Group Lending Under Dynamic Incentives As A Borrower Discipline Device., Bruce Wydick

In recent years group lending has become an increasingly utilized tool for providing credit access to the poor in developing countries. Using empirical results from first-hand field research on Guatemalan borrowing groups, this paper develops a simple game-theoretic model of group lending. Results from the model show that through peer monitoring, the threat of group expulsion, and the safety net of intra-group credit insurance, group lending mitigates some risky investment behavior that would otherwise occur under an individual borrowing contract. The credible threat of social sanctions against group members who misallocate borrowed capital further reduces instances of such behavior.

Microenterprise Lending To Female Entrepreneurs: Sacrificing Economic Growth For Poverty Alleviation?, Michael Kevane, Bruce Wydick

This research compares the performance of female and male entrepreneurs in a microenterprise credit program in Guatemala. Previous research and field practice has suggested that targeting credit at female borrowers allows for more substantial increases in household welfare, but that male entrepreneurs may more aggressively expand enterprises when given access to credit. In this paper, we develop a model that shows that increases in value of home time during childbearing years for women may substantially account for gender differences in responses to credit access. Empirical results from Guatemalan survey data yield estimations consistent with the predictions from our model.

Social Norms And The Time Allocation Of Women's Labor In Burkina Faso, Michael Kevane, Bruce Wydick

This paper proposes that major determinants of allocation of women's time are social norms that regulate the economic activities of women. Our emphasis on norms contrasts with approaches that view time allocation as determined by household-level economic variables. Using data from Burkina Faso, we show that social norms significantly explain differences in patterns of time allocation between two ethnic groups: Mossi and Bwa. Econometric results show women from the two groups exhibiting different responses to changes in farm capital. Implications are that policies that foster changes in social norms may have more permanent effects on altering women's behavior.

New Anti-Merger Theories: A Critique, Edward J. Lopez

The purpose of this paper is to evaluate these new anti-merger instruments on the basis of economic theory and evidence. I first discuss how the economics of antitrust has developed over the years, with the intention of characterizing the intellectual inheritance of 1990s' antitrust regulators. Within this context, I then discuss each anti-merger instrument, how it has been applied in specific cases, and how it accords with underlying economic science. On the basis of these arguments, antitrust regulators should pause and reconsider the theoretical and empirical bases of applying unilateral effects and innovation markets to merger investigations.

This paper draws attention to the need for a gender analysis of the South African government’s proposed new policy on international migration, by identifying a number of areas of implicit gender discrimination. Such “discrimination by default” is of more than academic relevance, having important implications for national and regional development. Research undertaken by the Southern African Migration Project indicates a growing “feminization” of migration to South Africa from the Southern African region, as well as gender-specific motives and patterns of migration. The Southern African Migration Project (SAMP) notes the promulgation of an Immigration Bill in Government Gazette Vol. 416 (No. 20889) on 15 February 2000 and the invitation to submit comments. SAMP supports the Department’s contention, implicit in the gazetting of a new Bill, that the Aliens Control Act is an unacceptable instrument for the sound and effective management of migration. The rescinding of the Aliens Control Act and its replacement by a new Immigration Act is therefore a matter of highest priority. However, it is equally important that such legislation is not rushed; that it is constitutionally-sound, implementable and cost-effective. …

The Ethics Of Taxation, Fred Foldvary

The judgment of taxation by ethical standards requires a universally applicable ethic. Such an ethic, natural moral law, can be derived using the Lockean framework based on equality. By this universal ethic, persons have property rights in their bodies and lives, and thus in their labor. The taxation of wages and of products of labor are therefore morally wrong. The equality premise, combined with the Lockean proviso on land, leads to the conclusion that public revenues may be justly obtained from the rental benefit of natural resources. Authority is a relation that exists between individuals, in which one does as indicated by another what he or she would not do in the absence of such indication. With this as background, the article presents the ‘premodern’ notions of authority developed by Plato, Aristotle, Machiavelli, and Weber; and then the perspective given by Arendt, according to which these notions are grounded in an ontological tradition whose time has passed. Movement backwards and forwards across borders for work is often considered to be the primary form of unauthorized movement in Southern Africa. In southern Lesotho, a new and particularly dangerous form of two-way cross-border movement has become entrenched. This situation warrants the label “crisis”; a crisis which is devastating parts of the countryside in both Lesotho and the northern Eastern Cape Province of South Africa.

The theory of preferential trade liberalizations has traditionally focused on trade in final products rather than components and parts. It has also seen such agreements in the main as trade agreements, although its insights have been applied successfully to the creation of Europe's Single Market, the so-called "Europe 1992" project. It has tended as well to focus on agreements involving countries at relatively similar stages of economic development.
