As the tax base continues to decline and demand for government services increases, local governments are forced to make hard choices. Post World War II, passage of the Bretton Woods Agreement institutionalized this political agenda effectively establishing the rules of global commerce. There is an information gap between citizens and their governments when it comes to government finances. The inherent complexity of fiscal policy makes it exceedingly difficult for effective public participation. Effective public participation in fiscal decision making must address informing or educating the citizenry with accurate and meaningful government financial data. Better understanding citizen wants and perceptions is critical to closing the information gap between users and providers of financial information. This study uses information gathered from focus groups with residents of Norfolk, Virginia that asks what government financial information they want and how to make that information useful. This work examines the geopolitical, economic, and strategic implications of this document and compares it with recent and historical defense white paper documents issued by the British government. It scrutinizes the text of these documents and relevant scholarly literature analyzing them while also examining the national security threats facing the UK at the time of their issuance and assesses whether the 2015 document will be supported with requisite political will, military personnel, and financial support to carry out its objectives

The United States-Mexico remittance corridor finds itself at a crossroads, exacerbated by an amalgam of factors including tapering migration levels, a more mature Mexican economy and higher levels of technological permeation. The Impact Of State-Provided Paid Family Leave On Wages: Examining The Role Of Gender, Aimee Samantha Abrams Widdicombe

The U.S. is the only OECD country that does not offer any form of federal paid parental leave. Only three states—California, New Jersey and Rhode Island—have state-provided paid leave policies; implemented in 2004, 2009 and 2014, respectively. Through descriptive statistics and difference-in-difference-in-difference regression analyses of the wages of women and men of childbearing age (19-45 years) in those three states, we assess whether the paid leave programs have effected wages, and whether these effects vary depending on gender. Our results show that wages of women of childbearing age saw negligible net effects post-policy in policy states, although statistically insignificant. On …

Previous research on privatization has focused on its effect on output, profitability, investment, and efficiency at the level of the firm, neglecting the economic growth and other impacts. Nigeria's port privatization through concession in 2006 covered virtually all the ports in the economy. However, the few studies on the subject neither factored in the complexity that characterize the multiple port system nor controlled for alternative explanations of the changes in the economy. This paper analyses the impact of public expenditures and tax revenues on non‑oil economic growth in Azerbaijan for the period of 2000Q1‑2015Q2 by employing OLS, ARDL, FMOLS, DOLS, CCR and Granger Causality techniques. Different cointegration methods result in consistent results. In this study, there is strong evidence of significant long‑run positive contributions from public expenditures to non‑oil sector output. Results also show that tax revenues significantly slow down non‑oil economic growth in the long run. Granger Causality analysis finds the existence of a bidirectional short‑run association between non‑oil GDP and public expenditures, while tax revenues Granger Cause both variables. The …

When President Sebastián Piñera entered office in 2010 the Mapuche indigenous people were receiving two contrasting messages from the Chilean State. On the one hand, the government ratified ILO Convention 169, pledging to protect the indigenous right to prior consultation in programs that affect their communities. On the other hand, the government was involved in the oppression of Mapuche communities in the region of the Araucanía through militarisation and the application of the Anti-Terrorist Law to punish radical Mapuche activists that protest corporate encroachment on their land. Despite the efforts of policymakers, medical professionals, and other stakeholders, obesity and related health problems show no signs of receding from their record-high rates. Public policy has largely taken the form of consumer advice, (e.g., USDA’s Dietary Guidelines). Since consumers bear most of the costs associated with their obesity, the goal of obesity prevention appears to be incentive-compatible, prima facie. That is, there is no a priori case for much further policy intervention unless existing advice is deficient or consumers’ exhibit systematically poor decision-making.

This paper, using a political economic approach, explores the communication techniques used during a second-wave of consolidation in the dairy industry in the 1980s. After providing a historical context of the dairy industry and its connections with federal policy, this paper follows the story of a large dairy cooperative: Association Milk Producers, Inc. (AMPI) and how it influenced public policy and consumption through interconnected dairy organizations like the National Milk Producers Federation and by using a political action committee. Nigeria, like all other rice consuming nations, has experienced a surge in domestic demand for rice since 1970. However, local rice production has not been sufficient to meet local demand, leading to this demand continually being filled by imports. The Federal Government of Nigeria has initiated subsidies programs intended to improve Nigerian rice farmers' technical and cost efficiency levels. This quantitative study evaluated the impact of these policies on the technical and cost efficiency levels of paddy rice farm households in Nigeria. In 2009, the United Nations Food and Agriculture Organization (FAO) adopted the Agreement on Port State Measures to Prevent, Deter and Eliminate Illegal, Unreported and Unregulated (IUU) fishing (PSMA). Countries that ratify the treaty commit to exert greater control at ports over foreign-flagged vessels to detect IUU catch before it is offloaded from vessels, and prevent the ill-gotten catch from entering the world’s markets. The PSMA, when effectively implemented globally, will be a major deterrent to IUU fishing. The purpose of this study was to understand the phenomenon of how heterosexual Baby Boomers define and understand intimacy, sexual expression, along expectations and desires relating to their respective expressions across the lifespan through their individual experiences and reflections. A set of guiding questions were used in a hermeneutic phenomenological qualitative research design. Data was gathered from thirteen subjects (n=13) using the Rappaport Time Line (RTL) that was used to develop individualized semi-structured interviews and follow-up interviews that were professionally transcribed. Maine faces a challenge providing primary care services to over half of its residents, as they live in rural areas – even though Maine has enough primary care physicians practicing in the state to service the needs of the population. Maine has a primary care physician distribution problem. Androscoggin, Oxford, Sagadahoc, Somerset, Waldo, Washington, and York Counties, all fall well below the national average of primary care physicians per 100,000 residents.
