The article argues that, as they are usually stated, corrective justice theories of torts and economic efficiency theories fail to contradict one another. Thus, although the literature typically sees these approaches as doing conceptual battle, it takes a good deal of philosophical analysis to discover a theoretical framework from which to assess one perspective as superior to the other. Indeed, in many cases the corrective justice scholar appears to be talking past the economic lawyer, and vice versa.
The article then goes on to suggest that the one perspective from which we can see a genuine conflict between the explanations …

Does Space Matter To The Employment Of Tanf Recipients? Evidence From A Dynamic Discrete Choice Model With Unobserved Effects, Shiferaw Gurmu, Keith R. Ihlanfeldt, William J. Smith

We study the factors affecting the employment probability of Temporary Assistance for Needy Families (TANF) recipients using recent quarterly panel data from Atlanta, Georgia. A central focus of our study is to determine whether the TANF recipient’s proximity to job opportunity and the availability of childcare affect her probability of full-time employment. Both static and dynamic models of employment choice are estimated that control for unobserved individual effects. We estimate models separately for a sub-sample of TANF recipients living in public housing, whose residential locations can be considered exogenously determined. In this response to Light, Koppell argues that the increasing frequency of reform may reflect Congress's inability to make significant changes to the substance of entrenched government programs. This paper examines alternative methodologies for measuring responses to the 1990 and 1993 federal tax increases. The methodologies build on those employed by Gruber and Saez (2002), Carroll (1998), and Auten and Carroll (1999). Internal Revenue Service tax return data for the project are from the Statistics of Income, which heavily oversamples high-income filers. Special attention is paid to the importance of sample income restrictions and methodology. Estimates are broken down by income group to measure how responses to tax changes vary by income. Over the past 25 years, welfare and other public policies for families living below the poverty line have developed a primary objective of promoting parents’ self-sufficiency. The Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA), passed in 1996, was a milestone in this effort, limiting the number of years that families can receive federal cash welfare assistance and requiring most of them to participate in work-related activities to be eligible for such assistance. Gay and lesbian topics have received much media attention in recent years. Debates have revolved around issues such as gay marriage, adoption rights, and the legal relationship of children born to a homosexual couple with their nonbiological second parent. Corporations have started to provide partner benefits to gay and lesbian employees. Many companies today have added the words “sexual orientation” to their equal rights hiring policies. Meeting The Standards: An Analysis Of Eight Grade Educational Assesment Test Scores In Maine, Michael Donihue, Joseph Mattos, Caroline Theoharides, Charlotte Tiffany

This paper examines the impact of socioeconomic factors on eighth grade achievement test scores in the face of federal and state initiatives for educational reform in Maine. We use student-level data over a five year period to provide a framework for understanding the policy implications of these initiatives. We model performance on standardized tests using a seemingly unrelated regressions approach and then determine the likelihood of meeting the standards defined by the adequate yearly progress requirements of the No Child Left Behind Act and Maine Learning Results initiatives. Taxation is critical for satisfying basic needs and generating an inclusive development process that benefits the poor as well as the rich in Latin America. The World Bank offers tax advice to developing countries, and it pressures countries to follow that advice by making it a condition for receiving development loans at preferential interest rates. This paper argues that in response to a short-term financial crisis. the World Bank recommended a regressive tax system that raises revenue quickly, but, in the long-run slows the satisfaction of basic needs and obstructs the implementation of an inclusive development process. The lack of consistent, reliable data on interregional trade and interindustry transactions hampers complete analysis of regional models. This study implements and tests interindustry transaction flows in a national system of economic regions derived from an interregional accounting framework and initial information on interregional shipments. The method used to construct an interregional Commodity by Industry Flow matrix for the United States involves the construction of single-state SAMs. The interregional flows connecting states are estimated using a method based on the Commodity Flow Survey data published by the Bureau of Transportation Statistics, which adjusts the estimated interregional SAM to insure the …

The purpose of this study was to analyze existing wage data to quantify the employment success of community and technical college graduates by program as an indicator of economic development in West Virginia. Data for the variables were obtained from archival databases and a cooperative agreement between state agencies. Descriptive statistics were utilized to examine employment rates, range of earnings, and employment in-industry of community and technical college graduates from 23 programs from 1997 to 2002. Graduates in the health fields demonstrated both the highest and lowest ratios of employment, with the mean employment rate for all programs of 68.12 …

Low Impact Development (LID) is an approach to stormwater management and site development that is gaining popularity throughout the country. Its attractiveness lies in its potential to lessen off-site stormwater impacts, reduce costs to municipalities and developers, and promote development that is “softer on the land” compared with typical traditional development. The approach, which is applicable to residential, commercial and industrial projects, and in urban, suburban and rural settings, often is linked with efforts by governments and citizens to foster more sustainable communities.

From 2001 to 2006, U.S. long-term interest rates have remained steady while the federal funds rate has both declined and increased, as Figure 1 shows. Historically, long term interest rates tend to respond to changes in short term rates, but recently this does not appear to be the case. Former chairman of the Federal Reserve, Alan Greenspan, recently dubbed this occurrence a “conundrum,” because no one can provide a distinct explanation concerning this phenomenon. There are several noteworthy incentives for why long-term yields should have increased from 2004 to 2006, but they have remained constant during this time period. According …

One of macroeconomists’ major concerns is GDP volatility, and understanding what causes this volatility is essential when attempting to reduce it. For decades, the automotive industry has been a major component of US GDP. Therefore, understanding the driving forces behind this industry indirectly contributes to the study of GDP volatility. This paper focuses on CAFE standards and how they change the effect of oil prices on US automobile sales.

Investors have the ability to choose between two different management styles in the mutual fund industry. These two management styles differ in both the investment strategy type the fund executes and management costs, which are charged to the funds’ investors. First, investors may invest their funds in index funds, which employ a passive investment strategy. Here, investors expect to earn a rate of return equivalent to the market index—minus a small management fee—which the fund seeks to track. Alternatively, investors may choose active fund management. West Virginia's overall competitive position in the area of technology-based economic development is characterized as mixed. While the state does have significant technology assets including federal research laboratories, universities and selected firms, these assets fail to produce substantial spillover benefits to the local population and state as a whole. We construct a monetary economy with heterogeneity in discounting and consumption risk. Agents can insure against this risk with money and nominal government bonds, but all trades must be monetary. We demonstrate that a deflationary policy a la Friedman cannot sustain the constrained-efficient allocation as no-arbitrage imposes too stringent a bound on the return money can pay. The constrained-efficient allocation can be sustained when bonds have positive yields and, under certain conditions, only if they are illiquid. Illiquidity, meaning that bonds cannot be transformed into consumption as easily as cash, is necessary to eliminate arbitrage opportunities due to disparities in …

This paper provides an answer to the question, are emission taxes an efficient and self-enforcing mechanism to control correlated externality problems? By “correlated externalities” we mean multiple pollutants that are jointly produced by a single source but which cause differentiated regional and global externalities. By “self-enforcing” we mean a mechanism that accounts for the endogeneity that exists between competing jurisdictions in the setting of environmental policy within a federation of regions. This mechanism incorporates sequential decision making among the jurisdictions and therefore determines an equilibrium based on the concept of subgame perfection. The need to understand surplus-sharing rules in cooperative game theory occurs at both the undergraduate and graduate levels. The rules are generally depicted as mathematical problems that entail the calculation of a vector of allocations. This Web page provides a downloadable program that enables users to interactively generate geometrical depictions of the rules for an unlimited number of three-player games. Applying the standard bootstrapping technique with corrections for heteroskedasticity for a sample of the 1997 Urban Household Survey in China, the present paper attempts to test (1) whether the commonly used decomposition methods for gender earnings differentials give significantly different results, and (2) whether the explained component is significantly different from the unexplained component (which is commonly referred to as discrimination) within each decomposition method. Based on a national data set, the empirical results indicated some significant differences in both tests. This report presents the results of the surveys used to develop estimates of the economic impact of the Bikes, Blues and BBQ (BBBBQ) festival on the city of Fayetteville in 2005. In order to fully estimate the economic impact of the festival, its influence was assessed on three different constituent groups: Fayetteville residents, local businesses, and BBBBQ visitors.
