In practice, the problem of law enforcement is half a matter of what the government does to catch violators and half a matter of what violators do to avoid getting caught. In the theory of law enforcement, however, although the state’s efforts at "detection" play a decisive role, offenders’ efforts at "detection avoidance" are largely ignored. Always problematic, this imbalance has become critical in recent years as episodes of corporate misconduct spur new interest in punishing process crimes like obstruction of justice and perjury. Testable Implications Of Subjective Expected Utility Theory, Eduardo Zambrano

Economics

I show that the predictive content of the hypothesis of subjective expected utility maximization critically depends on what the analyst knows about the details of the problem a particular decision maker faces. When the analyst does not know anything about the agent's payoffs or beliefs and can only observe the sequence of actions taken by the decision maker any arbitrary sequence of actions can be implemented as the choice of an agent that solves some intertemporal utility maximization problem under uncertainty.

The enlargement of the general-equilibrium structure to allow default subject to penalties to appririate credit limits and default penalties results in a construction of a simple mechanism for a credit using society. We show that there generically exists a price-normalizing bundle that determines a credit money along with appropriate credit limmits and default penalties for a credit mechanism to select a unique competitive equilibrium (CE). With some additional conditions, a common credit money can be applied such that any CE can be a unique selection by the credit mechanism with appropriate credit limits default penalties for the traders. The issue of public investment in sports facilities has garnered a great deal of attention from economists and public affairs researchers; however, relevant empirical research has become mired in a stagnant discussion of whether sports stadiums can serve as economic catalysts. The Digital Age has spawned major legal battles over the fundamental principles of intellectual property law and antitrust law. These diverse struggles can best be analyzed using the basic norm of "value added" from neo-classical normative economics. This analysis suggests that current intellectual property doctirnes provide excessive protection and current antitrust doctrines remain awkward in dealing with the cross-market leveraging of monopoly power in the presence of "natural monopolies" created by network effects.

Do Imports Cause Economic Growth? A Time-Series Investigation Of The U.S. Data, Peter J. Saunders, Koushik Ghosh

This paper investigates the relationship between imports and economic growth in the US in the long run and the short run. Quarterly data ranging from the first quarter of 1970 to the fourth quarter of 2000 are used to investigate this relationship. Cointegration tests using Johansen's (] 988) technique are used to analyze the long run relationship between imports and economic growth (measured by nominal GDP). Test results indicate that imports and economic growth are related in the long run. The short run analysis of the data is conducted within vector error correction (VEC) testing framework. This project first reports descriptive evidence of the characteristics of mothers in the American South and compares them to mothers in other regions of the country. Women in the South (and West) tend to have their children at younger ages than those in the Midwest and Northeast. Mothers in the South (and West) also have much lower levels of education and are more likely to be African American or Hispanic compared to women in the Midwest and Northeast. Next, this paper attempts to link the characteristics of the mothers in the American South to the high rates of poverty there. …

Inequality measures are often presented in the form of a rank ordering to highlight their relative magnitudes. However, a rank ordering may produce misleading inference, because the inequality measures themselves are statistical estimators with different standard errors, and because a rank ordering necessarily implies multiple comparisons across all measures. Within this setting, if differences between several inequality measures are simultaneously and statistically insignificant, the interpretation of the ranking is changed. This study uses a multivariate subset selection procedure to make simultaneous distinctions across inequality measures at a pre-specified confidence level. The present study is a microeconomic investigation, based on personal interviews with different microentrepreneurs and functionaries of credit institutions. It evaluates the impact of micro-credit, investigates the challenges the micro-credit programs have to confront, and suggests some potential improvements. In a qualitative analysis the following conclusions have been reached: the micro-credit is very limited in scope, it is not focused on really poor people, and neither has it been effective in helping the beneficiaries it has had to grow. Destroyed by the war, this municipality is rebuilding its economy, infrastructure and civil society from scratch. Srebrenica has made a large amount of progress in the past ten years, with the help of international and local donors. These donors have contributed millions of dollars to the effort. Tourism of the coral reefs in Bocas del Toro is an important economic activity but also potentially harmful to the environment, creating an ecologically and economically unsustainable situation and doubts that the region engages in “ecotourism.” Coral reef tourism was analyzed with a specific emphasis on tours, tour guides, tourist motivations, tourist education and conservation-related activities. Research methods included participant observation in the tourism world in Bocas, interviews with guides, tourists and community members, and a tourist survey. The standard pedagogical examination of government budgets includes the distinction between cyclical and structural deficits and surpluses and changes thereof. This paper extends the regular classroom analysis and graphically demonstrates that cyclical changes in the government budget can be decomposed and stated as the summation of the expenditure effect and the revenue effect.

We show that if agents are risk neutral, prizes outperform wages when there is sufficient pride and envy relative to the noisiness of performance. If agents are risk averse, prizes are a necessary supplement to wages (as bonuses).

A New Approach To Robust Inference In Cointegration, Sainan Jin, Peter C.B. Phillips, Yixiao Sun

A new approach to robust testing in cointegrated systems is proposed using nonparametric HAC estimators without truncation. While such HAC estimates are inconsistent, they still produce asymptotically pivotal tests and, as in conventional regression settings, can improve testing and inference. The present contribution makes use of steep origin kernels which are obtained by exponentiating traditional quadratic kernels. Simulations indicate that tests based on these methods have improved size properties relative to conventional tests and better power properties than other tests that use Bartlett or other traditional kernels with no truncation.
