Wisconsin is one of many states that have enacted a “Smart Growth Initiative” law that requires inclusion of the public in the creation and development of a Comprehensive Plan. One implication of public participation is the strategic development of a comprehensive planning committee. Two crucial decisions occur when the committee is formed: the size of the committee and the composition of the committee. This paper models a relation between committee size and the accuracy of plan, as well as the relationship between the inclusion of experts, whether paid consultants or planners, and the quality of the outcome. Local Employment, Poverty, And Property Value Effects Of Geographically-Targeted Tax Incentives: An Instrumental Variables Approach, Andrew R. Hanson

The federal Empowerment Zone (EZ) program is a set of tax incentives targeted to areas of select cities. I estimate the effect of the EZ program on employment, poverty, and property values by comparing areas that received an EZ to areas that applied (and qualified), but were rejected. Because of endogeneity concerns, I use political representation to instrument for EZ designation. OLS results show a positive and statistically significant effect of the program on employment and poverty. IV estimates suggest the program had no effect on employment and poverty, and instead had a large statistically significant effect on property values.

Competing Conceptions Of The Individual In Recent Economics, John B. Davis

This article characterizes the Homo economicus conception in terms of three linked properties that are central to it as an atomist conception. On the standard view, individuals: have exogenous preferences; interact only (or almost only) in an indirect manner with one another through the price mechanism; and are unaffected in these two respects by the aggregate effects of their interaction with one another. The new research programs differ in how objectionable they find each of these properties, as befits their different commitments to synchronic or diachronic forms of explanation. Small-scale human societies range from foraging bands with a strong egalitarian ethos to more economically stratified agrarian and pastoral societies. We explain this variation in inequality using a dynamic model in which a population’s long-run steady-state level of inequality depends on the extent to which its most important forms of wealth are transmitted within families across generations. We estimate the degree of intergenerational transmission of three different types of wealth (material, embodied, and relational), as well as the extent of wealth inequality in 21 historical and contemporary populations. The market regulators of the Indonesia stock exchange have made several changes in permissible minimum price variations, from a single tick size (IDR 5) in 2000 to multiple tick sizes (IDR1, 5, 10, 25, 50) in 2007 for the purposes of promoting efficient trading and liquidity improvements. Researchers have demonstrated that finer tick sizes will lower bidask spreads, yet studies which examine the impact of tick size on other key liquidity dimensions such as realized market depth and speed of quote revision are limited. This study estimates the income and tourism price elasticities of demand for Australian domestic tourism using a panel data approach. Given that about 76% of total tourism revenue in Australia is generated by domestic tourism, it is worthwhile examining whether changes in Australian households’ income and the prices of domestic travel can influence the demand for domestic travel. The research employs a panel data approach. Since 1990, the Australian Real Estate Investment Trust (AREIT) sector has experienced substantial growth and popularity. While the AREIT sector had benefit from the increased flow of funds from institutional investors during the 1997 Asian financial crisis, the recent impact of the 2008 global financial crisis has been a negative one. In this paper, we examine the sensitivities of annualised AREIT returns against a set of seven firm-specific variables and four market-wide risk variables. The worldwide impact of the Global Financial Crisis on stock markets, investors and fund managers has lead to a renewed interest in tools for robust risk management. Quantile regression is a suitable candidate and deserves the interest of financial decision makers given its remarkable capabilities for capturing and explaining the behaviour of financial return series more effectively than the ordinary least squares regression methods which are the standard tool. The research presented here is a comprehensive analysis of research on the "Great Moderation" and its impact on business cycle modeling. In the presence of a less volatile aggregate economy, the methods of modeling business cycles have fundamentally changed along with the ability to detect turning points in the business cycle using standard algorithms. Sangaré, a poor young farmer from a village in southern Mali, leaves his wife and three children to find stable employment in the capital city of Bamako. What he finds is an unrewarding reality that leads him from small job to small job, only earning about US 22 cents per day. These jobs range from selling sunglasses, to shining shoes, to driving a rickshaw. Unfortunately, his income has not proved enough to provide for his family, as his aunt has since adopted his daughter, and his children cannot attend school. The purpose of this study was to answer the question: "to what degree do visitors in the 'Crown of the Continent' share the values of geotourism?" This research is aimed to investigate the key sectors in the economy of Sanggau District. This research is descriptive and is using input-output analysis to find out the multiplier of economic sectors. In addition we also investigate the linkage among economic sectors, which are measured by backward and forward linkage indexes. The finding of this research shows that there are two sectors being the key namely the processing industry and transportation and communication sectors with backward and forward linkage indexes above the average level of the other sectors. This paper studies the effect of domestic and foreign macroeconomy performances on the foreign direct investment (PMA) in Indonesia, employing descriptive and inferencial (econometric model) analyses. The national economic grcwth and national interest rate affect significantly PMA in Indonesia. While the national inflation rate positively effected on PMA, but resuits show that hyperinflation contributes to decreasing PMA. The macroeconomic improvement in some competitor countries, especially Chinese and Thailand tends to decrease PMA in Indonesia. However, the improvement of macroeconomies in Singapore and Malaysia can increase PMA in Indonesia. Therefore, bilateral relationship with these countries must be intensified.
