means of exchange functions of an international currency, on the one hand, and its store of value in official use, on the other hand. Historical evidence links the currency composition of reserves to currency movements. The currency composition of reserves is strongly related in the cross-section to both currency movements and the currency denomination of trade. Data limitations make it hard to distinguish these two factors. A panel analysis of 5 countries from central and eastern Europe shows that both trade invoicing and currency movements drive changing official reserve …

This article investigates how digital technologies in the energy sector are enabling increased value extraction in the cycle of capital accumulation through surveillant proceesses of everyday energy consumption. We offer critical theory (Gramsci, Foucault) and critical political economy (Marx) as a guide for critical understanding of value creation in ICT through quotidian processes and practices of social reproduction. In this regard, the concept of the "prosumer" is extended beyond notions of voluntary participation in Web 2.0 to the political economy of energy use. The Ellison-Glaeser index is an unbiased measure of geographic industrial localization that improves upon simpler measures, such as the location quotient. We develop and describe software that allows for the Ellison-Glaeser index to be used in a statistical test to assess the chance that a particular industry is geographically localized. We give instructions on how to install the software, run the program, and interpret the results.

We investigate why and how the financial conditions of developing and emerging market countries (peripheral countries) can be affected by the movements in the center economies - the U.S., Japan, the Eurozone, and China. We apply a two-step approach. First, we estimate the sensitivity of countries’ financial variables to the center economies [policy interest rate, stock market prices, and the real effective exchange rates (REER)] while controlling for global and domestic factors. Risk-aversion has generally been found to decrease in income. This may lead one to expect that poor countries will be more risk-averse than rich countries. Recent comparative findings with students suggest the opposite, potentially giving rise to a risk-income paradox. Findings with students, however, may result from selection effects. We test whether a paradox indeed exists by measuring the risk preferences of over 500 household heads representative of the highlands of Ethiopia. We find high degrees of risk tolerance, consistent with the evidence obtained for students. We also find risk tolerance to increase in income proxies, thus completing the paradox. …

Offshoring, Productivity, And Labor Income Risk, Prathi Seneviratne

This paper uses panel data from the US to study the impact of globalization on the mean and variance of individual wages at the industry level. Globalization is measured in several ways; import penetration and export intensity, which capture international exposure in goods markets, and offshoring intensity, which captures exposure in factor markets. Preliminary results show that globalization increases industry-level multifactor productivity, which translates to higher wages, and but the impact on wage volatility depends on the type of exposure to international markets: import penetration raises wage volatility, while offshoring intensity reduces it. Economic agents in the developing countries are subject to tight credit constraints, which are more pronounced during bad state of nature. Thus, adverse shocks to commodity prices in the world market can force them to reduce savings by a larger amount than they would otherwise have. Empirical analysis using a dynamic GMM model and data from 45 developing countries confirm that most of the determinants of savings identified in the literature also apply to the developing countries. The transitory component in the terms of trade have a larger positive impact than the permanent component. This reflects the lack of access …

The quasi-maximum likelihood (QML) method is popular in the estimation and inference for spatial regression models. However, the QML estimators (QMLEs) of the spatial parameters can be quite biased and hence the standard inferences for the regression coefficients (based on t-ratios) can be seriously affected. This issue, however, has not been addressed. The QMLEs of the spatial parameters can be bias-corrected based on the general method of Yang (2015b, J. of Econometrics 186, 178-200). This article provides the limit theory of real-time dating algorithms for bubble detection that were suggested in Phillips, Wu, and Yu (PWY; International Economic Review 52 [2011], 201-26) and in a companion paper by the present authors (Phillips, Shi, and Yu, 2015; PSY; International Economic Review 56 [2015a], 1099-1134. Bubbles are modeled using mildly explosive bubble episodes that are embedded within longer periods where the data evolve as a stochastic trend, thereby capturing normal market behavior as well as exuberance and collapse. Recent work on econometric detection mechanisms has shown the effectiveness of recursive procedures in identifying and dating financial bubbles in real time. These procedures are useful as warning alerts in surveillance strategies conducted by central banks and fiscal regulators with real-time data. Use of these methods over long historical periods presents a more serious econometric challenge due to the complexity of the nonlinear structure and break mechanisms that are inherent in multiple-bubble phenomena within the same sample period. We consider an economy where individuals face uninsurable risks to their human capital accumulation and analyze the optimal level of linear taxes on capital and labor income together with the optimal path of government debt. We show that in the presence of such risks, it is beneficial to tax both labor and capital and to issue public debt. We also assess the quantitative importance of these findings, and show that the benefits of government debt and capital taxes both increase with the magnitude of idiosyncratic risks and the degree of relative risk aversion.

A new Bayesian test statistic is proposed to test a point null hypothesis based on a quadratic loss. The proposed test statistic may be regarded as the Bayesian version of the Lagrange multiplier test. Its asymptotic distribution is obtained based on a set of regular conditions and follows a chi-squared distribution when the null hypothesis is correct. The new statistic has several important advantages that make it appealing in practical applications. First, it is well-defined under improper prior distributions. Second, it avoids Jeffrey-Lindley's paradox. Third, it always takes a non-negative value and is relatively easy to compute, even for models …

Objectives: We examine the relationship between living arrangements and psychological well-being of the older adults in Vietnam, where there is an influence of Confucian values and a lack of close substitutes for family care of the older adults, by exploiting a great deal of regional variation in economic development. We also examine the role of living arrangements in well-being differentials across regions.
