Economic policies are set and forecasts are made based on data that policymakers and forecasters have available to them. But such data are often revised — at times significantly. As a result, when policies and forecasts are viewed from the perspective of today's data, they may not seem sensible. Recognizing this problem, the Research Department at the Philadelphia Fed created a real-time data set so that economists today have the same data that were available to policymakers and forecasters in the past. The birth of Bank Islam Malaysia Berhad (81MB) in 1983 symbolized the Malaysian Government's initiative in establishing an Islamic banking system. After 17 years of operation in a market mainly dominated by conventional banks, 81MB has still unable to achieve its target of capturing a significant portion of th is market. In this paper, the writer tries to observe the main differences between the conventional and Islamic banking system Malaysia in relation to loan repayments. Credit Scoring For Microfinance: Can It Work?, Mark Schreiner

Journal of Microfinance / ESR Review

In rich countries, lenders often rely on credit scoring--formulae to predict risk based on the performance of past loans with characteristics similar to current loans--to inform decisions. Can credit scoring do the same for microfinance lenders in poor countries? This paper argues that scoring does have a place in microfinance. Although scoring is less powerful in poor countries than in rich countries, and although scoring will not replace the personal knowledge of character of loan officers or of loan groups, scoring can improve estimates of risk. Global games are games of incomplete information whose type space is determined by the players each observing a noisy signal of the underlying state. With strategic complementarities, global games often have a unique, dominance solvable equilibrium, allowing analysis of a number of economic models of coordination failure. For symmetric binary action global games, equilibrium strategies in the limit (as noise becomes negligible) are simple to characterize in terms of ‘diffuse’ beliefs over the actions of others. We investigate firms’ incentives for cost reduction in the first price sealed bid auction, a format largely used for procurement. A central feature of the model is that we allow firms to be heterogeneous. Though private value first price auctions are not games with monotonic best responses, we find that for comparative statics purposes they behave like these games. In particular, firms will tend to underinvest in cost reduction because they anticipate fiercer head-on competition. Using the second price auction as a benchmark, we also find that the first price auction will elicit less investment from market participants. Moreover, both …

Recruiting recent retirees to relocate from elsewhere has become an important economic development strategy in an increasing number of states. State governments have planned or enacted a variety of tax and fee incentives to lure retirees. The objective of this paper is to determine whether states can, in fact, influence the retirement destination of elder households using fiscal tools. To estimate the determinants of retiree location decisions we have developed an extensive data set on county attributes, and a methodology for estimating an individual-level discrete-choice model for a very large number of potential locations. Using panel data on U.S. MSAs, this paper estimates how a typical MSA's wages of different demographic groups, and prices, are affected by overall MSA unemployment, the distribution of unemployment among different groups, and national prices and wages. MSA unemployment has strong effects on MSA wages and prices, but the distribution of unemployment among different groups has weak effects on wages and prices. Using these estimates, simulations show that targeting high-unemployment groups for unemployment reductions will not reduce wage or price inflation pressures. Skills shortages limit economic growth. Tight labor markets in the United States have highlighted for policy–makers the problems that skills shortages create for the economy. Yet, it is difficult to document and respond to skills shortages. No single, direct measure identifies a skills shortage. Identification requires multiple economic indicators. When skills shortages are identified, prescription of responses to alleviate shortages is equally problematic. Selection of investment in training as one response requires that other factors affecting labor supply and price must be ruled out as contributing causes of shortages.

This paper analyses problems associated with adapting the system of continuing vocational education (CVT) to the rapidly changing Swedish labour market. The key question asked in the paper is how CVT is going to adapt to a labour market characterised by a growing ITeconomy. The paper also presents empirical data from the pilot project in Sweden called Advanced Vocational Education. AVE is a new form of post-secondary education designed to meet changing technology and skill requirements. The paper concludes that AVE is a step in the right direction in decreasing the gap between demand and supply.

We examine job duration patterns for evidence of health insurance-related job lock among chronically ill workers or workers with a chronically ill family member. Using Cox proportional hazard models, we allow for more general insurance effects than in the existing literature to indicate the impact of health insurance and health status on workers' job durations. We use data for workers in Indiana predating the Health Insurance Portability and Accountability Act (HIPAA) to examine the potential impact of HIPAA on job mobility. Chronic illness reduced job mobility by about 40 percent among the workers in our sample who relied on their …

This paper examines the career concerns of security analysts using long histories of their earnings forecasts, job separations and stock coverage assignments. Our findings include the following. Relatively good (accurate) past forecast performance increases the probability that an analyst moves from a low status to a high status (large, prestigious) brokerage house, while relatively poor past forecast performance leads to movements down the brokerage house hierarchy. High status brokerage houses are more likely to discharge an analyst for poor past forecast performance than other houses. The electronic mail game of Rubinstein (1989) showed that a lack of common knowledge generated by faulty communication can make coordinated action impossible. This paper shows how this conclusion is robust to having a more realistic timing structure of messages, more than two players who meet publicly but not as a plenary group, and strategic decisions about whether to communicate.
