This paper recognizes the constraints imposed l7y the weak rural infrastructure base in Lagos State given the swampy/riverine nature of her landscape and notes the dim prospects for overcoming them through public investments alone. Although the study recognizes that rural infrastucture is a public good, several cases are cited to show that private sector initiatives in the provision of rural infrastructural facilites and services can be successful. Among the financing mechanisms for infusing private sector capital into rural infrastructure building include rural development levies, strengthening of rural financial markets and special aids/grants from private and non-governmental agencies. Policies that attract foreign private investment (FPI) have become the focus of considerable attention in many developing countries particularly since the beginning of the debt crisis in the 1980s. As part of Nigeria's strategy to stimulate foreign investment, the Federal Government of Nigeria established the Industrial Devel,opment Coordinating Committee (IDCC) in 1988 as a one-stop agency for facilitating andattractingforeign investment inflow. A study was initiated by the Research Department to assess the role of IDCC so far in stimulating the desi,:ed level of foreign investment in Nigeria. In this econometric revisitation of inflation in Nigeria, an extensive review of the literature and evidence has been attempted culminating in a specification of the various alternative hypotheses on the causes of inflation. While not ruling out the validity of several theories of inflation in the Nigerian situation, empirical evidence indicates that increases in real domestic produce or supply situation, especially food, and law cost of production of consumables, tended to ameliorate inflation. This paper reviews the fertilizer subsidy scheme in Nigeria. Using descriptive statistics and econometric methods, the study shows that farmers' access to fertilizer has improved since the commencement of the subsidy scheme in 1976 and the direct involvement of the Federal Government in the procurement and distribution of the input. This also coincided with the period when remarkable improvements were recorded in the yield of virtually all the major crops, especially staples. The Nigerian economy was in a deplorable state prior to the introduction of various policy and structural reforms in 1986. During the period of oil boom (1973-80), the production and consumption patterns in the country became import- dependent. With the collapse of oil prices in mid-1981, a foreign exchange crisis emerged. Foreign exchange earnings declined from US $25.9 billion in 1980 to $7.2 billion in 1986 with adverse consequences for the economy. The industrial sector recorded modest improvement in the fourth quarter of 1990. At 262.8 (1972=100), the index of industrial production showed increases of 7.8 and 4.2 per cent over the levels in the third quarter of 1990 and the fourth quarter of 1989, respectively. The improvement was attributed largely to illcreases of 7.2 and 3.6 per cent in mining and manufacturing output, respectively. Electricity consumption index, on the other hand, fel] below the level in the corresponding quarter of the previous year by 1.7 per cent.

Activity on the capital market w~ mixed and varied during the fourth quarter. The tempo of activity in the new issues market was very high in contrast'-to developments in the secondary market. The number of stockbroking firms increased from 76 in the third quarter to 80 in the fourth quarter of the year. Also, the unit trust scheme was launched during the quarter. Both the primary and secondary segments of the money market were quite active during the quarter. Total money market instruments outstanding increased substantially while the volume of rediscounts also increased appreciably.

The retail price of some selected consumer items in the Lagos Area rose marginally during the fourth quarter of 1990. The report of the survey conducted by CBN revealed that the prices of 37 out of the 69 commodities sampled increased when compared to their levels in the preceding quarter. Overall, the index of consumer prices was 2238 (1975=100), representing an increase of 2. 7 per cent over the level in the preceding quarter and 6.8 per cent when compared to the corresponding quarter of 1989 (see Table 1). The external sector came under more severe pressure during the fourth quarter of 1990. This was attributed to developments in both foreign exchange receipts and outpayments. While foreign exchange receipts declined by 9.1 per cent, outpayments rose by 23.4 per cent from their levels in the third quarter. There was a renewed optimism during the quarter that substantial growth in output could occur during the year, if the improvement in weather conditions and production environment was sustained. Available data showed that average monthly rainfall during the quarter was 177.53mm, representing a substantial rise over the 15 .4mm of the preceding quarter (which experienced an unusually prolonged dry spell) and about 18.3 per cent over the level of 150.1mm in the corresponding period of 1988. The results obtained from the price surveys of selected consumer items in the Lagos Area during the second quarter of 1989, indicated an upward movement in the prices of most of the items sampled. While some items recorded modest price declines below the level in the first quarter of 1989, these declines were not enough to offset the increases noticed in all the component price indices. Most of the traders interviewed during the surveys attributed the increase in prices mainly to rising costs of production inputs, and transportation as well as excess demand pressures on agricultural commodities.
