I would like to commend the Swiss Government and the Swiss Agency for Development and Cooperation (SDC) for launching the Financial Sector Strengthening Program (FSSP). I believe that the lack of adequate human and institutional capacity, shortage of local expertise and weak coordination among the various stakeholders are indeed the factors inhibiting the growth of microfinance sector in Pakistan. The initiative taken by SDC to overcome these constraints is therefore both timely and appropriate. Pakistan’s banking sector has been faced with at least several problems and difficulties. The main problems faced by the sector are:- (1) Most of the financial assets and deposits are owned by nationalized commercial banks (NCBs) which suffer from a highly bureaucratic approach, overstaffing, unprofitable branches and poor customer service. (2) NCBs along with specialized banks such as ADBP, IDBP and Development financial institutions such as NDFC have a high ratio of non-performing loans. In year 2001-2002 the biggest achievement of Pakistan was to secure its external sector. The debt indicators are improving. Foreign exchange reserves have gone up to cover more than seven months import bill from a situation where the country had three weeks requirement. Exchange rate has not only remained stable but has appreciated by 7 to 8 per cent during last one year. The confidence in exchange rate has allowed the country to absorb the various external shocks.

The critics of the present policy on reserve accumulation fall into three distinct categories. Agriculture is by far the most important sector for Pakistan’s economy. The forward and backward linkages to the rest of the domestic economy, to the international trade and with poverty alleviation are very strong. A bad year for agriculture due to drought or other natural calamities has extremely adverse effect on GDP growth, living standards of the population, price level, exportable surplus and balance of payments. Thus the dichotomy of agriculture vs. industry or services sectors is totally false as agriculture forms the backbone of the whole economy.

To address the above question we have to begin by spelling out the mandate of the State Bank Pakistan. Like all other central banks the SBP is charged with ensuring financial stability, monetary stability, external sector stability and payments and settlement system of the country. I agree with Prof. Mundell that economic theory does suggest that the best monetary system would involve the use of a single currency. The idea of the existence of money is to facilitate exchange and thus a single unit of account and medium of exchange is preferable over several such units. A single currency also reduces the transaction costs, search costs, computational costs and thus enhances the efficiency of resource use.
