State Use Of Workforce System Net Impact Estimates And Rates Of Return, Kevin Hollenbeck

The net impacts and private and social benefits and costs of workforce development programs were estimated in three separate studies; two of them in Washington and one in Virginia. The programs included the public job training system, programs at community and technical colleges, adult basic education, private career schools, high school career and technical education, and vocational rehabilitation for disabled individuals and for blind or visually impaired individuals. The net impact analyses were conducted using a nonexperimental methodology. Individuals who had encountered the workforce development programs were statistically matched to individuals who had not. The Appalachian Regional Development Act of 1965 is one of the longest serving place-based regional development programs in the U.S., and is the largest in terms of geographic scope. I use county-level data from the 1960 thru 2000 Decennial Censuses to evaluate the effect of ARDA on poverty rates and real per capita incomes in Appalachia. The intent to treat parameter is identified in a difference-in-difference-in-difference framework by comparing outcomes in Appalachia to her border counties. Net Impact Evaluation Of Moving Men And Women To Economic Independence In Michigan, Within Reach Program: Year 1 And Year 2 Cohorts, Randall W. Eberts, Jason M. Preuss

The authors completed a net impact evaluation of the “Within Reach” component of the Goodwill Industries of Greater Detroit program (Moving Men and Women to Economic Independence). This program provided employment-related support services to disadvantaged adults as coordinated by WorkFirst. The net impact evaluation estimated the contribution of the program to the employment outcomes of the participants. It constructed comparison groups of individuals who were similar to the program participants, but who did not participate in the program. The net impact analysis focused on three employment-related outcomes: finding a job, retaining a job (workforce attachment), and earnings.

This paper reviews and summarizes current literature by Theofanis P. Mamuneas (2008) and Mamuneas with M. Ishaq Nadiri (2003) on the returns to highway investments. This paper first provides an overview of the conceptual relationship between highways and output. The next section describes the highway capital stock estimated by Fraumeni and used by Mamuneas. Next, the paper describes the study conducted by Mamuneas and analyzes the results for consistency within the modeling framework and in context with other studies. The La Crosse Promise – Economic Impact Study, George A. Erickcek

The Upjohn Institute conducted an economic impact study of a universal, place-based scholarship program for La Crosse, Wisconsin. This study examines the possibility of developing a program similar to the Kalamazoo Promise for the La Crosse area. The La Crosse area is facing a population decline, growing concentrations of low-income students, an aging infrastructure in the region’s largest school district, and regional sprawl that is consuming farmland and natural assets while creating new challenges of congestion and service delivery. As a response to these issues, this study explores the potential impact of a universal, place-based scholarship program.

This report describes a preliminary version of an Upjohn Institute database that covers the economic development potential of different industries and occupations in Michigan’s regions. The MERIOD (Michigan Economic Region Industrial and Occupational Development) database surveys specialized industries and high-growth industries in each of the fifteen metro areas. It identifies export- based industries to the six-digit NAICS level and explores recent growth trends in these industries in both the Michigan metro area and at the national level.

Background Recent findings suggest advanced paternal age may be associated with impaired child outcomes, in particular, neurocognitive skills. Such patterns are worrisome given relatively universal trends in advanced countries toward delayed nuptiality and fertility. But nature and nurture are both important for child outcomes, and it is important to control for both when drawing inferences about either pathway.

A universal type space of interdependent expected utility preference types is constructed from higher-order preference hierarchies describing (i) an agent’s (unconditional) preferences over a lottery space; (ii) the agent’s preference over Anscombe-Aumann acts conditional on the unconditional preferences; and so on. Two types are said to be strategically indistinguishable if they have an equilibrium action in common in any mechanism that they play. We show that two types are strategically indistinguishable if and only if they have the same preference hierarchy. We examine how this result extends to alternative solution concepts and strategic relations between types.

Chapter 3 sketches the OECD's role in economic governance, in particular the pursuit of its obligation to promote policies which maximize economic growth. While the OECD's work in the economic field evolves, its mechanisms of economic governance have barely altered. Richard Woodward argues that the OECD exerts ‘subtle discipline’ over the trajectory of economic governance through the use of its soft law mechanisms such as surveillance and peer review. These mechanisms can lead to convergence in national policies and, occasionally, outbreaks of international policy coordination. Employment

People with disabilities are employed at a rate of 36.9%, compared to 79.7% for people without disabilities (Erickson & Lee, 2008). Lack of accessible transportation, social insurance disincentives, and negative attitudes by employers are cited reasons for this disparity. People with disabilities also describe secondary health conditions as a barrier to employment (Ipsen, Seekins, & Arnold, in press; Kaye, 2009). Secondary conditions are health issues that are intensified by primary disability, including conditions such as chronic pain, fatigue, pressure sores, weight problems, and depression. Because access to health promotion programs typically occurs at the worksite, it’s troublesome that secondary conditions …

The development of wind power in Maine has emerged as a significant economic opportunity in the past several years, providing one of the few growing sectors in the latter half of the last decade. The impact of this development has been estimated in regulatory filings before, but has not been examined in detail using data on actual expenditures for wind power development. This report examines the economic impacts of three major wind power projects: Mars Hill in Aroostook County, Stetson Mountain in Washington County, and Kibby Mountain in Franklin County.
