Morocco's Al Boraq, Africa's first high-speed rail line, reshaped mode choice along the Casablanca-Tangier corridor. Drawing on ONCF ridership data, 234 rider surveys, and nine months of fieldwork, this ex-post assessment finds accelerated passenger growth, substantial induced demand, and mode shift from automobiles, informing Global South HSR development.

This dissertation consists of two essays in applied microeconomics, each examining how individuals and institutions respond to policy changes. Both essays leverage natural experiments and recent advances in difference-in-differences estimation to identify causal effects. Both also speak to a common theme in public policy: the gap between intended and actual consequences of government intervention, and the role that policy design plays in shaping those consequences.

This study introduces the Cooling Desert Index (CDI), a composite spatial measure designed to identify census tracts in New York City where extreme heat vulnerability and structural barriers to adaptive cooling converge. Drawing on five publicly available datasets and a seven phase statistical pipeline, the CDI scores all 2,231 NYC census tracts on a continuous 0 to 100 scale by integrating heat exposure, severe rent burden, household income, racial composition, language access, disability status, and housing crowding. In many advanced economies, rising old-age dependency ratios have increased the need to understand labor-supply, retirement, and savings decisions later in life (OECD, 2025). In 10 years, private-equity firms' share of hospitals has grown from 2-3% to 8%.  Using data from two sources: the Hospital Consumer Assessment of Healthcare Providers and Systems (HCAHPS) patient surveys and the Private Equity Stakeholder Project (PESP), I demonstrate a causal effect of private-equity ownership on patient satisfaction using difference-in-difference methods.

This paper analyzes the effects of the Secure Communities (SC) immigration enforcement program on self reported health and healthcare-seeking behaviors of citizen and non-citizen Latinos with lower educational attainment. SC allowed local jails to use FBI and DHS data to determine whether arrested individuals were eligible for deportation. SC was rolled out across counties from late 2008 through 2013. Using data from the Behavioral Risk Factors Surveillance Survey (BRFSS) and implementation records from Alsan and Yang (2024), staggered difference-in- difference regression estimates show that SC implementation increased the likelihood of a reported heart attack and heart disease across the sample. …

This paper examines the relationship between PM2.5 and the production of goods and services across industries using a county–industry panel (1999–2013). Fixed effects regressions show higher activity in manufacturing but relative declines in non-polluting sectors, suggesting pollution reflects production intensity and a reallocation toward polluting industries.

This paper uses monthly prefectural data to estimate the effect of inbound tourism on Japan’s consumer prices. Results indicate that a 10% increase in foreign overnight stays is associated with a 0.01% increase in capital city prices. This paper examines the effects of punitive and priority treatment policies relating to the use of illicit substances during pregnancy on women's health and health-related behavior. Punitive interventions criminalize substance use during pregnancy, which can even lead to termination of parental rights. In contrast, priority treatment policies support pregnant women and grant them priority access to substance use disorder treatment programs. The No Surprises Act (NSA) removed patients from responsibility for out-of-network surprise medical bills. In its place, the NSA established an independent dispute resolution (IDR) process through which providers and insurers submit competing payment offers to an arbitrator, who selects one offer in full. Using the universe of federal air ambulance IDR disputes from Q1 2023 through Q2 2025 (57,368 dispute line items), I examine whether provider ownership structure and enforcement jurisdiction jointly predict arbitration outcomes. This study examines the relationship between short-term PM2.5 exposure and self-reported health outcomes among U.S. adults using BRFSS data from 2000 to 2012 linked to county-level pollution and weather data. This essay argues that Trump’s triumph in the 2024 presidential contest represents the consolidation of an oligarchical authoritarian project, backed by a multi-class and (surprisingly, for some) multi-racial electorate. It brought intensified state and freelance attacks on immigrants, labor unions, women, LGBTQ+ people, journalists, civil servants, assorted “political enemies,” and other groups that the MAGA movement targets. Gentrification—broadly, the replacement of a less powerful group by a more powerful one in an urban context—is oft-discussed in the popular press, but its definition is much-debated in the urban planning literature. Furthermore, academic treatments of displacement understandably focus on measurable yet fairly abstract indicators like changes in rent or income, whereas neighborhood change is often registered by residents on the ground using visual, but difficult-to-quantify markers like retail turnover. Medicaid’s retroactive eligibility provision covers medical expenses for beneficiaries up to 90 days before the application date. Retroactive eligibility insulates uninsured, low-income households from expensive healthcare emergencies. New Hampshire, Arkansas, and Iowa recently obtained waivers to end retroactive coverage. Using a difference-in-differences design and data from the Behavioral Risk Factor Surveillance System, I evaluate whether changes in retroactive coverage affect enrollment rates and self-reported health. Removing retroactive eligibility has no statistically significant effects on insurance enrollment or self-reported health. However, it does increase rates of access to a doctor by 1.0% overall and by 1.6% for women. Removing retroactive eligibility …

This study examines the effects of Medical Aid in Dying (MAiD) legalization on health outcomes and behavior among elderly U.S. adults using BRFSS data from 2005-2022. Using staggered difference-in-differences, this paper finds that MAiD increases exercise, lowers BMI, and reduces blood pressure medication use.

Research on Nash equilibrium existence for infinite games has grown into a patchwork of technical preconditions and counterexamples. This paper presents a unified program in equilibrium theory by revising the predominant model of mixed strategies based on countable additivity. A game is specified by a nonempty set of players and, for each player, a nonempty action set and a bounded von Neumann-Morgenstern utility function. Every such game is shown to admit a Nash equilibrium in finitely additive mixed strategies. From Sentiment And Risk To Trade: A Country-Level Study On Geopolitical Trade Effects, Seung Heo

Can geopolitical risk reshape international trade? I construct directed, monthly measures of bilateral geopolitical risk and its associated sentiment from approximately 5.1 million news articles in the GDELT Event Database, and estimate their effect on trade among eight Asia-Pacific economies at the HS2 product level over 2015--2025, using Poisson pseudo-maximum-likelihood gravity local projections with high-dimensional fixed effects. Pooled across countries, rising risk produces an immediate expansion of trade led by verbal threats and by news tone orthogonal to event content, rather than by material acts, indicating that how a conflict is reported can move trade before the conflict materializes. Latino Economic Inequality In New York City: Income And Snap Recipiency, 2013–2023, Oswaldo A. Mena Aguilar

This Latino Data Project Report analyzes trends in the economic well-being of Latino households in New York City between 2013 and 2023, focusing on household income and participation in the Supplemental Nutrition Assistance Program (SNAP). The findings reveal a paradoxical pattern: although median Latino household income increased over the decade, economic inequality within the Latino community widened substantially. Income gains were unevenly distributed, with higher-income households pulling further ahead while the lowest-income households experienced stagnation or decline. This study analyzes New York City’s waste management systems, with a focus on food waste diversion, composting, and renewable energy initiatives, to assess their role in methane emission reduction and resource efficiency. The analysis highlights the relative effectiveness of different waste management pathways and suggests that community-scale composting and decentralized anaerobic digestion are associated with substantial methane reductions relative to cost.

In asset pricing literature, idiosyncratic volatility (IVOL) measures the firm-specific risk that is not explained by broader market movements. In this study, I investigate whether the idiosyncratic volatility (IVOL) of individual stocks follows a random-walk. Using monthly residuals from the Fama-French three-factor model (Fama & French, 1993), I estimate IVOL for more than 11,000 U.S. stocks, and apply the Augmented Dickey-Fuller test (Said & Dickey, 1984) to determine whether IVOL behaves like a random-walk. While most stocks display random-walk behavior, the proportion varies across industries, with some sectors showing deviations from random-walk behavior. This study estimates the causal transmission of health from mothers to their children. Intergenerational associations in health and other human capital outcomes are well established, but those associations may not be causal due to common unobserved factors between a mother and her child. This study employs two-stage least squares, using weather variation as an instrument, to causally identify the relationship between maternal health and child health outcomes in five dimensions: height-for-age, self-reported health, blood pressure, lung capacity, and hemoglobin levels.
