Regional economic models have been challenged to incorporate with structural changes in the economy. Especially, when a structural change is sudden, unpredictable, yet extensive, such as damages from a natural disaster, conventional models can hardly confront such significant changes due to their assumption of incremental changes. Sequential Interindustry Model (SIM) is an extension of the input-output framework that enables to trace the production process and the path of the impacts. Five years ago, very few people would have believed that it was possible to end homelessness for the most marginalized Americans. Today, the idea that we can end the cycle of homelessness and institutionalization for vulnerable Americans is so mainstream that the Bush administration declared in its 2003 budget proposal that it considers “ending chronic homelessness in the next decade a top objective.” The key to this turnaround in thinking is supportive housing, an approach that is both smart and compassionate” according to a recent editorial in the New York Times. This paper examines the factors that favor Foreign Direct Investment ( FDI) in Bulgaria and recommends public policy changes that will enhance the international competitiveness of Bulgaria. Four factors that favor an increase in FDI in Bulgaria are clearly identified. First, although the economic environment is considered challenging compared to other countries in the region, Bulgaria enjoys political stability. Second, Bulgaria offers a low-cost, well-educated labor pool, although additional public investments in foreign language training may be needed. This paper explores the role of USAID-funded projects focused on the root causes of migration in the Northern Triangle as a U.S. immigration prevention strategy. Through analyzing the Empleando Futuros activity in Honduras and the Crime and Violence Prevention Project in El Salvador, I found that the projects followed an overly simplistic approach to migration based off of neoclassical economic theories of migration. When compared to alternate migration theories and empirical evidence from the region, I found that the individualistic and employment-based approaches utilized by these projects do not have the desired effect of majorly decreasing someone’s propensity to migrate …

As we think about endings, however, it is also useful to think about beginnings. That is what President Abraham Lincoln did in his Second Inaugural Address, delivered just five weeks before the surrender at Appomattox and his own assassination soon thereafter. All knew, he said reflecting sadly and thoughtfully on how the Civil War came about, that slavery was, "somehow," the cause. In fact, "somehow," however, lay puzzles, contradictions, and questions. The connections between slavery and the Civil War have concerned Americans ever since the events at Appomattox.

This article discusses the major influence that the information age has had on librarianship. Computer-related technology has changed the way librarians do their jobs, their duties and has created a whole new realm of opportunities for librarians. Data from the Library Journal annual salary surveys and the ALA Placement Center are included in charts and figures to track job market trends from 1985-2000. Issues such as salary, job mobility and education are also discussed.

Income Distribution Dynamics With Endogenous Fertility, Daniel L. Chen, Michael Kremer

Developing countries with highly unequal income distributions, such as Brazil or South Africa, face an uphill battle in reducing inequality. Educated workers in these countries have a much lower birth rate than uneducated workers. Assuming children of educated workers are more likely to become educated, this fertility differential increaases the proportion of unskilled workers, reducing their wages, and thus their opportunity cost of having children, creating a vicious cycle. A model incorporating this effect generates multiple stedy-state levels of inequality, suggesting that in some circumstances, temporarily increasing access to educational opportunities could permanently reduce inequality. South Dakota beef cow/calf producers who had completed a 2000 Standardized Performance Analysis were surveyed and interviewed to gain a better understanding of what personal characteristics and management factors may help determine profitability. Low, medium and high profitability categories were defined by calculating one standard deviation above or below a mean ROA. Producers were unaware of their profitability category at the time of the interview. Statistically significant differences were found in reference to the involvement of the operator in physical labor and management functions, and in the percentage of other family members involved in the management functions in the enterprise. …

I present a study of customer discrimination in the NBA by examining total annual attendance for all 29 teams for the five-season period from 1996 to 2001. Several previous studies have been conducted on this issue and seldom have found evidence of discrimination by measuring the racial composition of a team as the percentage of _white players on the roster. However, using this measure and several alternative measures of racial composition, I find that fans do discriminate against black players, and this discrimination occurs in a variety of ways. This paper discusses a regulatory plan known as asset-based reserve requirements. By examining the history of reserve requirements in the United States and of current regulatory proposals and practices, I argue that a system of asset-based reserve requirements may provide a useful, though not often considered alternative to the current structures of liability based reserve requirements and capital requirements. Required reserves based on assets provide the Federal Reserve with a powerful, versatile, and adaptable policy tool for monetary policy. We study the problem of how to allocate a set of indivisible objects like jobs or houses and an amount of money among a group of people as fairly and as efficiently as possible. A particular constraint for such an allocation is that every person should be assigned with the same number of objects in his or her bundle. The preferences of people depend on the bundle of objects and the quantity of money they take. We propose a solution to this problem, called a perfectly fair allocation. We establish the validity of an Edgeworth expansion to the distribution of the maximum likelihood estimator of the parameter of a stationary, Gaussian, strongly dependent process. The result covers ARFIMA type models, including fractional Gaussian noise. Competition for local economic development has increased dramatically in the past 20 years. This competition is in many cases extremely costly to states and communities, while the benefits are uncertain. If regions whose economic fortunes are complementary could work with instead of against one another, costs of competition could be eliminated, while returns to economic development investments could be enhanced. This paper presents a method by which the underlying spatial economic relationships among areas within a region can be identified.
