The European sovereign-debt crisis began in Greece when the government announced in December, 2009, that its debt reached 121% of GDP (or 300 billion euros) and its 2009 budget deficit was 12.7% of GDP, four times the level allowed by the Maastricht Treaty. The Greek crisis soon spread to other Economic and Monetary Union (EMU) countries, notably Ireland, Portugal, Spain and Italy. Using quarterly data for the 2000–2011 period, we implement a panel-vector autoregressive (PVAR) model for 11 EMU countries to examine the extent to which a rise in a country’s bond-yield spread or debt-to-GDP ratio affects another EMU countries’ …

Financial reforms in U.S. public higher education are well underway and are progressively replacing university enrollment based funding formulas with performance based models driven, in part, by graduation rates. Doing so, however, fails to account for the internal resource constraints and managerial efficiencies associated with production. Moreover, graduation rates are affected by external factors beyond the control of university decision-makers. This paper addresses these issues and uses a four-stage data envelopment analysis (DEA) model to evaluate university graduation rate performance. The four-stage DEA efficiencies correct for both environmental and statistical noise effects on university operations. Efficiency estimates control for the …

The use of entry modes by multinational firms has received increased attention from international business scholars. Based on the context of sub-Saharan Africa, this research reviews the locational benefits offered to MNEs by in this region. Determinants Of Savings Rate In Rural Nigeria: A Micro Study Of Kwara State, Oluwakemi Adeola Obayelu

The inability of households to save over time has significant influence on the rate of capital accumulation and economic growth in developing countries. In order to understand this trend, this research assesses savings rates and its correlates in rural Kwara state, Nigeria. A multistage sampling procedure was used to obtain data from 120 households. This was then analyzed using two descriptive statistics: the generalized linear model and the Tobit regression model. Results show that majority of the rural households were male-headed (81.0 percent) and combined farming with other non-farming activities (73.5 percent). The Pigou-Dalton Principle And The Structure Of Distributive Justice, Matthew D. Adler

The Pigou-Dalton (PD) principle recommends a non-leaky, non-rank-switching transfer of goods from someone with more goods to someone with less. This Article defends the PD principle as an aspect of distributive justice --- enabling the comparison of two distributions, neither completely equal, as more or less just. It shows how the PD principle flows from a particular view, adumbrated by Thomas Nagel, about the grounding of distributive justice in individuals' "claims." And it criticizes two competing frameworks for thinking about justice that less clearly support the principle: the veil-of-ignorance framework, and Larry Temkin's proposal that fairer distributions are those concerning …

Unlike many other areas of regulation, financial regulation operates in the context of a complex interdependent system. The interconnections among firms, markets, and legal rules have implications for financial regulatory policy, especially the choice between ex ante regulation aimed at preventing financial failure and ex post regulation aimed at responding to that failure. Regulatory theory has paid relatively little attention to this distinction. Were regulation to consist solely of duty-imposing norms, such neglect might be defensible. The way economists and other social scientists model how people make interdependent decisions is through the theory of games. Psychologists and behavioral economists, however, have established many deviations from the predictions of game theory. In response to these findings, a broad movement has arisen to salvage the core of game theory. Extant models of interdependent decision-making try to improve their explanatory domain by adding some corrective terms or limits. We will make the argument that this approach is misguided. How transparent is the international investment law regime, and how transparent should it be? Most studies approach these questions from one of two competing premises. One camp maintains that the existing regime is opaque and should be made completely transparent; the other finds the regime sufficiently transparent and worries that any further transparency reforms would undermine the regime’s essential functioning. This paper explores the tenability of these two positions by plumbing the precise contours of transparency as an overarching norm within international investment law. Sovereign debt crises occur regularly and often violently. Yet there is no legally and politically recognized procedure for restructuring the debt of bankrupt sovereigns. Procedures of this type have been periodically debated, but so far been rejected, for two main reasons. First, countries have been reluctant to give up power to supranational rules or institutions, and creditors and debtors have felt that there were sufficient instruments for addressing debt crises at hoc. Second, fears that making debt easier to restructure would raise the costs and reduce the amounts of sovereign borrowing in many countries. This was perceived to be against …

Quantitative point forecasts of energy and emissions have experienced difficulty with responding to uncertainty. Accuracy issues arise even in the short term with consequences for policy. The technique of scenario analysis is increasingly applied in scientific inquiry on the long term but it also has utility in the short term. This paper presents a discussion of the use of forecasts for prediction and proposes integrated or ´hybrid´ exploratory qualitative and quantitative scenarios in its stead. Can sustainability be enhanced by maximizing the sum of private and social benefits from an industry? This might take place, for example, by identifying production options that increase profitability side-by-side with societal goals such as renewable energy production and carbon sequestration, healthier communities, environmental quality, and economic development. This study looked at the financial behavior of college students and recent alumni as it relates to economic theory and the life-cycle hypothesis. With student loans increasing dramatically and credit card debt becoming more of a reality, it is critical to understand what drives financial stability or instability after graduation. The pool of 230 participants was composed of 174 women and 56 men, representative of eight years of graduating classes, 2009-2016, from Connecticut College. Students comprised 29.1% of the participants and alumni made up the remaining 70.9%. Participants completed a survey including three quantitative measures on credit card use, financial …

Data Envelopment Analysis Of Relative Efficiencies Of Public And Private Institutions Of Higher Learning, Joseph Calhoun, Joshua Hall

There has been considerable public debate surrounding the efficiency of higher education in the United States. Using Data Envelopment Analysis, we look at the efficiency of a majority of the institutions of higher learning in the United States. Using two different approaches, we find some evidence that private institutions of higher learning are more efficient than public ones. In particular, masters and bachelors-granting institutions with unrestricted revenue greater than 85% are more efficient than those with less than 85%. Public institutions tend to have more restricted funding, suggesting that their stakeholders constrain them from operating on the frontier.

The Determinants Of Credit Allocations In A Market-Based Trading System: Evidence From The Reclaim Program, Antonio M. Bento, Emeric Henry, Scott E. Lowe

This paper examines the determinants of emission credit allocations under the Regional Clean Air Incentives Market (RECLAIM) - a program aimed at reducing nitrogen oxides (NOX) and sulfur oxides (SOX) - in the greater Los Angeles area. Our results suggest that deviations in the allocation of emission credits can be systematically explained by firm-level factors and the location of the facility. Our results also indicate that deviations in the allocation of emission credits may have been made in an attempt to regulate toxics, and that certain industries were protected in the early stages of the program.

This chapter reviews recent literature on global projections of future urbanization, covering the population, economic and physical extent perspectives. We report on several recent findings based on studies and reports on global patterns of urbanization. Specifically, we review new literature that makes projections about the spatial pattern, rate, and magnitude of urbanization change in the next 30–50 years. Vladimir Mečiar, the first Prime Minister of independent Slovakia, is often criticized for his suppression of free media, political repression, and the widespread corruption of his government from 1993-1998. Mečiar has also been attacked for his economic policies, which critics suggest slowed down privatization and left Slovakia in a huge debt crisis. A closer look at macroeconomic data, however, demonstrates an impressive economic record for Mečiar, who oversaw several years of strong GDP growth, and relatively low levels of unemployment and inflation.
