Economic theory is subject to continual analysis. While theories themselves are sometimes widely accepted, nuances of theory are persistently scrutinized. Researchers have not isolated this debate from a simply theoretic standpoint. Empirical methods in microeconomics also provide a forum for disagreement. This dissertation studies two topics of microeconomic theory that are constantly in debate: integration and cost function estimation. From the standpoint of theoretical integration models in international trade theory, the concept of foreign direct investment is studied in both a horizontal and vertical setting. Post-communist transformations have been approached and interpreted differently by different academic disciplines and their respective subdisciplines. This paper provides a critical review of traditional and alternative views of changes in Central and Eastern Europe since the collapse of state socialism. In particular, it focuses on neo-liberal and neoclassical economic interpretations and neo-marxist state to private capitalism thesis as examples of traditional interpretations of post-communist transformations. Alternative views critically reviewed in this paper are based on evolutionary and institutional economics, the analysis of networks of economic embeddedness, the Marxist analysis of production processes, and regulation theory. State Enterprise Zone Programs: Have They Worked?, Alan H. Peters, Peter S. Fisher

Peters and Fisher evaluate 75 EZs located in 13 states to gain an understanding of the overall effectiveness of state enterprise zones. Faced with a paucity of data on EZs that could be used in standard economic analysis, the authors employ a hypothetical firm model in which they apply various EZ and non-EZ incentives to financial statements created for a set of "typical" firms. Observing the impacts of both types of incentives on firms' financial statements allow Peters and Fisher to predict the firms' resulting behavior. For state governments across the country, these are austere times. States are facing some of the worst budget shortfalls in decades, leaving legislators scrambling to bring revenues and expenditures into balance, while not upsetting their constituencies. In addition to changing economic conditions, a recent federal change granting accelerated depreciation to business threatened to eat up additional state revenue. A popular response from many states has been to decouple from the federal definition of income: i.e., not allow bonus depreciation for state taxes by moving away from the federal definition of income.

This paper accounts the development of an area deprivation index for two New England states, Connecticut and Maine. The index incorporates data from the 1990 U.S. Census. By applying methodology used in previous projects that created similar indices for area in Britain, an area deprivation index is created at the 5-digit zip code level for these two states in the year 1990. This project provides an example of how such a study can be applied to and completed in the United States. Contracting With Limited Commitment: Evidence From Employment-Based Health Insurance Contracts, Keith J. Crocker, John R. Moran

When an individual's health status is observable, but evolving over time, the key to maintaining a successful health insurance arrangement is to have the healthier members of the group cross-subsidize those who experience adverse health outcomes. We argue that impediments to worker mobility may serve to mitigate the attrition of healthy individuals from employer-sponsored insurance pools, thereby creating a de facto commitment mechanism that allows for more complete insurance of health risks than would be possible in the absence of such frictions. Using data on health insurance contracts obtained from the 1987 National Medical Expenditure Survey, we find that the …

In the city of Charleston, Illinois, home of Eastern Illinois University, there exist economic problems such as underemployment, potential for brain drain, and recent market failure in the retail industry. After being defined, the traditional role of EIU is expanded to include the promotion of economic development efforts in Charleston. An economic impact study shows EIU's influence on the local Charleston economy. It is concluded that with the establishment of an Office of Economic Development at EIU and the aid of local government and Charleston citizens, Eastern Illinois University may be able to reverse the effects of underemployment, potential brain …

The Promise And Pitfalls Of Using Imprecise School Accountability Measures, Thomas J. Kane, Douglas O. Staiger

In recent years, most states have constructed elaborate accountability systems using school-level test scores. However, because the median elementary school contains only 69 children per grade level, such measures are quite imprecise. We evaluate the implications for school accountability systems. For instance, rewards or sanctions for schools with scores at either extreme primarily affect small schools and provide weak incentives to large ones. Nevertheless, we conclude that accountability systems may be worthwhile. Even in states with aggressive financial incentives, the marginal reward to schools for raising student performance is a small fraction of the potential labor market value for students.

Hürthle cell tumors are rare thyroid neoplasms for which disease biology is poorly understood and diagnosis of carcinoma can be challenging. The aim of the study was to characterize molecular expression profiles of Hürthle cell tumors and to determine the clinical significance of identified phenotypes. Paraffin-embedded tissue cores of normal thyroid (n = 18), and histopathologically well-defined Hürthle cell adenomas (n = 27), Hürthle cell tumors of unknown malignant behavior (n = 7), and minimally (n = 14) and widely (n = 21) invasive Hürthle cell carcinomas were arrayed in triplicate on tissue microarrays. Financial development is vulnerable to social conflict. Conflict reduces the demand for domestic currency as a medium of exchange and a store of value. Conflict also leads to poor quality governance, including weak regulation of the financial system, thereby undermining the sustainability of financial institutions. Conflict therefore reduces the social return to financial liberalization and other financial-sector reforms. This paper presents a theoretical model integrating the effects of conflict and financial liberalization, and then tests the model on data for 79 countries. Recent studies suggest that the allocation of expenditures in education matters for growth. Public education spending in many transition economies, however, is often inefficient and inequitable with education outlays misallocated across sectors. This highlights the need for an assessment of the nature of education expenditures in these countries. This paper attempts to fill the gap in the literature by estimating the determinants of education expenditures in the Russian Federation. Results from panel data analysis show that revenue and the student-population ratio have a positive impact on education expenditures while the effect of population density is negative.
