The current fiscal crises that most states in the United States are facing are generally the result of a severe macroeconomic downturn combined with a limited ability of the states to respond to such shocks. States are facing increased demand for public services at the same time revenue is falling. In this context, this paper explores the issue of temporal priority between government expenditures and revenue at the state and local levels. The results show that there is no uniform relationship between government revenue and spending across different states in the US. In fact, about 40% of the states show …

This paper follows existing literature on local industrial conditions and agglomeration economies in an adapted shift-share framework. The purpose of this study is to develop a cost-efficient empirical model that meets the needs of local government in analyzing changes in industrial composition. The data for this model is obtained from the Bureau of Labor Statistics' Quarterly Census of Employment and Wages (QCEW) with nondisclosed data provided by the Virginia Employment Commission which is sorted by North American Industrial Classification System (NAICS) 2-digit industrial sectors. This thesis tests whether microcredit offered by MFIs succeeded, from the perspectives of beneficiaries, in reducing the poverty of borrowers in poor areas in Cairo using the example of First Microfinance as a case study. The data was gathered using a tailored questionnaire on a sample of 151 beneficiaries. A linear regression model is used with the dependent variable as the difference in wealth indices before and after acquiring the loan and a set of independent variables. Microfinance showed a positive effect on poverty reduction but with a small magnitude. The results show that the lack of training provided to …

A local limit theorem is given for the sample mean of a zero energy function of a nonstationary time series involving twin numerical sequences that pass to infinity. The result is applicable in certain nonparametric kernel density estimation and regression problems where the relevant quantities are functions of both sample size and bandwidth. An interesting outcome of the theory in nonparametric regression is that the linear term is eliminated from the asymptotic bias. In consequence and in contrast to the stationary case, the Nadaraya-Watson estimator has the same limit distribution (to the second order including bias) as the local linear …

Multivariate continuous time models are now widely used in economics and finance. Empirical applications typically rely on some process of discretization so that the system may be estimated with discrete data. This paper introduces a framework for discretizing linear multivariate continuous time systems that includes the commonly used Euler and trapezoidal approximations as special cases and leads to a general class of estimators for the mean reversion matrix. Asymptotic distributions and bias formulae are obtained for estimates of the mean reversion parameter. Statistics are developed to test for the presence of an asymptotic discontinuity (or infinite density or peakedness) in a probability density at the median. The approach makes use of work by Knight (1998) on L(1) estimation asymptotics in conjunction with nonparametric kernel density estimation methods. The size and power of the tests are assessed, and conditions under which the tests have good performance are explored in simulations. The new methods are applied to stock returns of leading companies across major U.S. industry groups. The American Recovery and Reinvestment Act (ARRA) of 2009 provided financial incentives for UI modernization. The financial incentive is the state share of $7 billion available nationwide. States can receive one-third of their allocation by having an alternate base period (ABP) for monetary determination of UI eligibility that includes the most recently completed calendar quarter. States can receive the remaining two-thirds of their allocation for having two of four additional program features: 1) UI eligibility while seeking only part-time work, 2) UI eligibility after job separations due to harassment or compelling family reasons, 3) continuation of UI benefits for at …

Section 1501 of the Patient Protection and Affordable Care Act added section 5000A to the Internal Revenue Code to require most individuals in the United States to purchase a minimum level of medical insurance. Across the country local government revenues have decreased while operating costs such as fuel, materials, equipment, and health insurance costs have significantly increased. In addition to reduced revenues, interest earnings for city and county government investments are low. These factors combined have created a difficult financial arena in which local governments must operate. For decades, Boeing and Airbus have struggled for dominance in the large commercial aircraft market. In 2010 and 2011, the World Trade Organization ruled that each firm has received illegal subsidies from the governments of the United States and the European Union, which have enhanced their competitive positions. This paper considers the nature of these rulings and the future competitive environment in the global jetliner industry.

Emigrant Effects On Bilateral Trade: Reexamining The Immigrant-Trade Link From The Home Country Perspective, Roger White, Bedassa Tadesse

A voluminous literature examines the immigrant-trade link. Available studies evaluate the link largely from the host country perspective and generally indicate that immigrants exert positive influences on trade between their host and home countries. Few studies, however, explore the effects of emigrants on trade. Using data representing the stocks of emigrants from 131 home countries that resided in 110 host countries during the year 2005, we examine the immigrant/emigrant-trade link from both the home country perspective and the host country perspective. Doing so, we provide the first comprehensive estimates of pro-trade emigrant effects for each home country in our study.

The purpose of this study was to assess the demographics and spending behavior of attendees at San Luis Obispo’s downtown Farmers’ Market. With the current 2011 economic recession in America, this study evaluated its affect on the Farmers’ Market attendee demographics and purchasing motivations. Using a questionnaire distributed to 200 participants at Farmers’ Market, this study concluded that most people are motivated by price when shopping for produce and the majority of Farmers’ Market attendees’ spending behaviors have been affected by the economic recession. Human fathers are heavily involved in the rearing of children around the world. While there is great cross-cultural variation, the father is a recognizable role in all populations. This deviates from the standard mammalian pattern of little paternal investment. A logical explanation offered early by evolutionary theorists is that human fathers evolved the capacity for paternal concern because human children are remarkably needy and impose a great encumbrance on the mother (Lancaster & Lancaster, 1983; Lovejoy, 1981). Thus, fathers have greater opportunity to enhance the wellbeing of child and mother, as there is a deeper well of need to fill. …

In the delayed payment system, companies motivate workers to work hard year after year by paying them less than the value they create for the company early in the workers' tenure and more than the value they create for the company later in the workers' tenure. With efficiency wages, workers are essentially paid a wage that is higher than the next-best offer they could get. A paper by Alan Krueger found that at company-owned fast food restaurants, employee compensation is higher and the delayed payment profile is steeper than at franchised outlets.
