Historical Perspective On Performance Budgeting: Performance Budgeting In The United States Before 1960, Dan Williams

With the assistance of A. E. Buck, Herbert Hoover coined the term Performance Budget in 1949 to rebrand cost data budgeting. Cost data budgeting originated in 1912 in Richmond County (Staten Island), New York. It is strongly associated with the National Commission on Municipal Standards and the Committee on Uniform Street Sanitation Records, which are both direct derivatives of Clarence Ridley’s original work in making sense of performance measurement under the title Means of Measuring Municipal Government, his 1927 dissertation at Syracuse University. Introduction:

This report details the unemployment rates among Latino origin groups and racial/ethnic groups in the New York Metro area. The data are broken down by boroughs and by the eight largest Latino origin groups in New York: Puerto Ricans, Dominicans, Mexicans, Cubans, Colombians, Guatemalans, Peruvians and Ecuadorians.

Methods:

The data for this report were derived from the 2005 American Community Survey published by the U.S. Census Bureau. Data examined in this report are unemployment rates and rates of labor force non-participation rates. The U.S. Census classifies those not in the labor force as anyone who is not working nor …

The impact of international trade on a firm’s degree of specialization and income distribution is studied in a general equilibrium framework in which firms engage in oligopolistic competition. International trade increases a firm’s degree of specialization, but the number of goods a country produces may not change. Trade may lower the welfare of the scarce factor of production. Sufficient conditions for a country’s welfare to increase with trade are provided.

The Working Life: The Labor Market For Workers In Low-Skilled Jobs, Nan L. Maxwell

Maxwell presents the results of a survey of 405 employers, which queried them about jobs requiring no more than a high school education and no more than one year of work experience. These data allow her to establish the link between skills and low-skilled jobs and to reveal the current state of the labor market facing low-skilled workers. The data also highlights the knowledge and skills that employers require in low-skilled jobs and the abilities that individuals who apply for those jobs bring to the table.

Panel Unit Root Tests And Spatial Dependence, Badi H. Baltagi, Georges Bresson, Alain Pirotte

This paper studies the performance of panel unit root tests when spatial effects are present that account for cross-section correlation. Monte Carlo simulations show that there can be considerable size distortions in panel unit root tests when the true specification exhibits spatial error correlation. These tests are applied to a panel data set on net real income from the 1000 largest French communes observed over the period 1985-1998.

This study addresses the procedure for determining discount rates for properties in industries under stress. A simple example with fixed and variable costs, which could represent a company in any of these industries, is used to demonstrate the difficulties of using standard approaches for estimating cost of capital.

National measures of infant health in the 1990s were flat, but rates of low birth weight and preterm birth among blacks, especially in center cities, improved. Health gains were especially marked in Washington, DC. Analysis at the metropolitan area level reveals that center city-suburban gaps in black infant health declined. The first two chapters of this dissertation use the 1990-2001 National Center for Health Statistics (NCHS) Natality Files to examine improvements in infant health among African-Americans, first, in Washington, DC, and second, in 37 metropolitan areas with large black populations.

Multifactor productivity growth in the U.S. economy between 1919 and 1929 was almost entirely attributable to advance within manufacturing. Distributing steam power mechanically over shafts and belts required multistory buildings for economical operation. The widespread diffusion of electric power permitted a shift to single story layouts in which goods flow could be optimized around work stations powered by small electric motors. Within this framework, as well as opportunities to produce a variety of new products, economies of scale and learning by doing permitted rapid and across the board gains in manufacturing productivity. Dim Delobsom: French Colonialism And Local Response In Upper Volta, Michael Kevane

Dim Delobsom was one of the first indigenous colonial bureaucrats in the French administration of Upper Volta. Born in 1897, he rapidly rose through the ranks of colonial administration, becoming a high-level functionary. He also served as the resident anthropologist of the dominant Mossi tribe of Upper Volta, and published numerous books and articles on Mossi customs. Delobsom fell afoul of an important faction of the colonial apparatus, however, when he decided to assume the chieftaincy of his natal village upon his father's death. Colonial officials and French Catholic priests thought he would be compromised as a bureaucrat-chief, and sought …

This chapter discusses artificial computational intelligence methods as applied to cost prediction. We present the development of a suite of hybrid fuzzy-neural systems for predicting the cost of performing engine tests at NASA’s Stennis Space Center testing facilities. The system is composed of several adaptive network-based fuzzy inference systems (ANFIS), with or without neural subsystems. The output produced by each system in the suite is a rough order of magnitude (ROM) cost estimate for performing the engine test. Basic systems predict cost based solely on raw test data, whereas others use preprocessing of these data, such as principal components and …

It is well-known that maximum likelihood (ML) estimation of the autoregressive parameter of a dynamic panel data model with fixed effects is inconsistent under fixed time series sample size ( T ) and large cross section sample size ( N ) asymptotics. The estimation bias is particularly relevant in practical applications when T is small and the autoregressive parameter is close to unity. The present paper proposes a general, computationally inexpensive method of bias reduction that is based on indirect inference (Gouriéroux et al., 1993), shows unbiasedness and analyzes efficiency. Alcohol consumption in Russia is legendary and has been reported to be the third leading cause of death in the former Soviet Union after heart disease and cancer. Are Russian alcohol consumers rational addicts? This paper uses eight rounds of a nationally representative Russian survey spanning the period 1994-2003 to estimate a rational addiction (RA) model for alcohol consumption. This is done in a panel data setting as well as on a wave by wave basis. The profile of the Russian drinker finds a huge difference between males and females and the model is estimated by gender. This paper examines income trends from 1992 to 2004 and the responsiveness of different income measures to tax changes for corporate executives and for the very highest income U.S. taxpayers. We detail the growth in executive compensation and break down the components of that growth by sources, such as the value of options and stock grants, as well as bonus income. We then examine income trends at various points in the income distribution for executives and for all taxpayers. This paper studies decision of whether outsourcing or localization in China. Both strategies can enjoy low wage advantage. But outsourcing induces processing trade, while localization, which has additional localization cost can turn processing trade of some goods to ordinary trade. The asymmetric effect lies on that once localized, it is hard to return to outsourcing due to competition or fixed expenditures involved. If wage difference larger, it is more preferable to localized. Based on an extended growth model, this thesis further explores the joint dynamics between external debt and growth. The model explicitly expresses this growth dynamic mechanism incorporating external debt as an important explanatory variable with risk premium and other related structural factors. The interactions between external debt and growth are interpreted as directly and mainly through the channel of capital accumulation and indirectly through technology change. These constitute the functional form foundation to solve the main concern on the effect of external debt upon growth adjustment path. This paper analyzes the effect of media coverage on donations made to relief agencies. Specifically, this empirical analysis examines the effect of the daily volume of domestic newspaper and television coverage devoted to the December 26, 2004 tsunami on daily web donations to U.S. relief agencies. Media coverage, as measured by daily newspaper word and picture counts and by daily total television minutes positively affects the amount of donations relief agencies receive. In addition, media coverage is found to have a greater effect on donations for some agencies than for others.
