The structure of school finance regimes in the United States has been a subject of much political and legal debate over the past three decades. Court rulings have required many states to restructure school financing methods in order to pursue some concept of equality. Achieving equality of spending is, of course, a simple matter. Developing a funding mechanism that provides for equality of educational opportunity. however, is difficult since such a system, by definition, must allow for cost differences across schools and districts.

As global warming migrates ecosystems toward the poles, the result has been a change in the distribution of ecosystem types and the productivity of ecosystem as well. Similar to other natural resources, forests are also potentially affected as ecosystems move toward the poles. The contingent valuation method (CVM) is used to evaluate the minimum compensation landowners require to forego production on farm riverbanks areas. The elicitation format used in the survey is a yes-no participation question followed by an open-ended question.

Chapter 2 presents the results of the survey. The Heckman approach is used in the econometric analysis to take care of the self-selection problem arising with this formatting of the questions. Degradations of the rangelands is very common around the permanent settlements of the central rangelands of Somalia. This degradation is attributed to overstocking resulting form the fact that the rangelands are communally owned and herders are ignoring the shadow value of the forage. Information about the optimal herd size would help halt the rangeland degradation.

A vast literature has investigated the returns to investment in agriculture research and generally found extremely high rates of return. These results suggest policymakers would do well to maintain or increase resource allocation to public agricultural research. Remarkably little attention has been paid, however, to the issue of how best to allocate public agricultural research funding between competing research areas and organizations. This paper considers the relative returns to alternative uses of public agricultural research funds committed to the agricultural experiment stations of 10 western states of the United States over the years 1967-91. Household Valuation Of Curbside Recycling, David M. Aadland, Arthur J. Caplan

This paper looks at the willingness to pay for and participate in a curbside recycling program based on a survey of 401 residents in Ogden, Utah. Modifying the Cameron and James (1987) econometric model to fit ordered-interval data, we estimate that the mean willingness to pay for curbside recycling is $2.05 per month, and that 72% of the residents would willingly participate in such a program. Furthermore, females, young people, college-educated, those currently recycling without monetary reward, those regarding recycling as beneficial to the community and nation, and those with relatively high incomes are willing to pay the most for …

This study investigated the existence of impacts on per capita incomes from the designations of wilderness areas. It developed one model to explain county-level per capita incomes in the six western states of Utah, Colorado, New Mexico, Arizona, Idaho, and Wyoming. This model examined effects of various factors believed to affect incomes, such as the industry mix of an economy, population densities, unemployment rates, government expenditures, and the existence of colleges, Indian reservations, and wilderness areas.

The analysis indicated that per capita incomes in these states did not fall by an increase in wilderness lands. In fact, counties in Utah, …

Without the vigilance of the Justice Department and the Federal Trade Commission, so the argument goes, giant corporations would ruthlessly destroy their smaller rivals and soon raise prices and profits at consumers’ expense. But antitrust has a dark side. Opposition to mergers, though in theory based on worries that competition may be impaired, often in practice comes not from consumers whose interests antitrust is supposed to defend, but from competitors faced with the prospect of a larger, more aggressive rival. County governments cannot assess property taxes on federal land, yet local governments are required to provide similar services as they do on all other areas of the county. Federal government payment programs have been implemented to compensate county governments for the expenditures incurred due to federal land.

In the mid-1960s, the Public Land Law Review Commission implemented and completed a study which analyzed whether selected individual states and counties were being compensated for the expenditures incurred on federal land. This dissertation examines the role of foreign aid in economic growth and development of Jordan. The flow of foreign capital takes two main forms: private foreign investment, mostly foreign direct investment by large multinational corporations, and public development assistance (foreign aid) from both individual national governments and multinational donor agencies. The distinguishing characteristic of foreign aid is the concessional element. In this dissertation, recent techniques and advances in time-series analysis are used in the empirical section of Chapters 2 and 3, i.e., vector autoregression (VAR), impulse response functions, and variance decompositions. Efficiency in public education is a significant issue in the United States. Nationwide, real expenditure per student increased 8% per year between 1960 and 1993, but output as measured by standardized test scores has not increased and in some cases (i.e., the verbal SAT [Scholastic Achievement Test] score) has declined. One explanation is that resources are not being utilized efficiently either in the technical or allocative sense. Also, the issue is important because substantial savings are possible by consolidation of schools and/or districts.

In this dissertation, we provide empirical assessment of government involvement in economic activities. This assessment is done within the framework of a two-part strategy. In the first part, we evaluate the effects of the government size on the overall rate of economic growth of a group of 30 developing countries. Taiwan is one of the four smaller Asian economies. Before 1960, Taiwan pursued industrialization policies by limiting imports of manufactured goods, gradually adopting an open and outward-oriented economic policy, believing it would expend exports and yield gained ground.

With this increasingly open and outward-oriented economic policy as the background, we will study the real exchange rate (RER) misalignment in Taiwan over the period 1981-93.
