In July 1945, Vannevar Bush wrote the treatise that outlined federal science policy for the next 50 years: Science - The Endless Frontier. Given that the government had not financed in any significant way any non-agricultural research prior to WWII, Bush's report fundamentally altered the federal government's approach to scientific research. The report also strongly influenced the congressional decision to establish the National Science Foundation. Nevertheless, federal government did not implement Bush's policy recommendations, and today there is a shortness of vision to science policy planners. In an incomplete asset market, firms assign values to investment plans by projecting their payoffs on the span of the payoffs of marketed assets; equivalently, firms employ the Capital Asset Pricing Model. This is a criterion that does not require firms to possess information, such as the marginal valuation of revenue across date – events by shareholders, which is not observable; rather, it is based on information revealed by the prices and payoffs of marketed assets. Under standard assumptions, competitive equilibria exist. We provide second order theory for a smoothing-based model specification test. We derive the asymptotic cumulants and justify an Edgeworth distributional approximation valid to order close to n -1 . This is used to define size-corrected critical values whose null rejection frequency improves on the normal critical values. Our simulations confirm the efficacy of this method in moderate sized samples

The last three decades have been a time of transition for the economy of Onondaga County. After its poor performance in the 1970s, it rebounded during most of the 1980s. Since then the county economy has stagnated and even declined in key sectors. This report probes behind these aggregate trends to shed light on the nature of the changing county economy. To put these trends in perspective, the county's performance is compared to that of other metropolitan areas and regions in New York State and several fast growing metropolitan areas in the South. In 1950, he joined the economics department at Yale University, and he has largely remained at Yale and has been identified with this institution throughout his career. This paper examines forecasting activities among Medicaid agencies in the fifty United States, Washington, D.C., and five U.S. territories (American Samoa, Guam, Puerto Rico, Northern Mariana Islands, and Virgin Islands). Most frequently, studies of state or local forecasting practice focus on revenue forecasting. There are several reasons why comparison of state Medicaid forecast practice may be better than comparison of state revenue forecasting practices. First, there is no consistent reporting of state revenue estimates. States make forecasts when it suits them and report them in a manner that is satisfactory to their governors or legislatures. The existing evidence on the volume effects of exchange rate risk and exchange rate regime choice is examined. The analysis involves estimating the effects of cross-country differences in exchange rate regime on export and import elasticities using a continuous measure of the degree of exchange rate flexibility. It is argued that risk for firms involved in international trade tends to decrease with greater exchange rate flexibility. In formulating our hypotheses we argued that the cross-country variation in U.S. export elasticities with respect to the real exchange rate and foreign GDPs is primarily attributable to the cross- country variation in bilateral …

The economy of the nation (and of the South) in pre-Civil War times has attracted much attention. This project furthers work already completed by many professional historic economists by forming smaller regions within the South and analyzing these sub-economies. County-level 1860 Census data (agricultural data) was used to group counties into six major crop regions. The agricultural output for these regions was calculated in terms of gross farm product, transformed by a method previously employed by several economic historians. My thesis investigated the implications associated with the increasing numbers of investor-owned hospitals in America's hospital market. Traditionally, most hospitals have been non-profit, and I wanted to analyze whether the drive for profits would compromise the care that hospitals provide to their patients. I studied the differences and similarities between non-profit and for-profit ownership types in three key areas: quality, access, and efficiency. I discovered through my research that the differences between the two ownership types are becoming increasingly difficult to identify. I concluded that for-profit hospitals have created a more competitive environment, and this increased competition will help keep …
