[Excerpt] "It has been argued that the antitrust laws’ legislative history supports the notion that the laws were meant to prohibit anticompetitive price cuts – regardless of whether they are below cost. Thus, predatory pricing claims used to turn simply on whether the allegedly predatory price was intended to harm rivals. In fact, liability for predatory price discrimination was found without requiring probable or actual monopolization. Yet some cases brought early under Section 2 suggest that below cost pricing was indicative of, if not proof of, the type of conduct Section 2 prohibits. The results under this old scheme were …

Most media reports, editorials, commentators and talk show experts vehemently assert that growth in Pakistanis consumption led and fuelled by bank credit. If they are right then the latest data available is indeed very intriguing. Gross fixed capital formation during 2005-06 was Rs.1.42 trillion – an increase of 30.7 % over last year. This was over and above an increase of 28.6 % recorded in 2004-05. In constant price terms (after adjusting for inflation) this translated into real growth rates of 10.3 % and 9.3 % respectively. The war in Iraq has been the longest sustained ground combat that the US military has engaged since the Vietnam War. With the ongoing battle against the global war on terrorism, many military personnel will be deployed to hostile areas in support of these operations. The effects of multiple deployment and combat engagement on the mental health of military personnel have been extensively studied. The impacts of mental illnesses, such as PTSD, are tied to longer period in the combat zone. Meeting the psychiatric needs of these veterans will be costly: rehabilitation, retraining, post combat counseling, long-term medical treatment, and …

Non-Fundamental Expectations And Economic Fluctuations: Evidence From Professional Forecasts, Keen Meng Choy, Kenneth Leong, Anthony S. Tay

It is theoretically possible that non-fundamental idiosyncratic shocks to agents’ rational expectations are a source of economic fluctuations. Studies using data on consumer and investor sentiment suggest that this is indeed an important source of fluctuations. We present the results of a study that uses forecasts from professional forecasters to extract non-fundamental shocks to expectations. In contrast to previous studies, we show that non-fundamental expectations are not a significant source of output fluctuations, although such shocks contributed to inflation.

A Spatial Analysis Of The Xiii Italian Legislature, Massimiliano Landi, Riccardo Pelizzo

We present a spatial map of the Italian House of Deputies during the XIII Legislature obtained by applying the Poole and Rosenthal methodology to roll call data. We estimate coordinates for almost all the 650 Deputies that were on the House’s floor at the time, and we aggregate them according to parties. We find that voting patters generate basically a two dimensional political space. The first dimension represents loyalty to either the ruling coalition or the opposing one. The second dimension is represented by the European Union. These findings are consistent with the exceptional case of the party Northern League, …

Growth Accounting For A Follower-Economy In A World Of Ideas: The Example Of Singapore, Kong Weng Ho, Hian Teck Hoon

In this paper, we take another approach to accounting for the sources of Singapore’s economic growth by being explicit about the channels through which Singapore, as a technological follower, benefits from international R&D spillovers. Taking into account the channels through which technology developed in the G5 countries diffuses to technological followers, we show that 57.5 percent of Singapore’s real GDP per worker growth rate over the 1970-2002 period is due to multifactor productivity growth. The purpose of this paper is to develop a simple model of an economy in which growth is driven by a combination of exogenous technical change in agriculture and a rising world demand for labor-intensive manufactured exports. We explore the relative roles of an exogenous agricultural productivity shock and rising export demand in a model with two traded industrial goods and a non-traded agricultural good, food. When the non-traded sector uses a specific factor, we show that technical change in agriculture may be the key to factor migration into industry, in particular driving intersectoral labor migration. The Transition From Relational To Legal Contract Enforcement, Fali Huang

This paper studies the transition of contract enforcement institutions. The prevalence of relational contracts, low legal quality, strong cultural preference for personalistic relationships, low social mobility, and highly unequal endowment form a cluster of mutually reinforcing institutions that hinder economic development. The cultural element per se does not necessarily reduce social welfare though it may slow down the legal development, while the real problem lies in endowment inequality and low social mobility. Thus a more equal distribution of resources may be the ultimate key to unravel the above interlocking institutions. These results are generally consistent with the empirical evidence.

State Ui Job Search Rules And Reemployment Services, Christopher J. O'Leary

This article examines whether unemployment insurance (UI) requirements pertaining to job searches and UI mechanisms connecting claimants with reemployment services tend to shorten the duration of those claimants' insured unemployment. Evidence is presented from a 2003 National Association of State Workforce Agencies survey of all State UI programs. Also presented is evidence about the effect of State UI policies and reemployment assistance on the duration of insured unemployment. Although the sizes of the estimated impacts differ, the consistent finding is that both UI work search requirements and UI reemployment services tend to shorten claimants' duration of insured unemployment by speeding …

This essay reviews and critiques Cass Sunstein’s new book entitled Radicals in Robes. After a discussion of Sunstein’s (somewhat misleading) rhetorical nomenclature, this essay argues that Sunstein’s proposed “minimalist” methodology in constitutional jurisprudence is beneficial, but not for the reasons Sunstein suggests. Sunstein alternatively justifies judicial restraint or incrementalism on epistemological self-doubt (cautiousness being an outgrowth of uncertainty) and his fear that accomplishments by Progressives in the last century will be undone by conservative judges in the present. Constitutional incrementalism is more convincingly justified on classical economic grounds. While affirming Sunstein’s overall thesis, this essay offers an alternative rationale for …
