Since the passage of the Veterans Readjustment Act of 1952, private accrediting agencies have held the purse strings to all federal student aid. Today, six regional accrediting agencies and ten national accrediting agencies act as the gatekeepers of these federal monies. No college or university can access federal funds without receiving the imprimatur of one of these recognized accrediting agencies. Proponents of the current system of accreditation argue that the framework presently in place ultimately benefits both students and the public at large by fulfilling quality assurance and information signaling functions. A large body of literature finds that the energy sector is important to economic growth and development. The production of energy has negative environmental impacts, however, which has resulted in the sector being highly regulated. While several studies examine the effect of particular regulations on the energy sector, in this study we use the recently developed measure of regulation called RegData to estimate the impact of federal regulations on the energy sector. We employ a panel ARDL model to find an inverted U-shaped relationship between federal regulations and U.S. energy sector output. Federal regulations appear to increase energy sector outputs …

This paper explores the relationship between episodes of contaminated drinking water and health care expenditures in the United States. The analysis relies on panel data from the 48 contiguous states from 2000 to 2011. We use the population served by public water systems that violate health-based standards of the Safe Drinking Water Act as a proxy for contaminated drinking water. We estimate spatial and non-spatial models and control for factors that may affect per capita health care expenditures including variables that reflect air quality violations along with ability to pay plus demand for and supply of health care services. Abstract: Local politicians and team owners frequently argue that the public financing of stadiums is important for local economic development. The sports economics literature, however, has largely found that new professional sport facilities do not generate any new net economic activity. We provide context to this literature by exploring the public choice in the public financing of stadiums. In 2016, San Diego had two ballot measures related to the San Diego Chargers. A growing literature documents the presence of appearance premia in labor markets. We analyze appearance premia in a high-profile, high-pay setting: head football coaches at bigtime college sports programs. These employees face job tasks involving repeated interpersonal interaction on multiple fronts and also act as the “face” of their program. We estimate the attractiveness of each employee using a neural network approach, a pre-trained Convolutional Neural Network fine tuned for this application. This approach can eliminate biases induced by volunteer evaluators and limited numbers of photos. We also use this approach to estimate the perceived aggressiveness of each employee based …

Income, economic freedom, and corruption interact in complex ways as all three variables are arguably endogenous. We explicitly model this endogeneity using a panel VAR framework. The pVAR models we estimate are able to explicitly model this endogeneity better than the single-equation panel data models previously used in the literature. Using data on corruption and income from the World Bank and economic freedom from the Fraser Institute, we provide evidence that corruption and the absence of economic freedom have a negative effect on national income.

Geographic Determinants Of Infant Health: The Impact Of Sports Facility Construction Projects, Brad Humphreys, Jane Ruseski

Economics Faculty Working Papers Series

A large body of research examines determinants of infant health outcomes but little examines geographic variation generated by exogenous economic shocks. Linking birth data from the CDC Natality files to counties building new facilities from 1995-2002, we find that sports facility construction projects generate local negative externalities. Infants born during facility construction periods have lower birth weights than infants born in comparable counties where no new facility opened. Maternal prenatal health visits also fall in the post-facility-opening period. Mechanisms for this impact include local airborne particulate matter and reduced provision of government services affecting prenatal health.

In particular, it analyzes the direct and indirect effects to and from public libraries, on different issues such as charitable donations, labor market outcomes, institutions and technical efficiency. Chapter 1 discusses the economics of public libraries and its relevance. In addition, it provides an outline of the dissertation and its main contribution to the literature. The first chapter proposes a nonparametric test of significant variables in the partial derivative of a regression mean function. The test is constructed through a variation based measure of the derivative in the directions of the significant variables, with the derivative estimation through a local polynomial estimator. The test is shown to have the asymptotic null distribution and demonstrated to be consistent. The chapter further proposes a wild-bootstrap test, which exhibits the same null distribution regardless of whether the null is valid or not. Compared to a non-spatial economic model, a spatial model relaxes the assumption of independency in observations. Previous research has found impulsive decision-making to be a core component of addiction (Moody, Franck, Hatz, & Bickel, 2016). One way to measure impulsive choice is through the use of a delay discounting task. The delay discounting task provides a way to measure choice of immediate, smaller rewards compared to delayed, larger rewards (Odum, 2011b). An emerging area of research in addiction science is the intersection of addiction and sexual health. The first chapter studies a varying coefficient panel data model with different smoothing variables and fixed effects using a two-step estimation approach. The first-step pilot estimator is constructed by ap- approximating the varying coefficients with B-spline functions. The pilot estimator is then used to perform a one-step backfitting to obtain the second-step efficient estimator with kernel local linear estimation. The second-step estimator is efficient in the sense of being equivalent to a procedure knowing the other components of the varying coefficient. This dissertation explores questions related to consumer services using Yelp data from the Phoenix area. Chapter 1 explores competition. Competition is a key feature of the market process assumed to improve market outcomes. But how strong is the relationship between competition and positive consumer experiences, and how does the relationship vary across space? This chapter explores these questions by exploiting Yelp data from thousands of restaurants in the Phoenix area. After controlling for restaurant characteristics, census tract level demographics, census tract fixed effects, and sub-industry fixed effects, the results are consistent with spatial competition positively affecting consumer experiences. Essay 1 explores whether multiple reference points can affect individuals behavior using data from professional figure skating competitions. Professional sports facilities and teams generate local amenity flows in cities that may affect property values. Previous research shows evidence of important positive and negative local amenity flows based on case studies of changes in residential property values in specific cities. We analyze changes in residential property values in Oklahoma City over a period, 2000 to 2016, where both temporary and permanent exogenous shocks to local sports-related amenities occurred. At the present time, U.S. regional economic development policies tend to be focused on sectors, infrastructure, human capital, innovation capability, or to be problem oriented, and only a few programs can be described as being place-based. In this paper, we are looking at major federal regional development programs to deduce their combined implicit place-based goals and objectives. Because the U.S. seems to be relatively unique among OECD countries in its scant use of place-based policies, we compare the United States to, in particular, Canada to gain further insights into the reasons for and potential effects of such policy differences.
