This paper seeks to characterize empirically achievable limits for time series econometric modeling. The approach involves the concept of minimal information loss in time series regression and the paper shows how to derive bounds that delimit the proximity of empirical measures to the true probability measure in models that are of econometric interest. The approach utilizes generally valid asymptotic expressions for Bayesian data densities and works from joint measures over the sample space and parameter space. A theorem due to Rissanen is modified so that it applies directly to probabilities about the relative likelihood (rather than averages), a new way …

One approach to representing knowledge or belief of agents, used by economists and computer scientists, involves an infinite hierarchy of beliefs. Such a hierarchy consists of an agent’s beliefs about the state of the world, his beliefs about other agents’ beliefs about the world, his beliefs about other agents’ beliefs about other agents’ beliefs about the world, and so on. (Economists have typically modeled belief in terms of a probability distribution on the uncertainty space. Growing consensus on the accelerated greenhouse effect indicates that potential increases in both sea levels and tropical storms will pose problems for atoll states, especially Tuvalu. Land areas and water supplies may be threatened by coastal erosion, depleting agricultural and fisheries potential. Tuvalu’s economy is limited and partly reliant on aid and remittances whose sustainability is uncertain. More than a third of the population now lives in overcrowded conditions in the urban center of Funafuti. Population growth has accelerated since independence, despite attempts to implement a population policy, while opportunities for temporary or permanent emigration have not increased. The purpose of the research described in this report is to produce an econometric model of the Upstate New York economy and two metropolitan areas within it—Albany and Syracuse. The model is intended to satisfy three main criteria. First, the model should be capable of capturing the dynamic nature of the local economy. This simply reflects the widely held belief that the local economy’s response to various external forces and policies is unlikely to be immediate. As state and local governments have devoted a rising share of their resources to crime-related programmes, concerns have arisen that spending on other programmes such as education will fall. Coupled with growing public concerns over performance of the public education system, and expectations that prison populations will rise as states pass and enforce more stringent sentencing laws, it is not surprising that some view the expansion of crime-related programmes as troublesome. Tax Incidence Under Oligopoly: A Comparison Of Policy Approaches, Stephen F. Hamilton

This paper presents a methodological approach for the analysis of tax incidence that encompasses familiar forms of taxation in a general and analytically convenient model. In oligopolistic industries, the performance of a tax depends on the sensitivity of the unit tax rate to changes in industry output. Output-elastic tax schedules are less likely to be over-shifted and have superior welfare properties relative to regulatory instruments that are less responsive to the equilibrium market quantity. For revenue neutral tax reforms, the finding of Delipalla and Keen (1992) that ad valorem taxes welfare-dominate specific taxes under oligopoly is derived as a special …

Demand Shifts And Market Structure In Free-Entry Oligopoly Equilibria, Stephen F. Hamilton

This papers examines the structural implications of demand shifts in free-entry oligopoly equilibria. The model generalizes the conjectural variations framework to consider asymmetric firm conjectures, allows for the possibility of cost differences across firms, and endogenizes conditions of entry and exit in the industry. In non-competitive environments, changes in incumbent output and industry profitability are inversely-related to changes in the equilibrium price following a demand shift. In response to rotations of demand through the equilibrium point, changes in profitability are positively-related to changes in industry concentration and, when marginal costs are non-decreasing, inversely-related to changes in market power.

When the asset market is incomplete, competitive equilibria are constrained suboptimal, which provides a scope for pareto improving interventions. Price regulation can be such a pareto improving policy, even when the welfare effects of rationing are taken into account. An appealing aspect of price regulation is that it that it operates anonymously on market variables. Fix-price equilibria exist under weak assumptions. Such equilibria permit a competitive analysis of an economy with an incomplete asset market that is out of equilibrium. Arbitrage opportunities may arise: with three or more assets actively traded, an individual may hold an arbitrage portfolio at equilibrium. …

Previous studies of the macro-economic determinants of welfare caseloads have had difficulty in explaining changes in welfare caseloads during the last decade or so using the simple macroeconomic measure of unemployment. Because welfare recipients will typically get entry-level jobs, employment variables that are closely related to job vacancies, such as employment growth, are also important in determining welfare caseloads, as we show empirically in this study. Recognizing that welfare recipients face more substantial barriers to employment than those who typically have more education and skills, we constructed several macro-economic variables that reflect the education requirements of industries and the predominance …

In this paper we attempt to construct a money demand function for Egypt, as determined by income, interest rate and inflation. The exercise was performed on quarterly data (1980:4 to 1996:4), but since a representative activity variable is not available at any frequency higher than annual, we had to generate quarterly GDP series assuming an ARIMA process. DF and ADF tests for stationarity and the ratio­-to-moving average test for seasonality were pe1formed, while the HEGY procedure was used to confirm the results of the simpler procedures.
