Editor's Note: This issue begins our third year under the banner ESR Review. ESR stands for economic self-reliance, and we have published a number of themed issues addressing particular issues of development and self-reliance. When I first became involved in this project, my task was to define what we mean by economic selfreliance and to create a theory-based model of how individuals and families can become more self-reliant. The next four issues will center on the different elements of the model. This issue focuses on the role of human capital in economic development and self-reliance.

Many libertarians, especially those inclined toward the Austrian school of economics, counter the market-failure justification for government intervention by denying any legitimacy whatsoever to the neoclassical concept of efficiency. But properly interpreted, neoclassical efficiency, rather than providing an open-ended justification for all sorts of government intervention, provides one of the most powerful and comprehensive objections to government coercion in general.

Women's perceptions of technological changes in textiles and apparel and how the changes have affected daily life were examined using the transmissive reminiscence technique. Technological advances do contribute to use of less time and effort and offer a greater variety of products, but the products often have a shorter life expectancy or are kept in inventory for a shorter time because it is more expedient to replace rather than repair or recycle textile and clothing items. Care must be taken to cultivate cohesive relationships within the family and teach values that were once inherent in textiles/ apparel tasks. Otherwise advances …

Recent newspaper articles have heralded studies concluding that smoking bans lead to dramatic decreases in the annual incidence of acute myocardial infarction (AMI). Coupled with studies concluding that bans never harm businesses and that environmental tobacco smoke (ETS) significantly endangers health of nonsmokers, studies claiming AMI reduction have provided governments with additional evidence to support bans in the name of public health. Some communities have expanded bans from workplaces to include parks, beaches, and other open areas, based on this growing body of evidence. The Effect Of Employment Frictions On Crime: Theory And Estimation, Bryan Engelhardt

I investigate how long it takes for released inmates to find a job, and when they find a job, how their incarceration rate changes. An on-the-job search model with crime is used to model criminal behavior, derive the estimation method and analyze several policies including a job placement program. The results show the unemployed are incarcerated twice as fast as the employed and take on average four months to find a job. Combining these results, it is demonstrated that reducing the average unemployment spell of criminals by two months reduces crime and recidivism by more than five percent.

In the year 1996 economists Paul Krugman and Livas Alizondo published a study addressing the correlation between the degree to which a country’s economy is open to foreign pressures and competition and the degree to which the country experiences the phenomenon of urban concentration. However, in 2003 another economist, Olga Alonso-Villar published another study that presents evidence against Krugman and Elizondo’s argument. Rejecting “Conventional” Wisdom: Estimating The Economic Impact Of National Political Conventions, Robert Baade, Robert Baumann, Victor Matheson

This paper provides an empirical examination of the economic impact of the Democratic and Republican National Conventions on local economies. Our analysis from 1970-2005 of the 50 largest metropolitan areas in the country, including all cities that have hosted one of the national conventions during this time period, finds that the presence of the Republican or the Democratic National Convention has no discernable impact on employment, personal income, or personal income per capita in the cities where the events were held confirming the results of other ex post analyses of mega-events.

Costs And Benefits Of Elderly Prescription Drug Coverage: Evidence From Veterans’ Health Care, Melissa Boyle

This study tests the impact of a public prescription benefit on Medicare-eligible veterans, utilizing a mid-1990s benefit change in the VA health care system. Using data from the Medicare Current Beneficiary Survey, I compare prescription spending and utilization, as well as use of other health services and health outcomes for veterans and non-veterans before and after the VA insurance change. Results show that receipt of a publicly-provided prescription benefit leads to an increase in spending on prescriptions, and simultaneously, a decrease in spending on other medical services. Heron Foundation, a private, grant-making institution, was created, it had a mandate to invest assets and donate 5 percent of returns annually to help low-income people and communities to help themselves.1 The year was 1992, the cusp of one of the greatest economic booms in U.S. history. But as Heron’s asset base swelled, 5 percent for community work began to look insufficient to help the many Americans who were missing out on the boom. This paper investigates the size properties of a two-stage test in the linear instrumental variables model when in the first stage a Hausman (1978) specification test is used as a pretest of exogeneity of a regressor. In the second stage, a simple hypothesis about a component of the structural parameter vector is tested, using a t -statistic that is based on either the ordinary least squares (OLS) or the two-stage least squares estimator (2SLS) depending on the outcome of the Hausman pretest. This paper studies nonparametric estimation of conditional moment models in which the generalized residual functions can be nonsmooth in the unknown functions of endogenous variables. This is a nonparametric nonlinear instrumental variables (IV) problem. We propose a class of penalized sieve minimum distance (PSMD) estimators which are minimizers of a penalized empirical minimum distance criterion over a collection of sieve spaces that are dense in the infinite dimensional function parameter space. Some of the PSMD procedures use slowly growing finite dimensional sieves with flexible penalties or without any penalty; some use large dimensional sieves with lower semicompact and/or convex penalties. …

This paper studies nonparametric estimation of conditional moment models in which the residual functions could be nonsmooth with respect to the unknown functions of endogenous variables. It is a problem of nonparametric nonlinear instrumental variables (IV) estimation, and a difficult nonlinear ill-posed inverse problem with an unknown operator. We first propose a penalized sieve minimum distance (SMD) estimator of the unknown functions that are identified via the conditional moment models. Does Real Exchange Rate Volatility Affect Foreign Direct Investment? Evidence From Four Developed Economies, Abdur Chowdhury, Mark Wheeler

This study examines the impact of shocks to exchange rate uncertainty (volatility) on foreign direct investment (FDI) in Canada, Japan, the United Kingdom, and the United States. The analysis is conducted using vector autoregressive models that contain the price level, real output, the real exchange rate, the volatility of the real exchange rate, the interest rate, and FDI. The results from variance decompositions yield public policy implications. In Canada, Japan, and the United States, innovations to exchange rate uncertainty explain significant portions of the forecast error variance in FDI at longer time horizons.
