According to the U.S. Center for Mental Health Services, an estimated 64,972 people (5.4 percent) suffer from serious mental illness in Hampton Roads. Beginning in the 1970s, these individuals largely have been deinstitutionalized and now live within our communities, where they are served primarily by nine community services boards.

The two most respected rankings of the livability of metropolitan areas are David Savigeau’s Places Rated Almanac (PRA) and Bert Sperling’s and Peter Sander’s Cities Ranked and Rated (CRR). In their most recent editions, PRA ranked Hampton Roads 20th in the nation among 370-plus metro areas, while CRR ranked our region 137th. We analyze where these ratings come from and how we compare to other areas.

The Institute for Policy and Economic Development (IPED) at the University of Texas at El Paso was contracted by the City of El Paso to conduct a survey of citizen attitudes and perceptions about City services and general quality of life issues. This survey followed two previous surveys of a similar nature conducted by IPED in 2004 and 2006. Goals of the survey are to identify areas of focus for targeting improvements in City services and customer relations and to follow up on progress from the findings of previous surveys.

In an earlier study, the economic impact of ASARCO reopening its smelter operations in El Paso was conducted. In impact analysis, the economic contribution of a business is only one side of the story since it tells what types of firms benefit from an impact, but it tells nothing about whether those benefits are equitable. These trade offs are policy analysis concerns that are best understood with all available information. In this regard, IPED has been contracted to examine other amenity and economic factors that may lend themselves in support and/or opposition to the reopening of ASARCO.

Exchange Rate Changes And Trade Balance: An Empirical Study Of The Case Of Japan, Ziwei Shao

This paper attempts to identify the major economic factors that influence the bilateral trade balance between Japan and the US. Differing from conventional elasticities approach, one more variable--the net foreign assets--is added in the Vector Autoregression estimation using quarterly data from 1980: I to 2006: IV. The Johansen and Juselius result indicates three long-run relationships among five macro variables: trade balance, domestic income, foreign income, net foreign assets and real exchange rate. Short run adjustment parameters are identified as coefficients of the error correction terms. The variance in trade balance due to variations in the two macro variables--the exchange rate …

The recent emergence of the Euro, combined with the completion of a decade of North American Free Trade Agreement (NAFTA) has sparked interest in adopting a common currency for North America. This study examines the likelihood that Canada, Mexico, and the United States will adopt a common currency under fixed exchange rate regimes. The benefits and costs of a common currency are explored using the theory of optimum currency areas (OCA). Efforts in the marketing sciences can be distinguished between the analysis of individual customers and the examination of portfolios of customers, giving scarce theoretical guidance concerning the strategic allocation of promotional investments. The carbon trading system is one mechanism proposed to reduce carbon dioxide emissions and to solve global warming. The key issues in adopting a carbon trading system include trading schemes selection, emitting permits allocation, and auction revenue distribution. This thesis discusses these problems from a Neoinstitutionalist perspective, and conducts an analysis under the socio-ecosystem framework rather than the restricted market system analysis. It is found that the most important issue is to set an appropriate cap for the total allowed emission amount through recognizing the socio-ecosystem value. We investigate the view that de facto labor market conditions are important in evaluating the effects of labor institutions in developing countries where enactment does not necessarily imply enforcement. Using India as a case study we empirically investigate the effects of labor markets on the organized manufacturing sector from 1970 to 1997. Recognizing that the state can intervene in the outcome of labor disputes we construct a measure to proxy the degree of the state legislature's prejudice towards pro-worker causes. The purpose of this paper is to study the role of offshore financial havens in international capital flows. We examine the effects of being a tax haven, a money laundering centre or an offshore financial centre (OFC), which often overlap. We want to see whether these places are used as entrepots (which means temporary storage for funds) or as investment places or both. Following Phillips, Wu and Yu (2007), this paper extends their bubble detecting work to several Greater China stock markets. Two alternative bubble detecting methods, the forward recursive ADF tests raised by Phillips et al. (2007) and the modified version, forward rolling ADF tests, are implemented and compared. Monte Carlo simulations are performed to determine the critical values of the ADF statistic under different sample size. Empirical results demonstrate that only rolling ADF tests are successful in detecting rational bubbles by overcoming the problem of periodically collapsing bubble. This paper conducts a comprehensive analysis to understand how stock market ratios affect net income inequality. The study of how finance impacts income distribution is relevant as the income distribution of a nation influences savings decisions, resource allocation, innovation incentives and public policy and hence impacts the process of economic development. Using a cross-sectional data set of 68 countries and panel data set of 61 countries from 1975 to 2005, I apply cross-sectional OLS and panel regressions to look at how stock market size, liquidity, and activity impact income inequality. This Essay examines the burgeoning psychological literature on happiness and hedonic adaptation (a person's capacity to preserve or recapture her level of happiness by adjusting to changed circumstances), bringing this literature to bear on the probability of pretrial settlement in civil litigation. The existing economic and behavioral models of settlement are incomplete because they do not incorporate the effect of adaptation on the sum for which a plaintiff is willing to accept an offer. When an individual first suffers a serious injury, she will likely predict that the injury will greatly diminish her future happiness. However, during the time that …

There is evidence that countries trade votes among each other in international institutions on a wide range of issues, including the use of force, trade issues and elections of judges. Vote-trading has been criticized as being a form of corruption, undue influence and coercion. Contrary to common wisdom, however, I argue in this paper that the case for introducing policy measures against vote-trading cannot be made out on the basis of available evidence. Kentucky has consistently been one of the poorest states in the country between 1939 and the present. On top of this already low level of income, Kentucky has experienced fairly slow growth in output in recent years. Between 1997 and 2004, Kentucky had an average annual growth in real gross state product (GSP) of 1.6 percent, ranking 43 rd in terms of growth in GSP relative to the rest of the states.

In this paper, we interpret the flow-performance relationship as an incentive scheme implicitly given to mutual fund managers by mutual fund investors. We show that the flow-performance relationship varies not only with economic activity but also across fund attributes. We provide evidence that the degree of convexity of the flow-performance relationship has a positive effect on the magnitude of tournament behavior. Different from the conventional tournament hypothesis, we show that although the convexity of the flow-performance relationship does produce implicit incentives for fund managers to modify risk-taking behavior as a function of their prior performance, whether or not the mid-year …

This research analyses the link between economic fundamentals and news with exchange rates. We find that such economic news in Asia Pasific in the period 2003-2006. The exchange rate is shown to respond more strongly to news in last periods of large market uncertainty.

Social Position And Distributive Justice: Experimental Evidence, Kurtis Swope, John J. Cadigan, Pamela Schmitt, Robert Shupp

Using a simple, double-blind dictator experiment, we examine the extent to which subjects' choices of distributive shares are influenced by unearned social position. We measure social position by the initial distributive shares (resources) and the subjects' ability to determine the final distributive shares (power). We find that subjects' decisions are consistent with Rawls' (1971) hypothesis that individuals expect a greater share when in a position with more power and initial resources. Finally, we test if subjects' choices under a laboratory veil of ignorance are consistent with Rawls' concept of distributive justice.
