Indeed, since the end of the 1960s the black-white gap in life chances (for example, jobs and income) has worsened for large segments of the black community. This essay reviews and briefly summarizes three theoretical models used most often to explain two decades of persistently high unemployment among black youth and declining rates of male labor-force participation: neoclassical, Keynesian/neo-Keynesian, and radical perspectives. Based on a review of these models, it offers an alternative approach to explaining and analyzing black youth unemployment.

The following remarks were made as the closing keynote address at the conference, "Mainland Puerto Ricans: Myths and Realities on Poverty," held at Yale University in New Haven, Connecticut, on October 22 and 23, 1993.

There are two "stories" frequently cited to explain the causes of the poverty among Puerto Ricans: the first suggests that Puerto Ricans are poor because they are going through a transition as they move toward full assimilation; the second proposes that Puerto Ricans are becoming part of an urban "underclass." Neither of these explanations stands the test of reality.

A look into modes of production is one of many possible entry points for the study of society and economy. It was not well developed by Marx who only alluded to it here and there in his works. He introduced the idea in Capital. (1977, Vols. 1, 1974 II, and III), A Contribution to a Critique of Political Economy (1970), and in Pre- Capitalist Economic Formations (1964). Male And Female Effort Levels: An Experimental Comparison, Joanne E. Guennewig

This paper is an experimental economic study that serves two main functions. The first of these is to provide a replication of the findings of Schotter and Weigelt: that when an equal opportunity or affirmative action program is imposed, the effort levels of all employees tend to increase and not just the effort of the parties discriminated against. Secondly, this study looks into the differences between the effort levels shown by men and women in similar situations.

Homelessness among families with children has become a nationwide problem. Although homelessness is difficult to document, it is estimated that approximately 250,000 to 3,000,000 people in the United States are homeless. Families, which comprise approximately one third of the homeless population, is its fastest growing segment (Mihaly, 1991; National Coalition for the Homeless, 1989; Van Vliet, 1989). This may be a conservative figure. Some of these families often go uncounted because they are part of the "invisible" homeless. They avoid agency contact for fear of losing their children or live in motels, cars, or campgrounds and thereby are not counted …

Do Farmers Really Want To Eradicate Sheep Lice?, Chris Hawkins

With the termination of Western Australia's Sheep Lice Eradication Campaign in 1993 farmers' views about the eradication of sheep lice are of greater relevance now than in the past. Lice control now rests with individual farmers and continuing local lice cell groups .

A recent survey of producers in the Moora Shire provides some key insights into farmers' thoughts about sheep lice and their eradication.

This paper reports on efforts to improve socioeconomic conditions and natural resource use in the El Pina lito community, department of Chiquimula, Guatemala. Students participating in supervised practical training at Centro Universitario de Oriente/Universidad de San Carlos de Guatemala (CUNORI) developed projects to address these issues. A general diagnostic instrument was created for this community to assist in the development of specific work projects. Students prepared community first-aid kits, agricultural activities with school children, and instructional sessions with farmers on how to prepare a family garden and efficiently manage domestic animals. The purpose of this study is to further our understanding of the obstacles and catalysts to the local economic development (LED) process. The central issues under examination deal with multi-community and multi-organization integration at the subregional level. These issues are explored though a case study of West Parry Sound Area (WPSA). The difficulties associated with integration and the differences among member municipalities and organizations were evaluated in two ways. First, the agencies involved in the WSPA LED process were examined to assess the organizational structure resulting from overlapping objectives and representatives.
