New estimates from the 2019 Elder IndexTM highlight the risk of economic insecurity experienced by older adults, a risk that is especially high for persons of color. The Gerontology Institute compares the household incomes for adults age 65 and above living in one- and two-person households to the 2019 Elder Index for each state and Washington, DC to calculate Elder Economic Insecurity Rates (EEIRs), the percentage of independent older adults age 65 or older living in households with annual incomes that do not support economic security. National averages suggest that among people living alone, 48% of older people who …

Since the 2008 financial crisis, the number of alternative currencies aiming at transforming global financial institutions, such as local and complementary currencies (LCC) and cryptocurrencies, has exploded. Yet the motivations and workings of such monies are relatively unknown. New qualitative data collected through six regional community-based listening sessions and community meetings are presented that describe elements of the Appalachian Regional Commission’s Recovery Ecosystem Model. These data informed the Model, which was used in formulating the new ARC Recovery-to-Work initiative. Input was intentionally solicited from multiple sectors, including persons recovering from substance abuse disorder, treatment and recovery service providers, workforce development agencies, employers, and community advocacy groups.

Responding To Appalachian Voices: Steps In Developing Substance-Use Recovery Ecosystems, Bruce Behringer

A description is presented of the four-step process used by the Appalachian Regional Commission to develop a new Recovery to Work initiative. The Commission identified, defined, and described issues facing individuals who complete substance abuse disorder treatment and who seek reentry into the workforce. Key elements were identified for resources and supports to develop and maintain community-based substance abuse recovery ecosystems. The steps included conceptualization, data collection, analysis, and review to formulate recommendations for program and policy development. The full process of development was accomplished in twelve months.

Connected cancer care is of increasing importance in light of the COVID-19 pandemic. The Linking & Amplifying User-Centered Networks through Connected Health (L.A.U.N.C.H.) Collaborative in Appalachian Kentucky has pioneered a new roadmap for equipping communities with the transformative power of broadband to innovate around the future of cancer care and to better scale their ideas. The roadmap involves reaching across disciplines, including public health, anthropology, telecommunications, and user-centered design. The goal is to leverage connectivity and cancer communication research and practice to make a real difference for patients and families.

The Appalachian Regional Commission (ARC) has long addressed issues of substance abuse through funded community-based interventions, research, and sponsored conferences. Recently, the opioid crisis created a new urgency for cross-sector collaboration among various partners and funders dealing with this issue. This commentary provides an overview of recent efforts by the ARC to convene stakeholders to focus on assisting individuals with substance abuse disorder to access recovery services while pursuing education and training necessary to reenter the workforce and gain employment. The hallmark of public health is population-level intervention. However, current public health funding in Kentucky is largely programmatic or disease-based. As a result, public health leaders are not able to appropriately utilize present resources to pursue population health endeavors. However, a recent transformation of the public health system has emphasized multisector partnerships and efficient funding mechanisms that may increase resources to pursue population-level health interventions based on community health assessments.

COVID-19 has affected all Singaporeans, regardless of age and socioeconomic status (SES). Many measures have been implemented by the government to control the spread of this disease, including restrictions on social gatherings, restrictions on overseas travel, and making it compulsory to wear a mask. Measures have also included a partial lockdown – known as the ‘circuit breaker’ – which began in April 2020. Job Duration And Match Characteristics Over The Business Cycle, Ismail Baydur, Toshihiko Mukoyama

This paper studies the cyclical behavior of job separation and the characteristics of matches between workers and jobs. We estimate a proportional hazard model with competing risks, distinguishing between different types of separations. A higher unemployment rate at the start of an employment relationship increases the probability of job-to-job transitions, whereas its effect on employment-to-unemployment transitions is negative. We then build a simple job ladder model to interpret our empirical results. A model with two-dimensional heterogeneity in match (job) characteristics has the same qualitative features as the data. While we may find many sorts of inequality in the United States and elsewhere, this essay is about the specific form of inequality exemplified by Jeff Bezos or Bill Gates, that is, the Himalayan summits of contemporary wealth, mostly in the United States. Such wealth results from the confluence of three historical developments.

First, the social processes referred to under the rubric of “globalization” have created vast markets. A dominant position in such markets leads not only to great wealth, but the elimination of peers. Since there are few such markets, relatively significant wealth is possessed by very few people. …

Using methods from both the Opportunity Insights Project and the Brookings Opportunity Engines Project, this fact sheet examines Nevada’s public higher education system and attempts to measure the success of these institutions in creating economic mobility opportunities for lower- and middle-income students. Only colleges with over 200 students from each of the 1980-1982 birth cohorts are included in the Brookings Opportunity Engine’s analysis. Michel Foucault is well-known for his theorizations of institutional power, normativity, and biopolitics. Less well-known is the fact that Foucault developed his analysis of biopolitics in and through his historical investigation of neoliberalism. Today, while critique of neoliberalism has become a commonplace of humanities discourse, and popular resistance to neoliberalization rocks the southern hemisphere, it remains unclear that the historical specificity of neoliberalism is well-understood. In particular, the relation between classical liberalism and neoliberal governance remains murky in popular debate. We review the 2018 film Crazy Rich Asians in order to highlight its relevance for debates on immigration, globalization and consumption. In doing so, we argue that a new model of immigration for East Asians, distant and distinct from the American Dream, a “pull yourself up by the bootstraps” narrative infused with an Asian ethic, is being valorized in the film. In this review of Crazy Rich Asians (2018), I examine elements of orientalism, neoliberal feminism, privilege and inequality that layer the film. Specifically, I interrogate the film’s American inflection of orientalism, surfacing a constant duel between essentialized Asian and American values, where what is American eventually wins out. Independent, entrepreneurial women are integral to this narrative of global capitalist accumulation. “Breakthrough” global blockbusters like Black Panther (2018) and Crazy Rich Asians (2018) create disturbances among critics and firms forced to wonder if such ripples of diversity will become waves of new cinema wiping out the hegemony of Hollywood and the global West. In this essay, we establish the context for this phenomenon in terms of film’s historical relationship to marketing. Through this context, we theorize a transnational aesthetic for global blockbusters, one that may serve to limit ripples of diversity, breaking waves of change against the rocks of a banal cinema of Americanized nothingness.

Building upon examinations of genericity, subalternity, and carcerality by Black, Indigenous, and women-of-color feminist scholars, my dissertation offers an account of how truth claims are produced and sustained to limit social change in representatively governed societies. Taking the gangster genre as my lens, I first resituate the form, assumed to depict white-ethnic conflict in the U.S. and Europe, as a type of resistance to race-based political economic policies imposed by imperial regimes. This ethnography examines grassroots political responses to the economic crisis that began in 2008, foremost in the US Midwest, which arguably laid the groundwork both for the election of President Donald Trump and presidential candidacy of Senator Bernie Sanders. President Obama launched his $787 billion stimulus plan in Elkhart, Indiana, in early 2009. At the height of the crisis, unemployment skyrocketed from four to 20 percent in Elkhart, and it became central to struggles over the political direction of the US.
