This study has provided new insights into the relationship between urbanization and human capital, made its implications at the global income group level and national level. In the first study, panel data of 87 countries used from 1991 to 2019. The results showed that education is found to be negatively and insignificantly associated with urbanization at the global level, but it is found to be positive (though insignificant) in low-income countries, and positive and significant in low-income countries and middle-income countries, and high-income countries. The main goal of this paper was to investigate the relationship between a set of labor market institutions (LMIs) and innovation (proxied by patent density) in 174 NUT-1 and NUT-2 European regions, over the period 2000-2015. Fixed effects with Driscoll and Kraay's (1998) standard errors (FE-DK), ordinary least squares (OLS), the generalized method of moments estimation of the fixed effects (FE-GMM), and a multilevel model (MLM) were employed.

Budget discussions and debates in Pakistan have historically focused on the federal government and FBR, though the provincial budgets should occupy a salient place in the aftermath of the 18th Amendment and the 7th National Finance Commission Award. This has not been the case despite the fact that the objectives of raising the tax-to-GDP ratio and efficient and effective delivery of public goods and services to the citizens can be achieved mainly through provincial budgets.

Pakistan will have to develop a unified market linking the farms to retail outlets covering the full supply chain particularly in high-value commodities. Corporate investment and competition in on-farm storage, refrigerated vans and specialized trucks, silos and warehouses, wholesale distribution channels supplying to the processors, and opening up the highly inefficient and regulated marketing will eliminate the excessive rents earned by those involved in the present arrangements. This ‘unearned’ premium under a reconfigured modern value chain bolstered by competitive forces will then accrue to the farmers and the consumers while acting as a restraint on food inflation.

Mechanization, technology and advisory services: one of the major constraints facing small holders is the lack of resources and knowledge about modern practices to adapt techniques of production using mechanization. The intensity of the use of machinery and implements by large farmers is one of the factors responsible for the wide differential in the productivity attained on their farms compared to that on small farms. A number of agritech companies have sprung up in the country but they are also mostly catering to the well-to-do and educated farmers, thus causing anxiety that this will further widen the productivity gap.

Import substitution and export promotion: agro-based exports (food, textile, leather groups) fetch 75-80 per cent of total earnings but the direct exports of agricultural commodities are limited to only $5 billion, dominated mainly by rice. On the other hand, food and agricultural imports have risen to $10 billion creating a deficit on food and agriculture trade balance of $5 billion annually. At present, the canal irrigation management system recovers only a quarter of its repair and maintenance costs. In the 1970s, the entire cost was recovered by these water charges called ‘abiana’. The present average rate of surface water charges per acre is only one-fourth of what the farmer pays for tube wells and so it is not the ability to pay constraint. Flat water pricing or uniform water charges rather than usage based on volumetric measures militate against the adoption of high efficiency irrigation technologies and conservation of water. The question we have to address is: what can be done to boost the productivity of 88 per cent of the farms that own less than 12.5 acres of land and cultivate 45 per cent of total farm area. The highest yields achieved per acre on farms of progressive large farmers (more than 50 acres) is nine times that of small farms and four times that of medium farmers (12.5–50 acres). This gap between potential and actual productivity is to be reduced in order to raise the national average yield of crops and livestock.

One of the pernicious side-effects of a large dose of the federal divisible tax pool injected into the provincial finances is that the provinces have become slack in mobilizing their own revenues. The provinces contribute only one per cent of GDP to national taxes. Indian state governments contribute 35 per cent to the total tax revenues or 6-7 per cent of GDP. Provinces in Pakistan together spend 40 per cent of the total consolidated expenditures while raising only 10 per cent of total national tax revenues. The objective of this study is to estimate the opportunity cost of time spent on household work and expenditure saving market work performed by individuals by taking into account their personal and socio-demographic characteristics. Data is gathered from Labour Force Survey of Pakistan for different years. Pseudo panel technique is used by making cohorts of household and expenditure saving market activities, region and province. Studies on sectoral incidence show that industry bears more than two-thirds of the tax, while the services sector bears about 21 per cent and agriculture 3.0 per cent. In the services sector, transportation and trade together account for one-third of GDP. The wholesale and retail trade sector contributes 18 per cent to GDP but pays only 2.9 per cent in income tax. The potential realizable gap in this sector is 0.5 per cent of GDP. Except for a few companies, the transport subsector is dominated by small- and medium-size operators. A current account is an accounting identity which shows the difference between a country’s national savings and domestic investments.
