Wildfires frequency and severity have been increasing in the western United States over the past few decades. This rising threat is caused by the accumulated fuel load, climate change, and the rapid expansion of housing in the wildland-urban interface (WUI). Since most mitigation and suppression costs are borne by taxpayers, policy analysts seek both market (e.g., protection and suppression cost) and non-market cost estimates of wildfires. This dissertation provides evidence to the two contentious debate over health policies and laws in the US, Medicaid expansion and sex offender registration and notification. In Chapter 2, I explore one key determinant of Medicaid take-up, the benefit of access to care proxied by the Medicaid-to-Medicare primary care physician payment ratio. Using a unique dataset of Medicaid physician reimbursement rates and the American Community Survey of 2010 – 14, I find that a 10-percentage-point increase in the payment ratio of a 30-minute new patient office visit will increase Medicaid enrollment among uninsured adults in poverty by more than 150,000. Rough set approaches encounter uncertainty by means of boundary regions instead of membership values. In this paper, we develop the topological structure on soft rough set (SR-set) by using pairwise SR-approximations. We define SR-open set, SR-closed sets, SR-closure, SR-interior,SR-neighborhood,SR-bases, product topology onSR-sets, continuous mapping, and compactness in soft rough topological space (SRTS). The developments of the theory onSR-set and SR-topology exhibit not only an important theoretical value but also represent significant applications ofSR-sets. We applied an algorithm based onSR-set to multi-attribute group decision making (MAGDM) to deal with uncertainty.

Adolescents are being recognized as a generation, worldwide, that require different policy approaches to improve their health and wellbeing, including the adoption of mobile based health interventions (e.g. mHealth). While mHealth interventions are growing in popularity, many researchers/policy-makers have neglected assessing potential (indirect) costs/negative consequences from their use. Evidence from the developed world shows strong associations between cell phone use and negative mental health outcomes, but such findings are minimal in developing world contexts. In Chapters 2 and 3, I examine how female BMI varies by race and ethnicity. In Chapter 4, I study the effect of food deserts on BMI and obesity for both males and females.

This dissertation explores two drivers behind the spread of non-communicable diseases – sugar-sweetened beverage consumption and youth tobacco use – in order to improve policies tailored to mitigate these behaviors. Chapter 2 uses primary survey data to estimate the willingness to pay (WTP) for a tax on sugar sweetened beverages (SSBs) in New Mexico. Traditional contingent valuation regression methods were reformulated as a three-equation system. Results indicate that respondents who have healthier eating habits have statistically significantly higher preferences for SSB taxes. The estimated individual median WTP 95% confidence interval was 0.002-0.961 pennies-per-ounce. Chapter 3 continues the exploration into SSB …

This dissertation investigates three important issues in the US health care system: the low utilization of family-friendly policies by health care professionals, the sub-optimal quality of medical services, and the high level of emergency department (ED) expenditures. Chapter 2 uses a unique dataset from a choice experiment to address the first issue by exploring the impact of supervision support on the economic value of family-friendly policies. This study investigates some of the predictors of energy poverty, the interrelationships between different expressions of energy poverty, and the human development impacts of energy poverty on primarily rural individuals and households in an underdeveloped country. It uses data from four rounds of Nicaragua's Living Standards Measurement Survey, and examines the effects of energy poverty on income, education, and health.

This master’s thesis is a case study of the L. & H. Huning Mercantile Company, a mercantile partnership in New Mexico during the territorial period. Louis and Henry Huning, a pair of brothers who immigrated to New Mexico from Germany in 1859, established wholesale and retail enterprises in the Arizona and New Mexico territories. Their main storehouse was founded in Los Lunas, New Mexico, in 1871 following the departure of Erhardt Franz to St. Louis.
