This year's Veblen-Commons Award recipient, Seymour Melman, has warned that the laws and decisions allowing and encouraging the spread of cost-plus contracts have diminished productive capacity, increased production costs, created unearned profits, and weakened democratic institutions [Melman 1983, 1993]. The concern of this paper is the political organization of the Central Interstate Low-Level Radioactive Waste Compact (CIC) and the cost-plus contract system that it proposes to use in establishing a low-level radioactive waste (LLRW) facility. Financial data is compiled from financial statements and balance sheets, which are designed to meet legal and administrative requirements rather than economic analysis needs. The Finance and Accounts Department prepares the CBN accounting balance sheet data for the Research Department to compile the CBN analytical accounts. However, major revisions were made due to imprecise definitions, improper classification, inadequate sectorization, inaccuracies, irregular valuation procedures, and errors in data compilation on foreign assets. The Computer Services Department uses high-level computing to generate both summary and detailed analytical balance sheets based on the end-month BANKOS 302 of the CBN, Lagos branch. This note shows that there are monetary equilibria in the model of overlapping generations that are in the core. Some equilibria have positive stocks of outside money in every generation. These equilibria are thus self-enforcing, and introducing money into an economy need not be tantamount to contriving a new social institution designed to enforce sequential contracts.

Our fiscal process divorces payment from use. While this divorce has led many analysts of government to separate discussion of public expenditures from their funding, or use from payment, we argue that this approach does not provide a useful framework for understanding our public choices. We argue that it is the divorce of payment from use that underlies our fiscal process and, rather than simply 'dismiss out of hand ' study of our fiscal process, it should be an integral part of our study of government. Our framework for describing fiscal institutions indicates how our fiscal process invites rent-seeking because …

This paper establishes the asymptotic distribution of extremum estimators when the true parameter lies on the boundary of the parameter space. The boundary may be linear, curved, and/or kinked. The asymptotic distribution is a function of a multivariate normal distribution in models without stochastic trends and a function of a multivariate Brownian motion in models with stochastic trends. The results apply to a wide variety of estimators and models. Examples treated explicitly in the paper are: (1) quasi-ML estimation of a random coefficients regression model with some coefficient variances equal to zero, (2) LS estimation of a regression model with …

The market portfolio (world portfolio) is in one sense a least important portfolio to provide to investors; there is always a better portfolio for social planners to make available to them. In a J -agent one-period stochastic endowment economy, where preferences are quadratic, the market portfolio is never spanned by the optimal markets a social planner would create. With identical preferences, the market portfolio is orthogonal to all J - 1 portfolios which achieve a first best solution. The relationship existing between the Emperor group of companies and the government of Fiji is examined over a forty-year period. During a substantial part of this time the company has been subsidized by the state. Focus is on one particular period, beginning in the early 1980s when the company received taxfree status for its gold-mining operations in Fiji. The study attempts to quantify the value of subsidies offered to Emperor Mines Limited under the terms of the Vatukoula tax agreement between the state and the mining company. Do Pacific Islanders In The United States Hold “Good” Jobs?, Dennis A. Ahlburg

Pacific Studies

In the 1980s, the quality of the jobs held by Pacific Islander householders generally improved, while job quality declined for the average American householder. The factors that improved the economic position of a Pacific Islander household--education, work experience, and good English language skills-- were the same as those that improved the position of other households in the United States. Over the decade, Pacific Islander householders generally acquired more of these productive attributes, which helped them to find employment, get access to better jobs, and increase their earnings.

We get to first discuss and explain all the terms that were to be used in the dissertation. After the explanation of the terms, the water scarcity of the region is carefully compared with the rest of the world. Once the seriousness of the subject is established we look into the problems one by one, country by country. In this dissertation the Middle East has been divided into the following groups:

Short-Term Employment Persistence For Welfare Recipients: The "Effects" Of Wages, Industry, Occupation And Firm Size, Timothy J. Bartik

Upjohn Institute Working Papers

Using data from 13 years (1983-95) of the March Current Population Survey, this study examines how the types of jobs held by welfare mothers during the preceding year affects their employment and earnings at the time of the March interview. The estimates suggest that the wages of last year's job affect current employment and earnings, but the effects of wages are more modest than might be expected. The industry and occupation of last year's job make a great deal of difference, with industry being more important than occupation. The industries with the most positive effects on current employment are hospitals …

From Manual To Electronic Road Congestion Pricing: The Singapore Experience And Experiment, Sock-Yong Phang, Rex S. Toh

This study reviews the efforts of Singapore to curb road congestion through restraints on motor vehicle ownership as well as user fees. In particular, it traces the history of the famous Area Licensing Scheme (ALS), and then discusses its shortcomings, also the need for Electronic Road Pricing (ERP), its advantages and disadvantages and the technology involved in this state of the art system. This paper identifies important research questions to be addressed in connection with the first full-scale adoption of ERP.
