2022 may be characterized as the “best of times and worst of times.” Unemployment continued to fall, wages continued to rise, and homeowners experienced rises in property values. Hotels continued to rebound from the COVID-19 economic shock and the Port of Virginia experienced record volumes of cargo traffic. On the other hand, prices at the grocery store, gas station, and, it seems, almost everywhere else, continued to rise. Employers struggled to find the right employees at the right time and economic sentiment soured. Is Hampton Roads an affordable place to live? At first glance, median rents and housing values are below those of the closest major metropolitan areas. Comparing housing costs to household income yields a different conclusion: more than 1 in 3 households in Hampton Roads paid more than 30% of their income for housing and 1 in 7 households paid more than 50% of their income for housing. In this chapter, we explore housing affordability in Hampton Roads, Virginia, and the United States and ask what the region can do to make housing more affordable.

In 2021, a record breaking 90 million people were forcibly displaced, fleeing war, violence, human rights violations, and persecution. In early 2022, Russia’s invasion of Ukraine added to this toll, pushing the estimated number of refugees past the 100- million- person mark This chapter explores how all of these developments are affecting Hampton Roads, which has received more than 300 Afghans and other political refugees over the past eighteen months.

While movies and television shows portray lawyers as members of high society, with expensive cars and tastes, the reality in Hampton Roads is grittier. Between 2005 and 2021, lawyers’ real income in the region declined by more than 25%. In this chapter, we explore the supply of lawyers in Hampton Roads and whether we are producing too many lawyers for economic conditions in the region. We ask what the future may hold for the legal profession in Hampton Roads, Virginia, and the nation.

In 2021, nurses ranked again as the most trusted profession in the United States. Yet, even though many Americans view nurses favorably, nurses have been the target of conspiracy theories, verbal abuse, and yes, physical violence. As more nurses report symptoms of burnout and some are quitting the profession entirely, we explore the coming shortage of nurses in Hampton Roads, Virginia and the United States and ask what factors limit the supply of nurses in the region.

Historically black colleges and universities (HBCUs) are among the least researched sectors of American higher education. This article addresses a portion of this knowledge deficit by focusing on the determinants of the full-time equivalent enrollments of 50 HBCUs between fiscal year FY 2005 and FY 2018 and then comparing them to a broad sample of 182 non-HBCUs. The most noteworthy specific results generated by our analyses are: (1) increased recruitment of white students by HBCUs may not hold the key to HBCU enrollment success; (2) the incomes of the households from which students emanate have a major positive influence on …

If Virginia is to continue its recovery from the pandemic economic shock of 2020, this growth will largely come from Virginia’s metropolitan areas. We ask whether Virginians have returned to the labor force in the aftermath of the pandemic and explore how unemployment rates may not reflect the availability of labor. Lastly, we examine how population change may influence the future of Virginia’s metro areas.

The economic recovery remained incomplete, with jobs returning to pre-pandemic levels but some Virginians remaining outside the labor force. In coastal cities, the damage stemming from hurricanes and severe tropical storms may reduce housing stock. Accelerating the reconstruction of housing stock becomes crucial in minimizing the time that residents are displaced. It is critical to understand how to better coordinate all available resources for an effective and balanced reconstruction where nongovernmental organizations (NGOs), government agencies, volunteers, and many other complex resources converge. This study combines Monte Carlo and beta models to assess supply, costs, and recovery times. Technology variations among countries account for a significant part of their income differences. In this paper, a firm's technology choice is embedded in a search theoretic framework for unemployment. More advanced technology is assumed to have a higher setup cost, but it is more productive. The model is tractable and the following results are derived analytically. An increase in the unemployment benefit leads to an increase in the equilibrium wage rate, giving an incentive to firms to choose a more advanced technology. Thus, this result regarding unemployment insurance in models with wage posting carries through with Nash bargaining as well. …

The process of industrialization was accompanied by the switch from household production to firm production. The industrialization process was also a process of population growth, the appearance of general-purpose technologies, and the expansion of international trade. This paper studies the partition of production between households and firms in an analytically tractable general equilibrium model with a continuum of goods. We show that population growth, development of general-purpose technologies, and the opening of international trade increase the percentage of goods produced by firms. For any individual person or firm, there is a trade-off between carrying too much or too little cash on hand to meet the day-to-day transactions demand for cash. The BAT model, named after three eminent economists, Baumol, Allais, and Tobin, is the foundation for almost all cash management models in use today. The goal of the BAT model is to minimize the total costs involving the brokerage fees and the opportunity cost of interest lost on the cash held on hand. Energy demand continues to grow with the world’s burgeoning population. Meeting energy needs through renewable sources allows for market growth with limited environmental impact, but sourcing constraints can limit production, creating industrial and environmental problems. The exploitation of end-of-use and end-of-life photovoltaic (PV) options that are traditionally treated as waste offers a valuable opportunity to support renewable energy market growth with fewer sourcing constraints and minimal environmental impacts, but this circular investment has not yet been broadly implemented, nor is broad guidance widely available to aid its implementation. Corruption is detrimental to both society and economy and is yet prevalent in many countries. Thus, research in this field is imperative to help alleviate the problem. Drawing on institutional theory and eclectic paradigm, this dissertation seeks to first, delineate the mechanisms through which corruption influences economic decision-making, and second, identify its root causes and tools for controlling it.

The practice of medicine has become the prescribing of medicine. Reflecting a construct of health defined by Rationalism, individualism, and biomedical science, medicines (pharmaceuticals) are politically constructed to be the first – and sometimes only prescribed – line of defense against illness and disease. Pharmaceuticals also represent a highly desirable, ‘recession-proof’ component of many Nation-states’ (states’) export strategies, helping advanced economies, in particular, to maintain favorable trade balances and economic growth amidst the headwinds of deindustrialization.

An exchange-traded fund (ETF) is a pooled investment vehicle with shares similar to common equities, and it can be bought or sold on the stock exchanges. As more money flow into an ETF, its assets increase as do the number of shares outstanding. The demand for ETFs, especially after the 2008 crisis, has grown remarkably in the United States. Features such as intraday tradability, tax efficiency, low fees, and transparency have contributed to the ETFs’ appeal to investors. Poverty is a global problem that affects not only the undeveloped states but also the most developed ones. This research paper will analyze this problem in depth, trying to summarize several definitions, several causes that can lead to an increase in the poverty rate, and policies implemented by the government in order to reduce the total number of poor people. The author analyzed the poverty rate in each state of the United States from 1990 to 2019 using a panel data analysis. The global migration crisis the world has experienced thus far is only the tip of the iceberg. As the earth’s temperature continues to warm and extreme weather conditions worsen, millions of people across the globe will be displaced, and women in particular will face more difficult challenges. The University of Virginia, Virginia Tech and William & Mary historically have played important roles in the Commonwealth. They have assembled impressive records in admitting and graduating talented students who (predictably) do well after they leave these campuses. Except for our historically black colleges and universities (HBCUs) and the University of Virginia’s College at Wise, no public four-year institution in Virginia enrolls a significant percentage of low-income students. We discuss what the Commonwealth and its public colleges and universities can do to make higher education more affordable.

The COVID-19 pandemic threw tens of thousands of Virginians out of work, shuttered businesses and abruptly transitioned much of education into the world of remote learning. As 2021 draws to a close, the story has changed from one of shock to one of recovery. In this chapter, we examine the impact of the pandemic, the ongoing recovery and prospects for continued growth in 2022.

In 1987, Virginia voters approved the state lottery, bringing legalized gambling to the Commonwealth. By 2021, Virginians could buy lottery tickets online, place sports bets on their phones, wager in historical horse racing parlors and play “gray machines” in convenience stores, restaurants and bars. Now, with casinos opening soon in Bristol, Danville, Norfolk and Portsmouth, we discuss the benefits and costs of casinos in the Commonwealth.

For the Virginia hotel industry, the last 24 months have been challenging in a number of ways. The pandemic and associated social distancing measures resulted in a collapse of visitors and revenue in the spring and summer of 2020. In 2021, the Hampton Roads market set records for hotel revenue, but other markets continued to struggle. In this chapter, we look at how the markets in Virginia have performed over the past two years and how 2022 may bring good news for the hotel industry.

Life in Hampton Roads 2021 - Perceptions of the Economy & Employment
Hampton Roads residents had mixed perceptions of the economy but showed some optimism about their own financial situation. Less than half (47.5%) of those surveyed rated the economic conditions in Hampton Roads as excellent (6.5%) or good (41%). More than four in 10 (41.4%) rated economic conditions as fair and 8% rated them as poor. Interestingly, despite the impacts of COVID-19, these ratings are not much different than in past years of the survey. In 2019, 49.9% of respondents rated economic conditions as good or excellent. The COVID-19 pandemic shook the Hampton Roads economy. One in 10 workers were unemployed at the height of the pandemic, 4 in 10 small businesses were forced to reduce hours and thousands of residents left the labor force entirely. Yet, in the midst of the pandemic, housing prices and trade volumes through the Port of Virginia continued to rise. We explore the economic recovery and discuss whether Hampton Roads can rely on defense spending in the coming decade.
