Refundable Tax Credits For Health Insurance: The Sensitivity Of Simulated Impacts To Assumed Behavior, David W. Emmons, Eva Madly, Stephen A. Woodbury

We replicate and extend a simulation model developed by Jonathan Gruber with the goals of illuminating Gruber's modeling of health insurance coverage under a tax credit and examining the sensitivity of the results to changes in the model's key parameters. The replications suggest that a refundable tax credit of $1,000 for a single individual or $2,000 for a family for private health insurance would reduce the number of uninsured individuals by between 17.5 and 28 percent and require new government expenditures of between $16.6 and $44 billion, of which about $7.4-$9.7 billion would be for coverage of previously uninsured individuals. …

This dissertation studies the local and global sources of risk and industries stock returns across national equity markets. This paper broadens the protection for sale model of Grossman and Helpman (1994) by incorporating the Krugman–Dixit–Stiglitz model of monopolistic competition, given its importance in explaining the prevalence of intraindustry trade. Several new results arise in this paper. First, the endogenous import tariff will never fall below zero, even in unorganized sectors. Second, the endogenous export policy for organized sectors is not necessarily an export subsidy, and can be an export tax as in unorganized sectors. Third, the level of import protection varies inversely with the degree of import penetration, regardless of whether the sector is organized or not.

Intraday Stock Prices, Volume, And Duration: A Nonparametric Conditional Duration Analysis, Anthony Tay

We investigate the distribution of high-frequency price changes, conditional on trading volume and duration between trades, on four stocks traded on the New York Stock Exchange. The conditional probabilities are estimated nonparametrically using local polynomial regression methods. We find substantial skewness in the distribution of price changes, with the direction of skewness dependent on the sign of trade. We also find that the probability of larger price changes increases with volume, but only for trades that occur with longer durations. The distribution of price changes vary with duration primarily when volume is high.

One of the major limitations in addressing child malnutrition is lack of information that could be used to target resources. By combining demographic and health survey (DHS) and population census data, the author disaggregates the estimates of the prevalence of child malnutrition in Cambodia from currently available 17 DHS strata into 1,594 communes. The methodology is built on the small-area estimation technique developed by Elbers, Lanjouw, and Lanjouw. The author extends it to jointly estimate multiple indicators and to allow for a richer structure of error terms. Average standard errors for the commune-level estimates in this study were about 4 …

This Article utilizes recent controversy over Coca-Cola's alleged depletion of groundwater resources in India as a vehicle for exploring competing conceptions of global environmental governance and the role of private actors within them. Initially, it uses the Coca-Cola groundwater situation to identify core substantive and procedural meanings that lurk within the otherwise ingeniously ambiguous concept of sustainable development. While there is a very prolific literature showing that the regulation of insider trading is by and large ineffective when it comes to discourage individuals from trading on non-public information, almost no work has been done on whether insider trading regulation can be effective. This paper attempts to fill that gap by investigating whether the regulation of insider trading can be effective. First, we show why insider trading regulation cannot be effective. Second, we see to what extend the empirical studies are consistent with our analysis.

Recent media reports, commentators and editorials have raised questions about the growing trade deficit faced by Pakistan in the current fiscal year, as well as, about the rise in the absolute level of External Debt. In raising these issues a serious concern has been expressed about Pakistan’s ability to pay its external obligations and the impact on foreign reserves in the future. Alternatively, it is argued, that these obligations can be paid only by incurring higher debt from abroad and thus increasing debt burden.

The paper examines the economic and regulatory factors that led to an explosion in the wholesale power prices, supply shortages, and utility insolvencies in California’s electricity sector. A necessary first step in determining the lessons learned from the California electricity crisis is a diagnosis of its causes. Ireland's economic explosion created growing pains for industrial sectors of the Irish economy. Ireland’s continued willingness to diversify its neighborhoods will promote even greater economic prosperity. Furthermore, refugees will satisfy several of the economic demands of Ireland’s massively growing economy. Asylum seekers granted refugee status in Ireland will satisfy present labor shortages in Ireland. Also, these refugees will allow Ireland to establish an economic partnership with non-EU countries that have a propensity to export asylum seekers.

As rising health care expenditures focus government attention on slowing the growth, the pharmaceutical industry comes under increasing pressure to curb prices of ethical drugs. Pharmaceutical price regulations have been implemented in many countries to control pharmaceutical expenditures. Yet, creating innovative drugs requires enormous R&D costs, which in turn require adequate expected economic returns. Since price controls reduce profits and expected returns, as countries invoke stricter price regulations, firms will either move their R&D process into less regulated markets or move out of innovative R&D. We show that extrinsic or non-fundamental uncertainty influences markets in a controlled environment. This work provides the first direct evidence of sunspot equilibria. These equilibria require a common understanding of the semantics of the sunspot variable, and they appear to be sensitive to the flow of information. Extrinsic uncertainty matters when information flows slowly, as in a call market, but it need not matter when information flows quickly, as in a double auction where infra-marginal bids and offers are observable.

Despite the apparent abundance of land, agricultural land with a dependable growing period represents a fraction of the total land area in Ethiopia. Moreover, land degradation is extensive and severe1, particularly in the highlands above 1500 meters above sea level, which account for about 40 percent of the total land area but home for 90 percent of the total population and 70 percent of livestock. Heterogeneity In Returns To Schooling: Econometric Evidence From Ethiopia, Sourafel Girma, Abbi M. Kedir

The paper investigates whether returns to schooling in Ethiopia vary across the wages distribution of individuals. To do so it adopts an instrumental variables quantile regression framework that allows for both endogeneity of schooling resulting from unmeasured ability, and possible heterogeneity in the impact of schooling. The empirical estimates indicate that education contributes more to the earnings of the individuals at a lower end of the income distribution. Under the assumption that the wage and ability distributions are related, this result is consistent with the notion that education and ability are substitutes.

Using a unique individual level data on the membership of Rotating Savings and Credit Associations (ROSCAs) collected in 1994 from seven major urban centres in Ethiopia, we provide one of the few econometric tests of the economic theory of ROSCAs. In recognition of the heterogeneity of rosca types across space, we provide basic information about the characteristics of roscas in urban areas of Ethiopia. In addition, we use individual and household level data to describe the characteristics of both rosca participants and non-participants.
