Privatization and private sector development have been primary methods of development throughout Uganda and Africa for the last 20 years. These two valuable tools, however, have been plagued by corruption as many former State Owned Enterprises are being divested into the pockets of political cronies and influential foreigners. If State Owned Enterprises were instead divested amongst a broad section of the population, local entrepreneurs with limited capital could participate in the privatization process. The Batwa are an indigenous people living throughout areas of central equatorial Africa. In Uganda, they constitute a small minority and live in parts of the West and Southwest, primarily in the districts of Bundibugyo, Kabale, Kisoro and Kanungu. This study was conducted in Kisoro District and the data deals primarily with the Batwa that live there. Many of the Batwa’s ancestral homelands were declared national parks in 1991. The Batwa were forced to leave and were given no compensation. As a result, many of them are now squatters and have been forced to beg for a living. Several organizations …

In the past two decades, the rise of Post-Development theory has witnessed the questioning of the core assumptions of development. Post-Development theorists point to the failures of “development” to create significant decreases in poverty or inequality worldwide. Meanwhile, other theorists call for radical transformations of conventional practice. This paper employs a political economy approach to investigate Law No. 20.026 of June 2005, the so called Royalty II. The paper starts with an analysis of the economic theory that justifies royalties including an investigation of classical rent theory. The paper then analyses the impacts of the new law within that framework, concluding that the law has increased tax collection in Chile and has not significantly damaged the investment climate. In fact, it is probable that Chile could impose a more stringent royalty without damaging competitiveness. This investigation examines the emergence of the MTD-La Matanza as part of the larger political movement of “piqueteros” in the mid-Nineties, the division and neutralization of this movement by the Government’s “Planes Trabajar,” and the resulting transformation of the MTD-La Matanza to a self-managed cooperative. This study investigates the process by which the Omani-American Free Trade Agreement was so quickly agreed upon between Omani and American negotiators. By interviewing the major government officials involved in the architecture of the agreement, and by examining the role of other institutions and interest groups that are typically involved in the process in the US, the author demonstrates how very narrow the policy-making arena in Oman is. It evaluates the impact of micro-credit, investigates the challenges the micro-credit programs have to confront, and suggests some potential improvements. In a qualitative analysis the following conclusions have been reached: the micro-credit is very limited in scope, it is not focused on really poor people, and neither has it been effective in helping the beneficiaries it has had to grow.
